In April 2020, the Ministry of Ecology and Environment of the People's Republic of China issued Ministry Order No. 12, the Measures for the Registration of Environmental Management of New Chemical Substances, which was formally implemented on January 1, 2021.
The Measures for the Environmental Management Registration of New Chemical Substances are applicable to the environmental management registration of the research, production, import, processing and use of new chemical substances in China. It stipulates that before enterprises produce or import new chemical substances into China, they must register new chemical substances for chemical substances that are not included in the List of Existing Chemical Substances in China (I. e. IECSC) in accordance with the regulations, the production or import of new chemical substances can only be carried out after receiving the environmental management registration certificate of new chemical substances.
How to search for chemical substances? At present, there are two ways, self-checking and entrusting two ways.
1. Self-search: that is, the applicant searches by himself through the List of Existing Chemical Substances in China to see if the substance to be registered is in the list. If it is in the list, it is an existing chemical substance in China. If it is not in the list, it is very likely to belong to a new chemical substance. For the latest version of China's existing chemical substances list, you can check this website and contact us for information.
2. Entrusted novelty search: that is, the applicant entrusts the Ministry of Ecology and Environment's Solid Management Center to conduct paid inquiry and search, and the Solid Management Center will charge RMB 3,000 for novelty search service. The entrusted novelty search can not only search the public database, but also the confidential database, and the government department will give the confirmation letter of the novelty search. For the chemical substances to be registered simply and regular, we recommend entrusting a new search.
