Introduction to the 2013 Edition of the List of Existing Chemical Substances in China

According to the Ministry of Environmental Protection Announcement No. 1 of 2013 on "Announcement on Issuing the List of Existing Chemical Substances in China", the Chemical Registration Center has developed the 2013 version of the stand-alone software of the List of Existing Chemical Substances in China. The material data of the stand-alone software is consistent with the content published on the website of the Ministry of Environmental Protection. On this basis, the structural formula information of chemical substances and various retrieval functions are added.

The "List of Existing Chemical Substances in China" is an updated version of the "List of Existing Chemical Substances Produced or Imported in China" published to cooperate with the implementation of the "New Chemical Substances Environmental Management Measures" (Order No. 17 of the State Environmental Protection Administration). Its collection scope refers to the period from January 1, 1992 to October 15, 2003, chemical substances that have been produced, processed, sold, used or imported from abroad in China for commercial purposes. The chemical substance included in it refers to any organic or inorganic substance with a specific molecular label, including: ① any compound of a substance produced in whole or in part as a result of a chemical reaction or a naturally occurring substance; ② any element or non-combined atomic group. Chemical substances include elements, compounds (including additives and impurities), by-products, reaction intermediates, polymers, but do not include mixtures, products (agents) and articles, nor do they include the following substances under the management of other relevant departments: ① Pesticides (when they are produced, processed, imported or sold as pesticides) ② Tobacco and tobacco products ③ Radioactive substances ④ Military products ⑤ Food, food additives, pharmaceuticals and cosmetics (when they are produced, processed, imported or sold as food, food additives, pharmaceuticals, cosmetics, pharmaceuticals or cosmetics, respectively).

The database of this list contains all the chemical substances included and supplemented by the list organized by the Ministry of Environmental Protection, including: the preparation of the 1995 core list (the 1995 core list); The first supplementary declaration from 1996 to 1997 (the official version of the "list"); The second supplementary declaration from 1999 to 2000 (the 2000 edition of the "list"); The third supplementary declaration from 2001 to 2002 (the 2002 edition of the "list"); the fourth supplementary declaration in 2003 (2003 edition of the "Directory"); The fifth supplementary declaration from 2003 to 2004 (2004 edition of the "Directory"); Supplementary collection of cases handled by the General Administration from 2004 to 2005 (2005 edition of the "Directory"); From 2006 to the end of August 2007, all material information (IECSC 2007 Edition) supplemented by General Administration Document No. 12; from 2007 to the end of December 2008, all the material information and all the material structural pictures with chemical abstract number (IECSC 2008 Edition) added and included according to the General Administration Document No. 12; from 2008 to the end of October 2009, all the material information and all the material structural pictures with chemical abstract number (IECSC 2009 Edition) added and included according to the General Administration Document No. 12; from 2009 to the end of October 2010, all the material information and all the material structural pictures with chemical abstract number (IECSC 2010 Edition) supplemented according to the General Administration Document No. 12; from 2010 to the end of December 2013, all the material information and all the material structural pictures with chemical abstract number (IECSC 2013 Edition) supplemented according to the General Administration Document No. 12.

The 2013 edition of the "List of Existing Chemical Substances in China" has passed multiple expert reviews and finally determined that 1246 material information has been modified.

The total number of substances in the 2013 edition of the List of Existing Chemical Substances in China is 45612, of which 3270 are marked confidential substances and 42342 are non-marked confidential substances. There are 37126 kinds of substances with CAS number and 8486 kinds of substances with serial number instead of CAS number. There are 31088 kinds of substances with structural information and 14524 kinds of substances without structural formula.

The "List of Existing Chemical Substances in China" is dynamic. For new chemical substances registered in accordance with the "Environmental Management Measures for New Chemical Substances" and existing chemicals that meet the requirements of the "List of Existing Chemical Substances Produced or Imported in China" For substances, the Ministry of Environmental Protection will publish and include them in the list in due course.
