29 [2023] of the General Administration of Customs (Announcement on Further Strengthening the Inspection and Supervision of Imported Hazardous Chemicals)

In order to thoroughly implement the spirit of General Secretary Xi Jinping's important instructions on production safety and further strengthen the inspection and supervision of imported hazardous chemicals, the relevant matters are hereby announced as follows:
01 Inspection mode
The mode of "port inspection or destination inspection" shall be implemented for batch approval of imported hazardous chemicals, and the inspection links (locations) and proportions shall be set according to the attributes of imported hazardous chemicals and the packaging types of dangerous goods.
02 Declaration Requirements
When the consignee or agent of the imported dangerous chemicals declares, he shall truthfully fill in the attributes of the goods, the name of inspection and quarantine, the dangerous category, the packaging category, the United Nations dangerous goods number (UN number), the packaging mark of the dangerous goods (UN mark of the packaging) and the inspection and quarantine authority of the destination in the "China International Trade Single Window, and in accordance with the declared goods, upload the relevant materials required by the General Administration of Customs Announcement No. 129 of 2020 (Announcement on Issues Related to the Inspection and Supervision of Import and Export of Hazardous Chemicals and Their Packaging).
After customs declaration, the consignee or agent of the imported hazardous chemicals shall promptly inquire about the inspection notice through the "China International Trade Single Window.
This announcement will be implemented as of April 13, 2023.
It is hereby announced.
