Turkey's KKDIK End-of -2023 Deadline Approaching, Lead Registration Slow

Release time:

2023-09-05 14:42

After January 1, 2024, Turkish overseas suppliers or Turkish importers must complete the official registration of all substances produced or imported in Turkey with an annual production of ≥ 1 ton before they can export or import. Manufacturers outside Turkey must fulfill their registration obligations through a single representative (OR) in Turkey, and the relevant registration files need to be submitted through the KKS system

For substances for which there is currently no leading registrant LR, Chinese enterprises can entrust OR in Turkey (New Anrun Consulting will provide one-stop service) to act as LR and complete the registration as soon as possible. For substances that already have LR, the cost of the leading registration project for some substances has been clarified, and the project cost for some substances is still under calculation. It is expected to be relatively clear in the fourth quarter of 2023, when Chinese enterprises can purchase data fees to complete the registration. Due to the large number of files to be submitted, overall, the lead registration nomination and lead registration files are submitted slowly, and the data costs for many substances are not yet clear.

Registration numbers are generally available within one month of the submission of the dossier, but as the deadline approaches, the review cycle of the Turkish authorities is expected to be extended.

In order to speed up the registration process, the Turkish Ministry of Environment, Urbanization and Climate Change (MoEUCC) recently issued new implementation guidelines in accordance with the KKDIK Regulation on the Registration of Chemicals in Turkey. Under the new guidelines, it is not mandatory to provide importer information when registering substances. Chemical Safety Reports (CSR) can also be submitted in English, with additional time to submit Turkish translations after the registration deadline. In addition, "Registrant Identity" and "Registration Number" may be classified as Commercial Information Confidential (CBI).
