Measures for the Administration of Road Transport Safety of Dangerous Goods (Order No. 29 [2019] of the Ministry of Transport)

On November 25, the Ministry of Transport, the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Ecological Environment, the Ministry of Emergency Management and the General Administration of Market Supervision and Administration jointly issued the measures for the Safety Administration of Road Transport of dangerous goods (decree No. 29 of the Ministry of Transport in 2019, hereinafter referred to as the "measures"), which will be implemented as of January 1, 2020.
Since the "7.19" of a particularly serious hazardous chemical traffic accident on the Shanghai-Kunming Expressway in Hunan in 2014, the "Measures" have been studied and formulated, and it has been promulgated today, which lasted nearly 5 years.
In the past five years, the "Measures" have publicly solicited opinions from government management departments, industry associations, related enterprises and other parties, and more than 20 seminars have been held to build industry consensus.
On the basis of drawing lessons from accidents, summing up local practical experience, and drawing on international rules, the Measures have made major adjustments and reforms to a number of existing systems in the road transport of dangerous goods, such:
-- Consignment clearance and transportation system;
-- Limited quantity and exceptional quantity exemption system;
-Filling management system;
-Atmospheric tank manufacturing inspection system;
-- Vehicle carrier medium category management system;
-Wait.
The "Measures" is the first domestic departmental regulation to systematically stipulate the entire chain and all-factor management of dangerous goods road transportation, which will bring a profound change to the dangerous goods road transportation industry.
