1 Main basis
This "Guide" is mainly based on the "the People's Republic of China Safety Production Law", "Regulations on the Safety Management of Hazardous Chemicals", "Hazardous Chemicals Catalog (2015 Edition)" and other relevant laws, regulations, standards and specifications. The various national standards and industry standards cited in the Guide refer to the current version.
2 Scope of application
2.1 This "Guide" is applicable to enterprises in metallurgy, non-ferrous metals, building materials, machinery, light industry, textiles, tobacco, commerce and other industrial and trade industries within the scope of our city. It involves hazardous chemicals in the production and processing of products and their supporting auxiliary systems. Enterprise safety management used. The enterprises referred to in this Guide are all enterprises involved in the use of hazardous chemicals in the industry and trade sector.
2.2 there are only flammable liquids used for cleaning, wiping, testing, etc., and their on-site presence is less than the maximum allowable amount in the Code for Fire Protection Design of Buildings (GB 50016), which may not determine the production fire hazard category according to the hazard characteristics of the substance, the enterprise may not implement the provisions of this Guide.
2.3 The safety management of the use of hazardous chemicals by enterprises in other industries shall follow the relevant requirements of the competent department of the industry; if there are no special requirements, refer to this "Guide.
3 General safety requirements
The site selection and overall planning of 3.1 enterprises shall conform to the requirements of the local urban and rural overall planning and land use planning, and comprehensively consider the convenient supply conditions of the hazardous chemicals used. New construction, reconstruction, and expansion projects that use and store hazardous chemicals shall strictly implement the specific requirements of the "three simultaneous" safety facilities in accordance with the "Three Simultaneity" Supervision and Management Measures for Construction Project Safety Facilities.
3.2 The layout of workshops, places and hazardous chemical storage facilities involving the use of hazardous chemicals shall comply with the "Code for Fire Protection Design of Buildings" (GB 50016), "Code for Design of General Layout of Industrial Enterprises" (GB 50187), "Code for Design of Electrical Installations in Explosive Hazardous Environments" (GB50058) and other relevant standards. The fire hazard classification, fire resistance rating, number of floors, area and equipment layout, fire prevention, explosion prevention and safe evacuation of workshops and warehouses shall comply with the Code for Fire Protection Design of Buildings (GB 50016), Code for Design of Electrical Installations in Explosive Hazardous Environments (GB50058) and other relevant regulations. New construction, reconstruction and expansion projects for the use and storage of hazardous chemicals shall be designed by units with corresponding industry (professional) design qualifications or comprehensive design qualifications, and shall comply with relevant construction specifications and standards and project quality and safety requirements. For factories, places and storage facilities that have not been formally designed (no design or the unit undertaking the design does not have the corresponding qualifications), the design safety diagnosis shall be carried out by the design unit with corresponding qualifications according to the design safety diagnosis method of chemical equipment, and the existing safety hazards shall be found. According to the design safety diagnosis report issued, the rectification plan shall be organized to eliminate the safety hazards in time.
3.3 Enterprises that use hazardous chemicals in production, if the designed annual usage of hazardous chemicals reaches or exceeds 20% of the minimum annual usage required for the enterprise to obtain a safe use license, or the designed maximum storage capacity reaches or exceeds 20% of the critical amount determined to constitute a major hazard source of hazardous chemicals in the Identification of Major Hazard Sources of Hazardous Chemicals (GB18218), an institution with corresponding qualifications shall be entrusted, at least every 3 years, the relevant safety production conditions shall be evaluated, and the safety evaluation report and the implementation of the rectification plan shall be reported to the emergency management bureau of the district for future reference. Other enterprises shall carry out safety risk assessment or third-party safety inspection every year, and improve the conditions for safe production according to the results of the assessment or inspection.
3.4 Buildings, places and hazardous chemical storage facilities involving the use of hazardous chemicals shall be equipped with external lightning protection devices to prevent direct lightning strikes, and measures shall be taken to prevent lightning surge intrusion. All kinds of lightning protection buildings in the process of use may be subjected to lightning strike of production equipment, should take appropriate protective measures, so that the charge generated by lightning is safe, quickly into the earth. After being put into use, the lightning protection device shall be subject to a regular inspection system. Lightning protection devices shall be tested once a year, and lightning protection devices in places with explosive hazardous environment shall be tested once every six months.
3.5 the use of dangerous goods that are prone to fire or explosion, natural ventilation or independent mechanical ventilation facilities should be set up, and the air should not be recycled. Natural ventilation is strictly prohibited in the production plant for releasing extremely toxic substances. Exhaust pipes in the plant with explosion danger are prohibited to pass through firewalls and room partition walls with explosion danger. Ventilation equipment must be installed in warehouses that store dangerous articles that are prone to fire or explosion, and attention must be paid to the protective measures of the equipment.
3.6 Electrical equipment in explosion-hazardous areas such as workshops, places and hazardous chemical storage facilities involving the use of hazardous chemicals shall be set up in strict accordance with the overall explosion-proof requirements. Places that may emit combustible gas and toxic gas shall be provided with corresponding gas leakage alarm devices. In the production may suddenly escape a large number of harmful substances, easy to cause acute poisoning or flammable and explosive chemicals indoor workplaces, should be set up accident ventilation device, as well as the accident exhaust system linked to the leakage alarm device.
3.7 involving the use of hazardous chemicals and hazardous chemicals storage facilities and other electrostatic hazardous sites, all objects belonging to electrostatic conductors must be grounded. When using small portable containers to fill flammable insulating liquids, avoid using electrostatic non-conductive containers; metal containers and metal funnels should be bridged and grounded. The exhaust system that excludes combustion or explosion hazardous gases, vapors and dust shall be equipped with grounding devices to guide and eliminate static electricity. Production units with the risk of static accumulation shall adopt measures such as controlling the flow rate and eliminating static electricity. When the transition resistance at the flange connection is greater than 0.03Ω, it shall be bridged. The exposed articles (including shoes and clothing) of the staff shall have anti-static or conductive functions.
3.8 pressure relief facilities shall be set up in the workshop or in the workshop where there is a danger of explosion. The installation of pressure relief facilities shall comply with the requirements of the Code for Fire Protection Design of Buildings (GB50016).
4 Basic safety management
4.1 Enterprises shall, in accordance with the relevant provisions of the the People's Republic of China Safety Production Law and the Regulations on the Safety Management of Hazardous Chemicals, formulate and implement relevant safety management rules and regulations and operating procedures for the use of hazardous chemicals, and regularly carry out special education and training involving hazardous chemicals. Emergency drills and other work.
4.2 Enterprises shall, in accordance with the relevant provisions of the the People's Republic of China Law on Production Safety and the Regulations of Shanghai Municipality on Production Safety, set up a production safety management agency with full-time or part-time production safety management personnel. Enterprises that store highly toxic chemicals and explosive dangerous chemicals should also set up public security and security institutions and be equipped with full-time security and security personnel.
4.3 enterprises that directly import hazardous chemicals shall register hazardous chemicals in accordance with the relevant provisions of the Measures for the Registration and Administration of Hazardous Chemicals. Enterprises using dangerous chemicals imported through trade-oriented import enterprises shall, in accordance with the relevant provisions of the the People's Republic of China production Safety Law, regularly inspect the registration of dangerous chemicals and emergency advisory services of trade-oriented import enterprises, and promptly supervise and urge the elimination of hidden dangers of accidents.
4.4 enterprises shall, in accordance with the relevant provisions of the "Procedures of Shanghai Municipality on the Safety Management of Hazardous Chemicals", regularly declare the use of hazardous chemicals through the "Login and Submission System for Units Using Hazardous Chemicals.
4.5 enterprises shall identify major hazard installations of hazardous chemicals in accordance with the provisions of the Identification of Major Hazard Installations of Hazardous Chemicals (GB 18218), and record the identification process and results. If it constitutes a major hazard source of hazardous chemicals, it shall, in accordance with the relevant requirements of the Interim Provisions on the Supervision and Administration of Major Hazard Sources of Hazardous Chemicals, conduct major hazard source identification, assessment, registration, filing, and implementation of monitoring and safety warnings. Emergency plans are formulated and emergency resources are equipped.
4.6 enterprises shall establish and implement the enterprise safety risk classification control system in accordance with the provisions of the Basic Standard for Industrial and Trade Enterprise Safety Risk Classification Control (T/SWSA 004), regularly carry out the identification of dangerous and harmful factors, implement safety risk assessment, classification and control, draw the electronic distribution map of red, orange, yellow and blue safety risks, and submit the safety risk control list through the "Shanghai double risk prevention system, and check the implementation of various safety risk control measures according to the fixed cycle according to the list, carry out hidden danger management in a timely manner, and implement closed-loop management requirements.
4.7 Enterprises shall, in accordance with the relevant provisions of the the People's Republic of China Safety Production Law, arrange special personnel to carry out on-site safety management of hot work operations. Metallurgical and non-ferrous metal enterprises, machinery and casting enterprises engaged in metal smelting, and light industrial enterprises engaged in food production must strictly implement the approval procedures for special operations such as hot work in the industry. When other enterprises engage in special operations such as hot work in the use and storage sites of hazardous chemicals, they shall establish a special operation management system and implement special operation license management with reference to the relevant provisions of the Safety Code for Special Operations of Chemical Production Units (GB 30871).
4.8 enterprises shall set up signs and diagrams in the places where hazardous chemicals are stored and used, and inform the plane layout of the workplace, safety responsibilities, operation specifications, operational hazards, emergency measures, etc.
4.9 enterprises should adopt information management measures to carry out life cycle management on the procurement, loading and unloading, storage, use and disposal of hazardous chemicals.
5 Procurement of Hazardous Chemicals
5.1 enterprises shall not purchase hazardous chemicals from enterprises engaged in the production and operation of hazardous chemicals without permission. When purchasing hazardous chemicals, an enterprise shall ask for chemical safety technical instructions from the hazardous chemical production and operation enterprises.
If a 5.2 enterprise purchases highly toxic chemicals, it shall apply to the public security department for a purchase certificate; if it purchases explosive-prone hazardous chemicals, it shall issue a description of its legal purpose; if it purchases precursor hazardous chemicals, it shall present the purchase certificate or before purchase. The public security department filed. After purchasing highly toxic chemicals, explosive-prone hazardous chemicals, and precursor hazardous chemicals, enterprises should enter the variety, quantity, and flow information into the supervision information system of the public security department in real time.
6 Hazardous chemicals handling
The 6.1 of dangerous chemicals shall be unloaded at a special unloading place, and the unloading place shall be equipped with facilities to prevent the liquid from dispersing. The equipment and facilities at the unloading site shall comply with the Code for Design of Electrical Installations in Explosive Hazardous Environments (GB50058).
Motor vehicles that 6.2 enter places where flammable and combustible articles are stored shall be provided with fire shields. The battery car and forklift entering the explosion hazard storage place shall be of explosion-proof type; the loading and unloading equipment that can generate sparks entering the fire hazard storage place shall be equipped with safety devices to prevent sparks from splashing.
Dumper truck or forklift truck shall not be used to transport gas cylinders in the 6.3; when forklift truck is used to transport gas cylinders, they shall be put into the pallet or basket. Gas cylinders shall be loaded and unloaded lightly to avoid collision with each other or with other hard objects. Gas cylinders shall not be loaded and unloaded by means of throwing, rolling, sliding, falling or touching. Cylinder shall be equipped with caps when loading and unloading, and lead pads or rubber pads shall be laid at the landing point of the cylinder. When loading and unloading toxic gases, corresponding anti-toxic measures shall be taken in advance. When loading and unloading oxygen and oxidizing gas cylinders, work clothes, gloves and stevedores shall not be contaminated with grease.
6.4 Flammable and explosive hazardous chemicals tanker loading and unloading, tanker should be equipped with flame arresters, wheels with anti-skid measures, and connected with anti-static special grounding wire. When loading and unloading liquefied hydrocarbon, liquid chlorine and liquid ammonia, pipes shall not be connected by hoses; when loading and unloading flammable liquids, pipes shall not be connected by non-metallic hoses.
6.5 enterprises in the flammable, explosive, toxic and hazardous chemicals loading and unloading operations, should establish a loading and unloading facilities interface connection reliability confirmation system.
7 Storage of hazardous chemicals
Special warehouse for 7.1
7.1.1 Hazardous chemicals shall be stored in special warehouses and managed by special personnel. The fire resistance rating, number of floors, area, plane layout, safety evacuation, pressure relief facilities and fire distance of the special warehouse shall comply with the provisions of the Code for Fire Protection Design of Buildings (GB50016). Special warehouses for storing highly toxic chemicals and explosive hazardous chemicals shall also set up corresponding technical prevention facilities in accordance with relevant national regulations.
7.1.2 Highly toxic chemicals and other hazardous chemicals that constitute major hazard sources in stored quantities shall be stored separately in special warehouses, and a system of two-person sending and receiving and two-person storage shall be implemented.
7.1.3 The maximum storage capacity of each warehouse and each fire compartment shall not exceed the provisions of the General Rules for Storage of Dangerous Chemicals in Common Use (GB15603).
7.1.4 The spacing between the main passages of the warehouse shall not be less than 180cm, and the branch passages shall not be less than 80cm; The top distance shall not be less than 50cm (the top distance of corrosive articles shall not be less than 30cm), the wall distance shall not be less than 30cm, and the column distance and stack distance shall not be less than 10cm.
7.1.5 The warehouses storing Class A, B and C liquids shall be equipped with facilities to prevent liquid from dispersing. Warehouses storing explosive articles that burn in wet conditions shall take measures to prevent water impregnation. The ground of the warehouse where inflammable and explosive substances are stored shall be a non-sparking (anti-) static ground. The warehouse where corrosive articles are stored shall be cool, dry, ventilated and protected from light, and shall be treated with anti-corrosion and anti-seepage treatment.
7.1.6 The storage of dangerous chemicals shall conform to the provisions of Appendix A of General Rules for Storage of Common Dangerous Chemicals (GB15603), Table of Taboos for Storage of Common Dangerous Chemicals and Technical Conditions for Storage and Maintenance of Flammable and Explosive Commodities (GB17914), Technical Conditions for Storage and Maintenance of Corrosive Commodities (GB17915), Technical Conditions for Storage and Maintenance of Toxic Commodities (GB17916), Appendix A Table of Mutual Storage Performance of Hazardous Chemicals, it is strictly forbidden to mix with taboo items for storage. The storage of non-pharmaceutical precursor chemicals shall comply with the provisions of Annex 2 of the Guidelines for the Standardized Management of Non-pharmaceutical Precursor Chemicals for Enterprises (No. 3 [2014] No. 70 of the General Administration of Work Safety).
7.1.7 It is strictly prohibited to mix hazardous waste and hazardous chemical raw materials and products in the same warehouse.
7.1.8 Safety labels shall be set on the packaging barrels of hazardous chemicals in accordance with the Provisions for the Preparation of Chemical Safety Labels (GB15258), and the hazardous chemicals in storage shall be accompanied by chemical safety technical instructions in Chinese.
7.1.9 Flammable and explosive articles (except gas bottles) shall not be stored directly on the ground. Generally, they shall be padded with a height of more than 15cm, and the stack height without shelves shall not exceed 3m. The stack height of corrosive articles should be controlled within 1.5-3.5m according to the different packaging.
7.1.10 When goods are stacked on shelves, warning signs shall be set up on the shelves to display information such as the rated load and loading method. Protective measures should be set up in and around the shelves to avoid damage to the shelves and operators. Shelves should not block fire hydrants, automatic sprinkler system nozzles and exhaust vents.
7.1.11 The temperature and humidity meter shall be set up in the warehouse according to the temperature and humidity requirements of the stored hazardous chemicals, and shall be observed and recorded according to the specified time.
7.1.12 There shall be no sub-packaging, modification, unpacking, unpacking, acceptance and other activities in the storehouse of inflammable and explosive commodities, corrosive commodities and toxic commodities.
7.1.13 According to the nature of the stored hazardous chemicals, the warehouse shall be equipped with emergency equipment such as fire extinguishers, fire sand, oil-absorbing cotton, and personal protective equipment such as gas masks and protective clothing.
7.1.14 For warehouses with toxic hazards or chemical burns, safety protection measures such as eye washers and leachers shall be provided. The service radius of eyewash and shower shall not be greater than 15m, and water supply shall be uninterrupted. 7.2 intermediate warehouse
In addition to the requirements of Sections 7.1.5-7.1.14, intermediate warehouses shall meet the following requirements:
7.2.1 When an intermediate warehouse is set up in the factory building, the Class A and Class B intermediate warehouses shall be arranged on the outer wall, and their total storage shall not exceed 2 tons, shall not exceed 60% of the critical quantity determined to constitute a major hazard source of hazardous chemicals in the Identification of Major Hazard Sources of Hazardous Chemicals (GB 18218), and shall not exceed the required quantity for one day and night.
7.2.2 Class A, B and C intermediate warehouses shall be separated from other parts by fire walls and non-combustible floors with fire resistance limit of not less than 1.5h; Class D and E intermediate warehouses shall be separated from other parts by fire partition walls with fire resistance limit of not less than 2h and floors of 1h.
7.2.3 Intermediate storage tanks for Class C liquids in the powerhouse shall be located in a separate room with a capacity not greater than 5 m3. The room with intermediate storage tank shall be separated from other parts by fire partition wall with fire resistance limit of not less than 3h and floor slab of 1.5h. The room door shall be of Class A fire door.
7.3 storage tank
7.3.1 Storage tanks for extremely hazardous and highly hazardous toxic liquids shall not be arranged in the same fire dike with other flammable and combustible liquid storage tanks.
7.3.2 The above-ground, semi-underground storage tanks or storage tank groups of Class A, B and C liquids shall be provided with non-combustible fire-proof lift around them. The effective volume in the fire dike shall not be less than the volume of one of the largest storage tanks.
7.3.3 The safety accessories of the storage tank shall meet the requirements of relevant standards such as Safety Technical Supervision Regulations for Stationary Pressure Vessels (TSG 21) and Safety Technical Regulations for Vertical Cylindrical Steel Welded Storage Tanks (AQ 3053).
8 Use of Hazardous Chemicals
8.1 collecting quantity
8.1.1 When it is necessary to use inflammable and explosive hazardous chemicals, they shall be collected in a limited amount according to the demand, and shall be removed in time when they are not used, and shall be managed and registered by special personnel.
8.1.2 When storing hazardous chemicals with higher fire risk level that have been collected in the factory building with lower fire risk level, the total amount of collection and the ratio of the collected amount to the room volume shall be strictly controlled in accordance with the provisions of the Code for Fire Protection Design of Buildings (GB50016) on determining the maximum allowable amount of production fire risk category regardless of the material hazard characteristics.
8.2 storage cabinet
8.2.1 When a storage cabinet is set up in a place where hazardous chemicals are used, the requirements of Section 8.1.2 shall still be followed and the amount of storage on site shall be strictly controlled.
8.2.2 Obvious safety warning signs shall be set on the hazardous chemical storage cabinet.
8.2.3 The hazardous chemical storage cabinet or cabinet group shall be set up independently and stored in a well-ventilated environment, away from fire, heat, power and spark-generating environment, and no sundries shall be placed within 1m of the surrounding area.
8.2.4 The anti-static grounding device of the cabinet body of the flammable and explosive hazardous chemicals storage cabinet shall comply with the provisions of the General Guidelines for the Prevention of Electrostatic Accidents (GB 12158) and ensure effective operation.
8.2.5 Flammable and explosive hazardous chemical storage cabinets shall be connected to the ventilation system, which shall not be connected to the ventilation system in non-explosion-proof areas. The exhaust pipe of each storage cabinet shall be equipped with a fire retardant valve activated by heating, and the material of the connecting pipeline shall avoid static accumulation. When the vapor of hazardous chemicals is heavier than air, the storage cabinet needs to draw air from the bottom and make up air at the top; when the vapor is lighter than air, draw air from the top and make up air at the bottom.
8.2.6 The placement of hazardous chemicals in the storage cabinet shall follow the principle of solid on top of liquid and small package on top of large package. It is strictly forbidden to mix and store taboo items, and take measures to prevent leakage and leakage.
8.2.7 The storage place of hazardous chemical storage cabinet shall be equipped with corresponding fire extinguishing equipment in accordance with the provisions of the Code for Design of Building Fire Extinguisher Configuration (GB 50140).
8.3 fume hood
8.3.1 The enterprise shall determine the appropriate type of fume hood and the number of fume hoods according to the work type and workload of the laboratory, arrange similar work types in the same area as much as possible, and ensure that the number of fume hoods meets the requirements of workload and work type.
8.3.2 The installation position of the fume hood should not be in the passage and the place where people pass frequently, and avoid affecting the ventilation and lighting.
8.3.3 It is forbidden to store inflammable and explosive articles in the fume hood.
8.3.4 Before the start of the experiment, it should be confirmed that the fume hood is in normal operation and that the ventilation intensity meets the experimental requirements.
8.3.5 After the end of the experiment, the fan should be shut down for more than 5 minutes to ensure that all residual gas in the pipeline is discharged.
9 Disposal of hazardous chemicals
9.1 enterprises shall promptly dispose of waste hazardous chemicals and their packaging and containers; if they cannot dispose of them by themselves, they shall entrust a professional unit with corresponding qualifications to dispose of them on their behalf.
9.2 It is forbidden to mix the hazardous chemical wastes that react with each other in the same container.
10 Emergency Management
10.1 enterprises shall, in accordance with relevant laws, regulations, rules and relevant standards, combine the organization and management system, production scale and risk characteristics, establish an emergency plan system, establish an emergency rescue team, implement emergency materials and equipment, prepare emergency plans, and carry out at least once every six months. drill.
Enterprises in 10.2 industrial parks, development zones and other industrial clusters can jointly establish emergency rescue teams. Small and micro enterprises may not establish emergency rescue teams, but should designate part-time emergency rescue personnel, and can sign emergency rescue agreements with neighboring emergency rescue teams.
The emergency response measures taken by the 10.3 involving key supervision of hazardous chemicals shall comply with the "Notice on Printing and Distributing the Safety Measures and Emergency Response Principles of the First Batch of Key Supervision Hazardous Chemicals" (General Administration of Work Safety Department No. 3 [2011] No. 142) and "About Announcement of the Second Batch of Key Supervision Hazardous Chemicals List Notice" (General Administration of Work Safety Department No. 3 [2013] No. 12) related emergency response principles.
11 Validity
This Guide shall come into force on January 1, 2022 and shall be valid for 2 years.
Appendix A Commonly Used Hazardous Chemicals
A.1 Acid and alkali
A.1.1 Protective clothing, goggles, rubber-impregnated gloves and other protective equipment shall be worn during operation.
A.1.2 Flushing facilities shall be set up in workplaces where strong corrosive substances such as acid and alkali are generated or may exist; the floor of the workshop shall be smooth and non-slip, easy to be washed and cleaned; the floor where effusion may be generated shall be treated with anti-penetration and a slope drainage system shall be adopted.
A.1.3 Ditch (weir) shall be set around the storage tank area for acid and alkali liquid.
A.1.4 For equipment and pipelines involving acid and alkali substances with chemical burn hazards, measures shall be taken to prevent leakage or splashing of materials with reference to the Code for Safety and Health Design of Chemical Enterprises (HG 20571).
A.2 Nitrogen, Argon, Carbon Dioxide
A.2.1 Measures shall be taken to prevent suffocation when operating in nitrogen, argon and other rare gas areas.
A.2.2 The site or operation room where nitrogen, argon and other rare gases are produced and used shall have good ventilation facilities and obvious safety warning signs.
A.3 Paint
A.3.1 Explosion-proof electrical equipment shall be used in the temporary painting site, and no flammable materials shall be stored in the surrounding area, and warning lines and safety signs shall be set up.
A.3.2 The filter cotton of the ventilation device in the painting operation area shall be replaced in time, and the air duct shall be cleaned regularly to prevent the deposition of pollutants and ensure the micro negative pressure in the painting room.
A.3.3 Benzene shall not be used in pre-painting treatment, toxic and low flash point items shall not be used in large-area degreasing and old paint removal, and Tiana water shall not be used. When using organic solvent to remove oil and old paint, flammable and explosive articles shall not be stored within 15m around the operation point.
A.3.4 The paint mixing room shall be non-burning and non-flammable ground, and its ventilation frequency shall be 15-25 times/h. When the amount of solvent-based coating is small (generally less than 20kg), it can be prepared on-site in the painting area, but the safety operation procedures should be strictly observed.
A.3.5 Static electricity shall be eliminated by the personnel entering the painting booth. The combustible gas concentration detection and alarm devices in the spray booth should be interlocked with automatic stop feeding, power cut-off devices, automatic fire extinguishing devices, etc. Ventilation ducts associated with the electrostatic spray booth shall be fitted with automatic fire control valves.
A.3.6 The indoor surface of spray-drying dual-purpose paint shall be cleaned frequently to reduce the deposition of combustibles. All flammable and combustible materials in the room should be removed before the drying equipment is operated. The painting equipment, drying equipment, ventilation system and electric heating system shall be interlocked with the detection and alarm device, and the heating system shall be interlocked with the temperature control device; when the drying equipment is in operation or electrified, the painting equipment shall be self-locked or removed as a whole.
A.3.7 When the volume of the dip coating tank exceeds 2 cubic meters, a bottom discharge device and a transfer tank shall be provided, and the bottom discharge pipe shall be able to empty the tank liquid within 5 minutes. Small open tanks with a volume of less than 0.6 cubic meters or a liquid surface area of less than 1 square meter shall be provided with cover plates or special fire extinguishing devices, and large dipping tanks with a volume of more than 0.6 cubic meters or a liquid surface area of more than 1 square meter shall be provided with foam and gas fire extinguishing systems.
A.4 Ammonia
A.4.1 The place where liquid ammonia is stored and used shall be provided with a spray device to prevent ammonia leakage and escape, and shall be provided with a flushing water source and flushing facilities. Ammonia cylinders shall not be close to fire and exposed to sunlight.
A.4.2 The quick freezing device shall be set in a separate operation room with a complete structure, and the number of operators in the operation room at the same time shall not exceed 9.
A.4.3 Ammonia direct evaporative refrigeration system is strictly prohibited for the air conditioning system in the packaging room, dividing room, product sorting room and other production places with more personnel.
A.4.4 The ammonia filling station of the refrigeration system shall be set outside the machine room with sufficient operation space and unobstructed emergency access. Ammonia refrigeration units and ammonia storage devices located outdoors shall have well-ventilated shading facilities, fences to prevent non-operators from entering, and safety warning signs such as hazardous workplaces.
A.4.5 The refrigeration room shall be equipped with effective protective equipment required for daily inspection and maintenance operations, and one filter-type gas mask, rubber gloves, rubber boots, chemical safety protection glasses, etc. shall be provided for one person. Enterprises that constitute major hazard sources should also be equipped with at least two sets of positive pressure air respirators and chemical protective clothing. Refrigeration room control room should be equipped with appropriate shelf life of acidic drinks or vinegar, 2% boric acid solution, physiological saline and other emergency rescue items. Eyewash and leacher should be installed at the appropriate position at the entrance of the refrigerator room, and antifreeze protection should be made. The drainage after the eye washer is used should be drained and should not flow at will.
A.4.6 The ammonia concentration sensor in the ammonia refrigeration room shall be installed above the ammonia refrigeration unit, ammonia pump and ammonia reservoir. The high-pressure side of large and medium-sized refrigeration systems should be equipped with overpressure alarm devices; the condenser should be equipped with pressure gauges and safety valves; the water-cooled condenser should be equipped with cooling water water cut-off alarm devices; the evaporative condenser should be equipped with fan and water pump failure alarm devices.
A.4.7 The emergency exhaust fan shall be provided with manual start buttons or switches at the indoor and outdoor positions convenient for operation in the refrigeration room. The indoor manual start button or switch of the emergency exhaust fan in the ammonia refrigeration room shall be arranged in the control room of the refrigeration room. When the ammonia concentration in the air reaches 150 × 10-6 ml/m3, an alarm signal should be automatically issued and the explosion-proof accident exhaust fan in the refrigerator room should be automatically turned on.
A.4.8 The hot ammonia defrosting of the newly modified ammonia refrigeration system shall be automatically controlled. The hot ammonia defrosting air supply pipeline shall be provided with defrosting pressure control and emergency cut-off device; the emergency cut-off device shall be automatically controlled, and a manual button shall be provided 30 meters away from the refrigeration unit.
A.4.9 Piping of ammonia direct refrigeration system and ammonia indirect refrigeration system shall not pass through living, office and wholesale trading areas.
A.4.10 The height of the outlet of the pressure relief pipe of the safety valve of the ammonia refrigeration system shall be 5m higher than the ridge of the highest building within 50m of the surrounding area, and measures shall be taken to prevent lightning strike and rain and sundries from falling into the pressure relief pipe. If the above requirements cannot be met, the ammonia discharged from the pressure relief pipe shall be treated innocuously.
A.4.11 Pressure vessels of the refrigeration system, headers of ammonia filling stations, headers of ammonia liquid and gas distribution stations and return pipes of air separators shall be equipped with special pressure gauges for ammonia. The installation height shall not exceed 3m from the plane on which the observer stands.
A.5
A.5.1 The liquid chlorine storage tank area shall be 0.3-0.5m lower than the surrounding ground, or an accident cofferdam of 0.3-0.5m shall be set up around the storage area to prevent the leakage of liquid chlorine and the expansion of the gasification area of liquid chlorine.
A.5.2 The warehouse shall be sealed and equipped with automatic absorption device interlocked with alarm. Liquid chlorine leakage alarm detector must be installed in the warehouse and the use area.
A.5.3 The filling pressure of liquid chlorine in liquid chlorine storage tank, metering tank and vaporizer shall be less than 1.1MPa. The chlorine check tank must discharge the generated nitrogen trichloride regularly as required to prevent accumulation.
A.5.4 Gas cylinders shall be stored in special warehouses, and solid and empty tanks shall be stored separately. Gas cylinders shall not be exposed to open air, and sunshades shall be erected with flame retardant materials.
A.5.5 The places where chlorine is stored and used shall be equipped with automatic leakage alarm devices and monitoring facilities, reserve activated carbon gas masks, no less than 2 sets of heavy protective clothing and other emergency rescue supplies, and set up warning signs and emergency disposal notification according to regulations.
A.6 Oxygen, acetylene
A.6.1 In the welding and cutting operation of oxygen-combustible gas, the cylinder and operation point shall be more than 5 meters, and the operation point and combustible material shall not be less than 10 meters. The pressure reducer should be firmly installed on the gas cylinder. When using threaded connection, it should be screwed with more than five screws. When using special clamps, it should be flat and firm. Hose material should meet the requirements, and no leakage, wear, aging.
A.6.2 It is forbidden to use oxygen, acetylene and other flammable and explosive gas pipelines and gas cylinders as grounding devices. The welding machine operates on the weldment with grounding (or zero) device, and the double grounding of the welding machine and the workpiece should be avoided.
A.6.3 The dissolved acetylene cylinder shall be equipped with a safety pressure relief device, and the fusible alloy plug shall be installed on the upper head, valve seat or bottle valve of the cylinder. The bottle valve should be selected with copper content (mass ratio) less than 65% of the copper alloy; the hand wheel on the bottle valve should be made of flame retardant materials. The gas in the bottle shall not be used up, and the residual pressure shall not be less than 0.05MPa.
A.7 Natural gas, coal gas and liquefied petroleum gas
A.7.1 Mechanical exhaust devices shall be provided in the gas control room and premixing unit room. Gas heating furnace, heat conduction oil furnace should be equipped with flame monitoring and flameout protection system. The instrument control room and operation station of the gas pipeline shall be provided with fixed leakage alarm device, low pressure alarm device and quick cut-off valve, and fire extinguishing device shall be provided in the room. Large and medium-sized gas-using equipment shall be equipped with explosion-proof devices, thermal testing instruments and automatic control systems.
A.7.2 The pressurized natural gas storage tank shall be equipped with safety valve, pressure gauge, liquid level gauge and thermometer, and shall be equipped with safety device with remote recording and alarm functions of pressure, liquid level and temperature. The key storage tank shall be equipped with emergency cut-off device.
A.7.3 Carbon monoxide monitoring devices shall be set up at key positions in the gas hazard area to regularly detect the concentration of carbon monoxide, with the maximum allowable concentration of 30mg/m3. Gas pipelines should be equipped with low-pressure alarm devices. Before carrying out maintenance, the application for equipment power failure and dangerous operation shall be handled, and at least two staff members shall participate in the maintenance work at the same time, and one staff member shall take full-time care. Maintenance personnel should wear air respirator.
A.8 Hydrogen
A.8.1 The hydrogen use area shall be well ventilated. The top of the building or the upper part of the outer wall should be provided with exhaust holes.
A.8.2 The components such as instruments and valves used for hydrogen shall be well sealed and checked regularly. If any leakage is found, it shall be handled in time.
A.8.3 Water electrolysis hydrogen production and equipment, hydrogen contact valves should not be made of copper and copper alloy materials.
Appendix B Special Processes Involving Hazardous Chemicals
B .1 Metallurgy
B .1.1 Metallurgical industry gas area
B .1.1.1 Each unit producing, supplying and using gas shall set up a gas protection station or gas protection group, and be equipped with necessary personnel to establish an emergency rescue system. The gas protection station shall be equipped with a special telephone for gas first aid, equipped with respirator, ventilated gas mask, filling device, universal checker, automatic generator, isolation self-rescuer, stretcher, various toxic gas analyzers, explosion-proof tester and other facilities for dangerous operation and rescue (such as intercom telephone), and shall be equipped with ambulances and operation vehicles, and shall strengthen maintenance to keep them in good condition.
B .1.1.2 The pipe network of the gas system shall maintain positive pressure, and the gas gate shall not leak gas. Gas pipeline should have gas flow detection and adjustment device. A gas release pipe shall be set at the highest point of the pipeline and between the combustion valve and the gas cut-off valve. When gas pipelines with different pressures are connected, reliable pressure regulating devices must be set; release pipes with different pressures must be set separately.
B .1.1.3 Reliable partition device must be set at the connection of the branch pipe on the gas distribution main pipe of the heating system (except for the gas pipe of the heat generator). The gas branch pipe shall have an automatic gas shut-off valve. When the burner fan stops running, or the combustion air shut-off valve is closed, or the gas pressure is too low, the shut-off valve shall be able to automatically cut off the gas and give an alarm.
B .1.1.4 When the gas is used as fuel, the furnace does not catch fire or extinguishes after catching fire, the gas valve shall be closed immediately, the cause shall be found out, and the mixed gas in the furnace shall be drained and then re-ignited according to the specified procedures. When the combustion device adopts the burner with forced air supply, the gas branch pipe shall be equipped with a non-return device or an automatic isolation valve; the air pipe shall be equipped with an explosion relief film.
B .1.1.5 The residual gas release device shall be equipped with ignition device and steam (or nitrogen) fire extinguishing facilities. When it needs to be released, it shall be ignited. Steam or nitrogen pipe joints should be installed on the top or side of the gas pipeline, and the pipe joints should be installed with cocks or gate valves. In order to prevent gas from entering the steam or nitrogen pipe, the steam or nitrogen pipe can be connected with the gas pipe only when steam or nitrogen is supplied, and the blind plate should be disconnected or blocked when it is shut down.
B .1.1.6 Carbon monoxide and oxygen content shall be tested when entering the gas facilities. After passing the test, when allowed to work in gas facilities, carbon monoxide and oxygen monitoring devices should be carried, protective measures should be taken, and full-time guardians should be set up. When the carbon monoxide content does not exceed 30mg/m3, it can work for a long time; When it does not exceed 50mg/m3, the continuous working time in the interior shall not exceed 1 hour; When it does not exceed 100mg/m3, the continuous working time in the interior shall not exceed 0.5 hours; When it does not exceed 200mg/m3, the continuous working time in the interior shall not exceed 15-20 minutes.
B .1.2 Coking
B .1.2.1 In the process of coke oven temperature regulation, if one of the following conditions occurs in the tube furnace, the gas supply shall be stopped immediately: a) the pressure of the gas main pipe drops below 500Pa, or the pressure fluctuation of the main pipe endangers safe heating; B) the flame in the furnace suddenly goes out; C) the suction of the chimney (channel) drops, which cannot guarantee safe heating; D) oil and steam leakage from the furnace pipe; E) gas pipeline leakage.
B .1.2.2 During dry desulfurization, the desulfurization tank shall be equipped with a gas safety pressure relief device. Ammonia desulfurization, deacidification ammonia pump room should be equipped with fixed or hand-held toxic gas detector; special circumstances need to switch deacidification tower discharge pipe, should stand on the windward side of the operation, to prevent poisoning.
B .1.2.3 When using concentrated sulfuric acid and ammonium sulfate mother liquor for ammonia removal, the flow rate shall be slowly adjusted to prevent splashing of mother liquor caused by concentrated heat release.
B .1.2.4 Obvious warning signs shall be set up in the crude benzene area of debenzene tower and benzene washing tower. The crude benzene intermediate tank shall be provided with level gauge and high level alarm device to prevent overflow. Crude benzene storage tank should be sealed, and equipped with breathing valve and flame arrestor, or other exhaust control measures; flame arrestor, breathing valve, manhole, release pipe and other metal accessories should maintain equipotential connection.
B .1.3 Sintering
In front of the burner of the sinter igniter, a gas emergency shut-off valve should be installed. Before the ignition of the sintering machine, the gas detonation test should be carried out.
B .1.4 Ironmaking
B .1.4.1 When personnel enter the blast furnace hearth for operation, all direct blowpipes shall be removed and hazardous gas sources such as gas, oxygen and nitrogen shall be effectively cut off.
B .1.4.2 Water-cooled components such as oxygen lance shall be equipped with water outlet temperature and water flow difference detection, alarm device and temperature monitoring, and interlocked with furnace body tilting, oxygen opening and closing, etc.
B .1.5 Steelmaking
B .1.5.1 When gas fuel is used in the baking system of hot metal tank, steel tank and intermediate tank, anti-backfire facilities such as low-pressure gas alarm and quick cut-off valve interlocked with low-pressure gas signal shall be provided; fixed carbon monoxide detection and alarm device shall be provided in the gas baking operation area. Equipment maintenance should adopt reliable partition, cut off the gas, gas replacement qualified can repair equipment in the case of special supervision. When oxygen is used to support combustion, oxygen should not be mixed with fuel before the outlet of the burner, and oxygen supply after ignition should be ensured in operation control (when air is used to support combustion, it should also be ignited before air supply).
B .1.5.2 The stop points of the converter oxygen lance and auxiliary lance shall be interlocked with the converter tilting, oxygen opening and closing, cooling water flow and temperature, etc. When the oxygen pressure is less than the specified value, the cooling water flow is less than the specified value, the outlet water temperature exceeds the specified value, and the difference between the inlet and outlet water flow is greater than the specified value, the oxygen lance shall automatically rise and stop blowing oxygen. The converter oxygen lance water supply shall be provided with an electric or pneumatic quick shut-off valve.
B .1.5.3 Converter gas recovery shall be provided with continuous determination and automatic control system for carbon monoxide and oxygen content. The oxygen content of recovered gas shall not exceed 2%; Automatic switching valve shall be adopted for gas recovery and release. The oxygen content detection shall be automatically interlocked with the three-way valve. When the oxygen content is unqualified, the three-way valve shall be automatically switched to the release state. If the gas cannot be recovered and discharged into the atmosphere, an automatic ignition device shall be set at the upper part of the chimney. The fault ignition switch should be located in the lower part of the chimney.
B .1.5.4 During vacuum oxygen decarburization and refining, the water-cooled oxygen lance lifting machinery shall be provided with safety measures such as accident drive. The oxygen pipe from the oxygen valve station to the oxygen lance shall be stainless steel pipe, and copper pipe with a length exceeding 1.5m shall be provided before the hose joint. The area should be set up gas detection and alarm devices and "guard against gas poisoning", "no stay" and other warning signs.
B .1.5.5 Closed or semi-closed spaces such as areas prone to gas leakage on the platform above the converter mouth, pressurized station rooms and fan rooms, primary fan rooms, duty rooms and manned posts in the converter gas area shall be provided with fixed carbon monoxide monitoring and alarm devices, and the rooms on duty shall be ventilated with positive pressure.
B .1.6 Steel rolling
B .1.6.1 Acid storage tank shall be set up in the pickling workshop, and acid pump shall be used to supply acid to the pickling tank.
B .1.6.2 The hydrogen use area shall be well ventilated. Ensure that the maximum hydrogen content in the air does not exceed 1% (volume). For buildings with mechanical ventilation, the air inlet shall be located below the building and the air outlet shall be located above.
B .2 Colored
B .2.1 Copper Smelting
B .2.1.1 The extraction solvent (including diluent and solvent) preparation, storage and use area shall not be equipped with high temperature and open flame heating device. Cables in the main power house shall be damp-proof, oil-proof, anti-corrosion and laid overhead to strictly prevent electrical short circuit arc in the operation area.
B .2.1.2 The preparation room of solvent and adhesive used for coating and coloring in cold rolling and cold working system shall be provided with mechanical ventilation and purification device, and it is forbidden to set open flame device. The coating equipment shall be provided with a device to eliminate electrostatic accumulation.
B .2.2 Alumina
B .2.2.1 The pickling operation shall be carried out according to the principle of adding acid to water. The acid storage tank shall be provided with anti-leakage cofferdam, with obvious warning signs around it, and emergency flushing and spraying devices shall be provided within a radius of 15m.
B .2.2.2 The molten salt shall be placed separately and shall not be in contact with organic substances such as acid and alkali. Avoid heat and moisture, sun exposure, impact friction. Before and after the start of the salt tank, the purity of nitrogen shall be sampled once per shift, and the purity shall be greater than 99.5%. When the molten salt furnace is ignited, the ignition time of liquefied gas should not exceed 3 seconds to prevent explosion.
B .2.2.3 When the carbon separation tank is decomposed, the carbon dioxide gas supply valve shall be opened first and then closed. During ventilation, the measuring hole and flow tank shall be closed, and the water seal shall not leak.
B .3 Building Materials
B .3.1 Gas reversing explosion-proof measures must be taken for the furnace flue of producer gas. Gas pressure drop alarm and indication signals (sound and color lights), automatic gas pipeline pressure adjustment and gas emergency automatic cut-off devices should be used in production, and air and gas proportional adjustment devices should be set.
B .3.2 When discharging and stopping the kiln, it is not allowed to put the glass liquid with a large amount of nitro water on the surface into the glass water tank containing water.
B .3.3 The low temperature stage of the ignition kiln shall be strictly prevented from flameout. After flameout, the fuel supply shall be stopped immediately and the residual gas shall be removed. Only when the gas is confirmed to be lower than the explosion limit can it be ignited again. The producer tank kiln burning gas shall not deliver gas until the temperature of the regenerator is higher than the temperature of the gas at the outlet of the producer. The quality of the gas shall ensure that CO is above 28% and O2 is below 0.5. Ignite the explosion-proof fire tube on the main flue of the exhaust gas, and check the combustion of the explosion-proof fire tube when the fire is out of fire and the first few times of fire change. The oil burning tank kiln in the kiln can ignite heavy oil only when the temperature in the kiln reaches above 800 ℃, and the fire should be prevented to avoid explosion accidents.
B .3.4 The bottom of the tin bath must be provided with cooling facilities to prevent tin leakage. Operators should wear protective equipment. Do not use aluminum or aluminum alloy tools; tin tools and tin ingots are strictly prohibited from contact with water.
B .3.5 Hydrogen detection alarm shall be set in the tin trough gas distribution room and interlocked with the accident exhaust fan. When the hydrogen concentration reaches 0.4%(volume ratio), the accident exhaust fan can be automatically started. Electrical equipment, lines, lighting, switches and other electrical devices in the tin bath gas distribution room shall be explosion-proof. It is strictly prohibited to carry kindling and non-explosion-proof electronic equipment into the tin tank gas distribution room. Neutral soapy water or portable gas alarm shall be used to regularly check the hydrogen equipment, pipes, valves and other connection points in the gas distribution room of the tin bath, and deal with any leakage in time. It is forbidden to use open flame for air leakage inspection. The portable combustible gas detection alarm shall be calibrated regularly. Operators should wear flame-retardant and anti-static protective clothing, and it is strictly forbidden to wear undressing, hats or the like in the air distribution room of the tin bath.
B .4 Machinery
B .4.1 The fuel (or gas) furnace flue shall be equipped with explosion-proof doors. When liquid ammonia is used as the raw material for the preparation of the atmosphere, the pipeline is strictly prohibited to be made of copper and copper alloy materials; the metal pipeline should be provided with anti-static devices; the site should be equipped with gas masks.
B .4.2 The automatic electroplating production line shall be provided with measures for rapid circulation and overflow of bath liquid to prevent hydrogen accumulation. The plating tank shall be provided with exhaust air purification device. For pickling tank should be set in the vicinity of washing, spray device. When the bath is mixed, the new bath should be added slowly and thoroughly stirred. When the plating solution is configured and adjusted, the solid chemical should be dissolved outside the tank before being slowly added to the tank.
B .4.3 Workplaces where toxic gases such as phosphane, arsenane, borane, silane, boron trichloride and tetrafluoromethane are used for chemical vapor deposition, epitaxy, doping, diffusion, ion implantation, etching and other processes shall be provided with mechanical exhaust system, accident exhaust system and leakage alarm device. The leakage alarm device shall be interlocked with the accident exhaust system, process equipment, operation valve, etc. Reliable on-site harmless treatment device and local exhaust device shall be provided at the tail gas outlet of process equipment.
B .5 Light Industry
B .5.1 Vegetable oil processing
B .5.1.1 The organic solvent tank such as n-hexane used in the leaching process shall be grounded; the terminal of the breather valve and the exhaust gas outlet of the leaching system shall be equipped with flame arresters; valves and pipeline accessories prone to leakage shall not be installed on the transmission pipeline, and welding connection shall be adopted except for thread and flange connection.
B .5.1.2 The leaching workshop shall be equipped with an explosion-proof exhaust fan and a fixed solvent vapor detection alarm linked with the alarm and exhaust fan.
B .5.2 Manufacture of starch and starch products
Using sulfurous acid to soak corn, sulfur dioxide accumulations form in the corn steeping tank. Eye-catching warning signs and operation procedures shall be set at operation points. The tank cleaning operation shall be subject to the approval procedures for limited space operation, ventilation first, then detection, and monitoring operation after passing the inspection. Operators, guardians and rescuers shall use personal protective equipment correctly.
B .5.3 Liquor and Wine Manufacturing
B .5.3.1 The storage and blending sites with alcohol content greater than or equal to 38 ° shall be equipped with ethanol concentration detection and alarm devices in accordance with the specification requirements. There should be good natural ventilation or independent negative pressure mechanical ventilation facilities; mechanical ventilation air should not be recycled. Floor should be used without fire floor. Anti-static measures shall be taken when insulating materials are used as the integral surface layer. Measures should be taken to prevent dispersion in liquor stores and alcohol storage tank areas.
B .5.3.2 Plastic and rubber hoses are not allowed to be used for connection during liquor delivery. The alcohol input pipe should be no more than 30cm below the liquid surface or at the bottom of the container. Motor vehicles for transporting, loading and unloading alcohol shall comply with the regulations and be equipped with fire caps and static elimination devices.
B .5.4 Paper and Paper Products Industry
B .5.4.1 Pulp manufacturing and papermaking enterprises should not use steam or open flame to directly heat the vaporized liquid chlorine in steel cylinders, but can use warm water below 40 ℃.
B .5.4.2 Liquid chlorine in steel cylinders cannot be used up. Cylinders filled with 50kg and 100kg shall retain more than 2kg of residual chlorine, and cylinders filled with 500kg and 1000kg shall retain more than 5kg of residual chlorine. Using chlorine system should be equipped with diaphragm pressure gauge (such as general pressure gauge, should take silicone oil isolation measures), regulating valve and other devices. During operation, the pressure inside the cylinder should be kept greater than the pressure outside the cylinder.
B .5.5 Printing

B .6.1.2 Explosion vent, bursting disc, explosion-proof membrane and other explosion-proof devices of equipment and devices such as gas distribution room, gas storage tank, oil storage tank, gasoline vaporizer and heat medium furnace must comply with relevant national technical specifications.
B .6.2 Dyeing
B .6.2.1 The special equipment, containers and pipes for printing, dyeing and finishing using and storing hydrogen peroxide, sodium chlorite, carving white powder and other bleaching agents must be intact and effective. The storage pipe shall be protected against corrosion, covered and locked, and the safety signs shall be complete and eye-catching.
B .6.2.2 Practitioners of printing and dyeing and bleaching must correctly wear and use gloves, overshoes, glasses and other special protective equipment and appliances for safe operation.
B .7 Tobacco
B .7.1 Silk Making
B .7.1.1 The fragrance storage and batching room shall be well ventilated, and the mechanical ventilation device shall be in good condition and effective; it is forbidden to bring kindling into the room; the through-wall pipe shall be blocked with fireproof material.
B .7.1.2 The site of expanded tobacco shall be equipped with fixed carbon dioxide, gas or carbon monoxide leakage alarm device, and equipped with hand-held concentration detection device for emergency use; the detection device shall be calibrated and tested regularly according to regulations. An exhaust system linked with the leakage alarm shall be set on site, and the emergency exhaust system shall be maintained and inspected every six months.
B .7.2 Fumigation and insecticide
B .7.2.1 During fumigation operations, safety monitoring and guardianship measures shall be arranged for on-site and surrounding areas, and special personnel shall be assigned for guardianship, and irrelevant personnel shall not be allowed to enter. Units that perform fumigation operations must be equipped with adequate anti-virus appliances. Gas masks must be regularly tested for safety. In the process of fumigation, operators must wear filtering or isolation gas masks matching the properties of phosphine and other toxic gases according to regulations, and wear special overalls and gloves. It is strictly forbidden to participate in fumigation without wearing or using ineffective anti-virus equipment.
B .7.2.2 If the operator feels uncomfortable, he shall stop the operation immediately, report to the commander and exit the site. If the situation is serious, he shall be sent to the hospital for examination and treatment immediately.
B .8 Trade
When the kitchen is set in the basement, semi-basement (except liquefied petroleum gas) or closed room on the ground, an independent mechanical air supply and exhaust system shall be set up, and the air exchange rate during normal operation shall not be less than 6 times/h; The air exchange rate during accident ventilation shall not be less than 12 times/h; The air exchange rate shall not be less than 3 times/h when not working.
