Registration of chemical substances in Taiwan
New chemical substances and existing chemical substances in Taiwan are regulated by the "Measures for the Registration of Information on New Chemical Substances and Existing Chemical Substances" under the "Measures for the Administration of Toxic Chemical Substances" (TCSCA, referred to as the Toxic Control Law). The measures have been officially implemented on December 11, 2014, and the centralized management department is the "Environmental Protection Agency" (EPA). At the same time, new chemical substances in Taiwan are regulated by the "Administrative Measures for the Registration of New Chemical Substances" under the "Occupational Safety and Health Measures" (OSHA, referred to as the Occupational Safety Law). The measures have been formally implemented on January 1, 2015. The management department is the "Ministry of Labor" (MOL).
The Drug Administration Law requires that before existing chemical substances and new chemical substances are produced and imported in Taiwan, they must apply to the "Environmental Protection Agency" in Taiwan for registration, and production and import activities can only be carried out after approval. The login types of existing chemical substances include the first stage login and standard login, in which the first stage login is divided into pre-login and post-pre-login.
Starting from April 1, 2016, if the annual tonnage of production or import exceeds 0.1 t for the first time in Taiwan, post-landing is required. The official collected the data of chemical substances active in Taiwan from the first phase of registration, and selected those with high hazard, high exposure or serious lack of data to carry out standard registration in stages
For new chemical substances, all new substances produced and imported in Taiwan are subject to a small amount of registration, simple registration and standard registration according to different tonnage levels.
Registrant
Enterprises that can be registered are manufacturers in Taiwan, importers in Taiwan and agents (TPR) in Taiwan. Non-Taiwan enterprises cannot be registered directly and must be registered by their importers or agents in Taiwan appointed by importers. Local importers or TPR provide necessary information support or relevant materials.

Inseparable intermediate products of ongoing chemical reactions in a reaction tank or process
Chemicals involved in defense needs
Chemical substances under customs supervision
Waste (no commercial by-products or impurities)
Mixture (but the individual chemical constituents of the mixture should still be registered)
Finished products
Polymers listed on the List of Existing Chemical Substances (TCSI) for which 2% rules apply
Chemical substances controlled by other relevant regulations
Registration Type
There are two main types of registration, the registration of new chemical substances under the Poison Administration Act and the Professional Safety Act, and the registration of existing chemical substances under the Poison Administration Act.
The list of chemical substances in Taiwan is abbreviated as TCSI, which is the basis for the judgment of new chemical substances and existing chemical substances.
