The measures for Environmental Management Registration of Hazardous Chemicals (for trial implementation) was formally implemented on March 1, 2013, requiring enterprises producing and using hazardous chemicals and import and export enterprises of hazardous chemicals to register environmental management of hazardous chemicals in accordance with the measures, and improve the supervision and management of production and use.

The Measures require that key environmental management hazardous chemical production and use enterprises that have obtained the production and use registration certificate should fill in the release and transfer report form of key environmental management hazardous chemicals and environmental risk prevention and control to the environmental protection authority before January 31 each year.
