In order to conscientiously implement the requirements of the "Comprehensive Management Plan for the Safety of Hazardous Chemicals" (Guobanfa [2016] No. 88), deeply draw lessons from the particularly serious fire and explosion accidents in the dangerous goods warehouse of Tianjin Port "8 · 12" Ruihai Company, and strengthen the whole life cycle management of hazardous chemicals, effectively prevent and contain major accidents. Control measures
For the hazardous chemicals listed in the catalogue of specially controlled hazardous chemicals (the first edition), we should study and promote the implementation of the following control measures under the conditions of laws and regulations and economic and technical feasibility, so as to minimize the safety risks and effectively prevent and contain major accidents.

1. the construction of information platform, the implementation of the whole life cycle information traceability control

We will promote the construction of a national regulatory information sharing platform for hazardous chemicals, build a full life cycle traceability supervision system for special control of hazardous chemicals from production, storage and use to product entry into logistics, transportation and import and export, and improve the information sharing mechanism. to ensure that the regulatory information of relevant departments is updated in real time and dynamically. Two-dimensional codes or electronic labels are affixed to product packaging, medium-sized bulk containers, large containers, removable tanks and tankers with special control of hazardous chemicals, and modern information technology such as the Internet of Things, cloud computing and big data is used to realize the whole life cycle process tracking, information monitoring and tracing of special control of hazardous chemicals.

2. implementation of unified and standardized packaging management

Unify and standardize the technical requirements for the classification, protective materials, signs and markings of the packaging of products with special control of hazardous chemicals, as well as the technical requirements for the design, manufacture, test methods, inspection rules, signs and markings, packaging specifications, and use specifications of medium bulk containers, large containers, movable tanks and tankers, and strictly implement the packaging performance inspection and packaging use identification of hazardous goods involving special control of hazardous chemicals.

3. strict access to safe production

The construction projects with special control of hazardous chemicals shall be strictly examined and approved, and the access of employees shall be strictly enforced. The construction projects that do not conform to the laws and regulations of production safety, national standards, industry standards and industrial layout planning shall not be approved.

4. strengthen transportation management

Accelerate the implementation of road, railway transport of dangerous goods electronic waybill management, focusing on the realization of special control of dangerous chemicals flow monitoring.

5. implementation of storage fixed management

Relevant units (except ports and schools) shall designate specific areas, warehouses or storage tanks in special warehouses for hazardous chemicals to store specially controlled hazardous chemicals, improve the management level, reasonably control the inventory and turnover, strengthen fine management, and realize the fixed management of specially controlled hazardous chemicals. To strengthen the storage management of dangerous goods in ports, port operators of dangerous goods shall store specially controlled dangerous chemicals in special warehouses, storage yards and storage tanks for dangerous goods, implement isolation in strict accordance with relevant laws, regulations and standards, establish an operation information system, record the types, quantities and owner information of specially controlled dangerous chemicals in real time, and back up outside the workplace.

6. other requirements

Special control of hazardous chemicals transported by sea, air, rail and pipeline shall be carried out in accordance with the provisions of the competent authorities.

Reagent products necessary for scientific experiments are temporarily not included in the management of this catalog, but relevant units can take measures to strengthen management according to the actual situation of personnel training, scientific research and existing risks.
