Recently, the Multi-Land Emergency Management Bureau has continued to carry out safety education and training for employees, strictly implement the safety management of "one enterprise, one product, one code", and provide basic support for the supervision of the whole life cycle of hazardous chemicals; strictly implement "one enterprise, one product, one code", To ensure that every hazardous chemical produced and imported by every hazardous chemical production and import enterprise must have a corresponding and unique safety information QR code, provide information technology support for the accurate supervision of hazardous chemicals and the efficient transmission of hazard information; intensify law enforcement inspections, and fail to implement the physical hazard identification and classification system of chemicals, the registration management system of hazardous chemicals, and the "one enterprise, one product, one Code" management requirements and other behaviors, as well as unclear safety risk identification and out-of-control leakage, penalties should be imposed in strict accordance with the "the People's Republic of China Safety Production Law", "Regulations on the Safety Management of Hazardous Chemicals" and other laws and regulations.
At present, the implementation of "one enterprise, one product, one code" varies from place to place. In Guangdong Province, Shandong Province, Suzhou City, Jiangsu Province and other regions, one enterprise, one product, one code of hazardous chemicals has been fully implemented, and it is operating well. In these areas, the production, transportation, storage and use of hazardous chemicals have been clearly managed and supervised, which greatly reduces the risk of accidents of hazardous chemicals. However, in some areas, the implementation of hazardous chemicals, one product, one code is not perfect. In the future, "one enterprise, one product, one code" will be more standardized, and companies will need to provide more information to prove that the hazardous chemicals they produce meet safety standards. The regulatory authorities will strengthen the inspection of hazardous chemical production enterprises and users to ensure the safety management of hazardous chemicals.
What is "one enterprise, one product, one yard"?
Each hazardous chemical produced and imported by each hazardous chemical production and import enterprise must have a corresponding and unique safety information two-dimensional code (referred to as safety information code).
How to Generate "One Enterprise, One Product, One Code"
Enterprises need to enter chemical information in the "Chemical Registration Integrated Service System" and pass the audit to generate a two-dimensional code (hazardous chemical safety information code).
Scan the two-dimensional code to view the chemical name, registration number, enterprise name, hazard classification pictogram, hazard description, first aid measures, leakage emergency measures, fire fighting methods, etc., and download the chemical safety technical instructions and safety labels.
Hazardous chemical production enterprises and import enterprises automatically generate chemicals "one enterprise, one product, one code" through the "chemical registration integrated service system" and print or post them on the internal and external packaging of hazardous chemicals, so as to facilitate downstream users, the people and government departments to quickly scan codes to obtain chemical-related information.
The two-dimensional code should be set in the lower right corner of the chemical safety label, as shown in the figure below. If there is no space to attach a two-dimensional code in the lower right corner of the chemical safety label, the enterprise can choose to attach a two-dimensional code in the blank of the chemical safety label. The two-dimensional code on the chemical safety label of the same product of the same enterprise should be fixed in the same position.
For packaged hazardous chemicals (except gas cylinders and pesticides) products before leaving the factory, enterprises should attach a two-dimensional code to the lower right corner of the chemical safety label or incorporate the two-dimensional code into the chemical safety label and print it together.
For gas cylinders, pesticides and other special products that are otherwise specified in standards, two-dimensional codes should be affixed next to the product label before leaving the factory. If there is no chemical safety label on the outer package of the combined package, a two-dimensional code must be affixed next to the diamond mark of dangerous goods.
For non-packaged hazardous chemicals transported through medium bulk containers, large containers, removable tank cabinets and tankers, the enterprise shall provide the electronic two-dimensional code to the carrier unit and the purchasing unit, and provide the driver and escort of the carrier unit with a waterproof two-dimensional code during filling, which is required to be carried with the vehicle. And urge the carrier to print, paste and hang the two-dimensional code on the "safety sign" of the dangerous goods transport vehicle, or paste and hang the chemical safety label with the two-dimensional code on the eye-catching position at the rear of the vehicle.
Enterprise response recommendations
1. The import and production enterprises of hazardous chemicals shall register, update and supplement relevant information in the new system in a timely manner, and the enterprises shall update the "one book, one sign" that meets the standards ". After the official review, the security information code is generated.
2. Imported hazardous chemicals should be printed together with a two-dimensional code in the blank space in the lower right corner of the chemical safety label before the product enters the customs. Foreign manufacturers are obliged to assist domestic importers in pasting two-dimensional codes. If they cannot be completed before entering the customs, importers can paste two-dimensional codes by themselves, but they should complete the pasting of two-dimensional codes before entering the Chinese market.
