The Measures for the Environmental Management of New Chemical Substances (Order No. 7 of the Ministry of Environmental Protection, hereinafter referred to as Order No. 7) was formally implemented on October 15, 2010. Since the implementation of Decree No. 7, the Ministry of Environmental Protection (MEP) has regularly publicized and announced the environmental management registration of new chemical substances. As of January 4, 2013, a total of 7 public announcements have been made for scientific research filing, 4 public announcements have been made for simple declaration, and 7 public announcements have been made for regular declaration.
Judging from the publicity and announcement of material data, 890 scientific research records, 3402 simple declarations and 55 regular declarations were announced and approved in 2012. Judging from the number of applications, the number of scientific research filings is almost the same as that in 2011. The number of simple applications decreased by about 25% compared with that in regular. A total of 55 substances were publicized throughout the year, with the number increasing dozens of times compared with that in 2011.
The reason for the decrease in the number of simple declarations may be the following two points: first, the test data required for simple declarations are less, the test cycle is short, and the simple declaration registration certificates except for the research and development of process products have no validity period, so for small-scale production or import enterprises, it can be said that after obtaining the simple declaration registration certificate once and for all;
Second, the registration center adopted more stringent formal examination standards for simple declaration in 2012, especially the requirements for the expression of identification information of declared substances are more standardized and detailed, and the requirements for the compilation of class names of confidential substances are also stricter. All declaration materials that do not conform to the specifications need to be supplemented and resubmitted, which prolongs the declaration cycle to a certain extent and thus has a certain impact on the declaration volume.
