New 2024 National Standard: Specification for Classification and Labelling of Chemicals Part 31! Officially implemented on June 1!

The national standard "Classification and labeling of chemicals-Part 31: Warning signs for chemical workplaces" (GB/T 30000.31-2023) was officially released on November 27, 2023 and will be officially implemented on June 1, 2024.

As part 31 of GB 30000 "Code for the Classification and Labelling of Chemicals", it is consistent with the technical content of the United Nations "Globally Harmonized System of Classification and Labelling of Chemicals" (GHS)(Ninth Revision).

The purpose of the standard is to ensure the safety of people in the workplace and to provide the necessary information and guidance to reduce the occurrence of accidents and injuries. These signs can alert people to potential hazards and take appropriate preventive and protective measures.

In order to better implement GB/T 30000.31-2023, China has also made clear provisions in the corresponding laws and regulations:

01 the People's Republic of China Safety Production Law

Article 35 The production and business operation entities shall set up obvious safety warning signs on the production and business operation sites and related facilities and equipment with relatively large risk factors.

02 Regulations on Safety Management of Hazardous Chemicals

Article 20 Units that produce and store hazardous chemicals shall set up obvious safety warning signs on their workplaces and safety facilities and equipment.

Note: In addition to the physical and chemical characteristics and pictograms of preventive measures, the above warning signs for chemical workplaces are also elements of chemical safety labels, but the details are different.

In addition, the standard also stipulates the production and application requirements of warning signs in chemical workplaces, including color, font, size, printing requirements, setting location, setting method, setting height, etc.

After the release of the standard, enterprises should set up warning signs in chemical workplaces according to the requirements of the standard before June 1, 2024, otherwise they will face relevant penalties.

The specific basis and punishment measures are as follows:

01 the People's Republic of China Safety Production Law

Article 99 if a production and business operation entity commits any of the following acts, it shall be ordered to make corrections within a time limit and be fined not more than 50,000 yuan; if it fails to make corrections within the time limit, it shall be fined not less than 50,000 yuan but not more than 200,000 yuan, and the person in charge and other persons directly responsible shall be fined not less than 10,000 yuan but not more than 20,000 yuan; if the circumstances are serious, they shall be ordered to suspend production or business for rectification; if a crime, criminal responsibility:

(I) no obvious safety warning signs are set up on the production and business operation sites and relevant facilities and equipment with relatively large risk factors;

02 Regulations on Safety Management of Hazardous Chemicals

Article 78 under any of the following circumstances, the supervision and administration department of production safety shall order it to make corrections and may impose a fine of not more than 50000 yuan; if it refuses to make corrections, it shall be fined not less than 50000 yuan but not more than 100000 yuan; if the circumstances are serious, it shall be ordered to suspend production or business for rectification:

(VIII) units that produce and store hazardous chemicals fail to set up obvious safety warning signs on workplaces and safety facilities and equipment, or fail to set up communication and alarm devices in workplaces;

Setting up warning signs in chemical workplaces is a necessary measure for enterprises to ensure the safe operation of workplaces and reduce personnel injuries, and enterprises should implement them as required.

In addition, enterprises that have set up warning signs for chemical workplaces in accordance with the "2013-AQ3047-2013 of Safety Warning Signs for Chemical Workplaces" in the early stage can update them in accordance with the recommended standard GB/T 30000.31-2023.
