In order to improve the informatization level of the safety production standardization construction of hazardous chemicals practitioners, the State Administration of Work Safety has organized and developed the "Jin 'an" project subsystem safety production standardization information management system for hazardous chemicals practitioners (hereinafter referred to as the information system), which will be officially launched at 0:00 on September 1, 2012. The relevant matters are hereby notified as follows:

Basic Information of 1. Information System

The information system is one of the important subsystems of the "Jin'an" project. It relies on the website of the State Administration of Work Safety to operate for the national hazardous chemicals practitioners, safety supervision departments at all levels, safety production standardization review organization units and review units, and the public (Hereinafter referred to as service objects) to provide services. According to the authority of the service object, the user of the information system can click "dangerous chemical enterprise standardization information management system" in any column of "online service", "three supervision departments", "hazardous chemicals" or "enterprise safety production standardization construction" on the Home of the State Administration of work safety (website: www.chinasafety.gov.cn) to enter the information system.

Requirements for 2.-enabled information systems

The provincial safety supervision bureaus shall immediately convey the spirit of this notice to the safety supervision departments at all levels within their jurisdiction, as well as hazardous chemical practitioners, review organization units and review units, and use the information system in a timely manner. The local safety supervision departments at all levels shall timely allocate the system login user name and initial password of the next level safety supervision department, the evaluation organization unit and the evaluation unit. Local safety supervision departments at all levels, review organization units and review units shall log in to the information system in time according to the assigned system login user name and initial password, and update user information and password. The information system administrator of the review organization unit and the review unit shall do a good job in the creation and authorization management of individual users of the unit.

Local safety supervision departments at all levels should establish a database of safety production standardization work of hazardous chemical practitioners in the region as soon as possible, make up for the announcements of enterprises that have already reached the standard, and release the list of new enterprises that have reached the standard through the information system in a timely manner. Starting from September 1, 2012, the acceptance, evaluation and announcement of safety production standardization standards for hazardous chemicals practitioners shall be handled through the information system.

Hazardous chemicals business units should register users in the information system in a timely manner, enter the basic information of the unit and the process information of carrying out the construction of safety production standardization. Before August 31, 2012, hazardous chemicals practitioners who have passed the evaluation of safety production standardization standards shall complete the registration before September 20, 2012, and supplement the relevant information of their safety production standardization standards.

Requirements for the application of information systems by 4. review organizations and review units

Hazardous chemicals practitioners safety production standardization review organization units and review units should strictly implement the requirements of online review of application materials, online submission of review reports, online printing of compliance certificates, etc. To urge the unit's reviewers to master the use of information systems, guide hazardous chemicals practitioners to correctly use the information system to record the process information of carrying out safety production standardization construction, submit compliance applications, and ensure the standardization and accuracy of the information filled in.

Daily Management and Maintenance of 5. Information System

The Chemical Registration Center of the State Administration of Work Safety (hereinafter referred to as the Registration Center) is responsible for the daily management of the application of information systems, maintains the national safety production standardization information database of hazardous chemical practitioners, and provides business consulting services to users at all levels. The Communication and Information Center of the State Administration of Safety Supervision, as an information system operation and maintenance unit, provides technical support services for users at all levels, and manages information system administrators at all levels in conjunction with the registration center.
