Discussion on the Policy and Trend of Chemical Environmental Management

Compared with the western developed countries, the supervision and control of chemicals in China started late, and the capacity building needs to be improved. Recently, the Ministry of Environmental Protection and relevant departments have clearly pointed out in several public seminars that they will further strengthen the environmental supervision of chemicals, and will start to improve from the following aspects:
First of all, in terms of system construction, China is making great efforts to gradually establish systems for environmental risk assessment of chemical substances, environmental management registration of hazardous chemicals, release and transfer reporting of key environmental management hazardous chemicals, etc. The government will further improve the import and export registration of toxic chemicals and the new chemical substance registration system in the next few years, and will issue a series of lists of key environmental management hazardous chemicals, including a list of chemicals with strict restrictions on the production and use of high environmental risks, as well as the elimination list of highly toxic and difficult-to-degrade chemicals with high environmental hazards, the timely establishment of a system for updating the list of existing chemical substances in China, the establishment of a management system for chemical testing institutions, and the inspection and recommend system for environmental risk assessment institutions for key environmental management hazardous chemicals, in an effort to make the construction of China's chemical system more comprehensive.
Secondly, while improving the system, the government will strengthen the establishment and implementation of environmental protection regulations. In the next few years, the Ministry of Environmental Protection will focus on establishing guidelines for environmental risk assessment of chemicals in the prevention and control industry. Further increase the investigation of new chemical substances, strengthen the national chemical environmental management and regional chemistry, and the construction of the armed police's hazard testing and analysis and assessment capabilities. The state will not only record the chemical products produced by various enterprises, but also focus on the prevention and control of hazards. Chemical pollutants, improve the government's ability to detect and assess chemicals, and control the potential risks of chemical pollution to the environment from the source.
At the same time, under the existing environmental management system for new chemical substances, the Ministry of Environmental Protection mainly supervises new chemical substances, and has not put forward corresponding regulatory requirements for the 45000 chemical substances that have been included in the list of existing chemical substances in China. However, the Ministry of Environmental Protection is working on the preparation of environmental management measures for chemicals, and will increase the environmental supervision of these existing chemical substances in the future, to make the monitoring of chemicals more comprehensive and effective.
Finally, in terms of prevention and control means, the Ministry of Environmental Protection and other relevant policy management departments are gradually increasing their efforts to fully implement the investigation of the environmental conditions of chemical production and use. After mastering the current situation of environmental risk assessment of industries and enterprises that focus on chemical prevention and control in my country, the Ministry of Environmental Protection will focus on the environmental registration of hazardous chemicals in prevention and control enterprises, and strive to achieve 100% management coverage of chemicals in newly-built chemical enterprises during the 12th Five-year, key prevention and control enterprises, the release and transfer reporting rate of characteristic pollutants is more than 80%, and the management registration of hazardous chemicals reaches 80% coverage rate. Through strengthening supervision, enterprises are expected to continuously improve their own risk prevention and control level and effectively reduce the frequency of sudden environmental accidents.
Regarding the management of new chemical substances, what we have learned from our company is that the existing ten provinces have organized corresponding management forces to supervise the production, sales, import and export of new chemical substances. Among them, Beijing's regulatory measures are the most stringent. Recently, Guangdong and Hebei have successively established relevant pilot agencies.
With the continuous improvement of the system, it is believed that the level of prevention and control of chemicals by the Ministry of Environmental Protection will be effectively improved in the future, and its further strengthening of the reform pace of various chemical management work will certainly help to solve some outstanding problems in chemical environmental protection work at the present stage, and make new and greater contributions to the construction of a beautiful China!
