Since the new cosmetic raw material filing system and related supporting regulations came into effect on May 1, 2021, 21 raw materials have been publicized on the NMPA website. The 28 raw materials publicized since the launch of the new raw material filing system are as follows for your reference:
The 28 new raw materials that have been successful are all on-the-record raw materials. After the promulgation of the new regulations, the enthusiasm of cosmetic raw material enterprises has been greatly improved. This is mainly due to two changes under the new regulations:
1, according to the degree of risk of the implementation of the registration of the two-track system management, with anti-corrosion, sun protection, coloring, hair and whitening of high-risk raw materials to implement registration management, other raw materials to implement the record management. Compared with the administrative licensing system under the old regulations, the data requirements and processes for non-high-risk raw materials have been simplified. 2. Before the new cosmetic raw materials are included in the "Catalogue of Used Cosmetic Raw Materials" under the new regulations, the use/license right of the new cosmetic raw materials is owned by the cosmetic registrant, which has positive feedback on the investment in the early research and development of cosmetic raw materials enterprises.
