In order to conscientiously implement the relevant requirements of the "Key Points for Safety Supervision of Hazardous Chemicals by the Emergency Management Department in 2023", and in combination with the national special investigation and rectification of hidden dangers of major accidents and 2023 actions and the prevention and control of safety risks of major hazards, the Second Department of Hazardous Chemical Supervision issued the "2023 Work Plan for Law Enforcement and Inspection of Chemical Registration and Identification Classification" and deployed the national special law enforcement and inspection of chemical registration and identification classification.
Focusing on 35 kinds of hazardous chemicals, in the links of production, import, operation and use, carry out law enforcement inspection on the implementation of legal obligations of enterprises such as registration of hazardous chemicals, "one book, one sign", identification and classification, and establish and improve local emergency management departments at all levels and chemical registration agencies at the ministerial and provincial levels

The law enforcement inspection work will hand over the clues of illegal acts in the previous links found in the operation and use links to the territories for investigation and punishment in accordance with the law. The illegal acts verified shall be enforced in accordance with the law; if the illegal acts of production enterprises cause them to no longer meet the licensing conditions, the safety production license shall be temporarily withheld or revoked in accordance with the law.

• Comprehensive inspection. Comprehensively inspect (online and offline) the implementation of the relevant legal obligations of enterprises in the production, import, operation and use of 35 kinds of hazardous chemicals, and conduct spot checks on other relevant links.
• Retrospective verification. Retrospective verification of clues to problems of violations in the pre-order links found in each link.
• Administrative enforcement. In accordance with the law, administrative enforcement shall be given to the verified violations of the enterprise.
