Difference between dangerous chemicals and dangerous goods

In recent years, personal injuries and property losses caused by concealment, misstatement and omission of dangerous goods have emerged one after another. In the customs declaration, dangerous chemicals and dangerous goods are confused by many people. The two concepts are both similar and different, and their coverage overlaps and differs. 1. concept
Hazardous chemicals:
The "Regulations on the Safety Management of Hazardous Chemicals" stipulate that hazardous chemicals refer to highly toxic chemicals and other chemicals that are toxic, corrosive, explosive, burning, and combustion-supporting, and are harmful to the human body, facilities, and the environment.
Dangerous Goods:
The classification and name number of dangerous goods (GB6944) stipulates that dangerous goods refer to substances and articles that have explosive, flammable, toxic, infectious, corrosive, radioactive and other dangerous characteristics, which are easy to cause personal injury or death, property damage or environmental pollution and need special protection during transportation, storage, production, operation, use and disposal.
The Difference
Dangerous goods contain substances and articles and have special requirements for packaging. Dangerous chemicals contain only chemical substances. Therefore, some dangerous goods do not belong to dangerous chemicals, such as lithium batteries, batteries, matches, automobile airbags, etc.
2. Judgment Basis and Classification
Hazardous chemicals:
Taking the Catalogue of Hazardous Chemicals as the criteria and based on the classification principles of the Globally Harmonized System for the Classification and Labelling of Chemicals (GHS), the hazardous characteristics of hazardous chemicals are divided into three categories: physical hazards, health hazards and environmental hazards, with 29 items.

Dangerous Goods:
The principle of confirmation is based on the "List of Dangerous Goods" (GB12268), "Classification and Number of Dangerous Goods" (GB6944), based on the "Recommendations on the Transport of Dangerous Goods-Model Regulations" (TDG) classification principles, dangerous goods are divided into 9 categories.
The Difference
In the principle of classification of dangerous chemicals, many chronic hazards that endanger health and the environment (such as carcinogenicity, reproductive toxicity, germ cell mutagenic type) are not adopted by the classification standard of dangerous goods, so some dangerous chemicals are not classified as dangerous goods, such as boric acid.
3. Customs Supervision Requirements
Hazardous chemicals:
According to the Regulations on the Implementation of the the People's Republic of China Import and Export Commodity Inspection Law, the Regulations on the Safety Management of Hazardous Chemicals, and the Announcement on Issues Concerning the Inspection and Supervision of Import and Export Hazardous Chemicals and Their Packaging (2012 No. 30) and other relevant regulations, the Catalogue of Hazardous Chemicals (products in 2015 are legally inspected commodities.
The customs shall adopt the supervision mode of "port inspection and destination inspection" for imported hazardous chemicals. The consignee or agent of imported hazardous chemicals and the consignor or agent of exported hazardous chemicals shall apply to the customs for inspection and inspection.
The Customs shall adopt the regulatory requirements of "inspection at the port of origin" for the export of hazardous chemicals. The consignor or his agent who exports dangerous chemicals shall apply to the customs of the place of origin for inspection and inspection.
Dangerous Goods:
According to the "the People's Republic of China Import and Export Commodity Inspection Law" and its implementing regulations. An enterprise that exports dangerous goods to produce packaging containers shall apply to the customs of the place of origin for the performance appraisal of the packaging containers of dangerous goods. The production enterprise exporting dangerous goods shall apply to the customs of the place of origin for the identification of the use of the packaging containers for dangerous goods.

First of all, the enterprise should purchase the packaging that has passed the inspection from the packaging production enterprise and obtained the "Outbound Goods Transport Packaging Performance Inspection Results Sheet". After the packaging is completed according to the standard specifications, the enterprise should apply to the customs of the place of origin for inspection of hazardous chemicals and apply for the use identification of the packaging containers of the goods. After passing the inspection by the customs of the place of origin, obtain the corresponding electronic bottom account number and the "Outbound Dangerous Goods Transport Packaging Use Identification Results Sheet", after arriving at the departure port, after passing the inspection by the port customs release.
