South Korea MSDS Submission Service Introduction
Regulatory Background:
On January 15, 2019, the South Korea Department of Employment and Labor (MoEL) carried out a comprehensive revision of the Occupational Safety and Health Act (OSHA Act). Compared with the previous Act, three new requirements were proposed for the submission of chemical safety technical specifications (MSDS), trade secret (CBI) application, and agent appointment, which were formally implemented on January 16, 2021.
At the end of December 2020, South Korea MoEL released the MSDS system (trial version), which is only available for industry trials to learn about related functions and collect suggestions for improvement.
MSDS Object Substance
Substances/mixtures containing hazardous agents (section 104 of the OSHA Act), referred to as MSDS object substances, require the preparation and submission of an MSDS. Substances with GHS hazard classification are one of the harmful factors. It should be noted that some mixtures without GHS hazard classification may also need to make MSDS and submit it to the official, such as containing harmful components beyond the concentration limit.

Submission Method
MSDS submission using online submission, has recently released a trial version of the system.

The trial version of the system has opened up functional modules such as account application, CBI application and MSDS submission, and the agent's entrustment authority has not yet been opened for use.
