In order to implement the Regulations on the Supervision and Administration of Cosmetics and in accordance with the key work arrangements for the supervision of cosmetics in 2021, the State Food and Drug Administration will carry out planned risk monitoring in the second half of the year on the basis of the special risk monitoring work for the safety of cosmetics, namely, hair-raising and children's cosmetics, in the first half of 2021. 1. work objectives
In order to implement the "Regulations on the Supervision and Administration of Cosmetics", monitor and evaluate the risk factors affecting the quality and safety of cosmetics, and provide a scientific basis for formulating cosmetic quality and safety risk control measures and standards, and conducting cosmetic sampling inspections. At the same time, the safety risk monitoring of cosmetics should provide direction and reference for the formulation and improvement of cosmetics standards, the drafting and establishment of supplementary inspection methods and projects.
2. monitoring focus
In view of the cosmetic safety risks found in the cosmetics supervision work in recent years, we adhere to the problem-oriented approach and determine the key varieties of national cosmetics safety risk monitoring in the second half of 2021, mainly including 18 types of products such as children's cosmetics, freckle removing and whitening, claiming anti-wrinkle and acne removing, claiming anti-itching, claiming to promote hair growth, eye skin care, children's toothpaste, etc. Risk monitoring projects mainly include: heavy metals, hormones, antibiotics, microorganisms, preservatives, etc. Risk monitoring sampling takes into account the main sales channels of online and offline cosmetics.
3. division of responsibilities
The State Food and Drug Administration is responsible for formulating, issuing and organizing the implementation of the national cosmetics safety risk monitoring plan.
The Secretariat of the Cosmetics Safety Risk Monitoring Working Group (located in the China Food and Drug Control Institute) is responsible for drafting the national cosmetics safety risk monitoring plan, coordinating the specific implementation of the plan, and establishing and maintaining the cosmetics safety risk monitoring information system (hereinafter referred to as "Information System"), summarizing and analyzing monitoring data, and drafting an annual report on cosmetics safety risk monitoring.
The drug administrations of all provinces (autonomous regions and municipalities) are responsible for organizing the investigation and handling of the received cosmetic safety risk monitoring information in accordance with the law, and filling in the investigation and handling results in the information system as required.
The member units of the cosmetics risk monitoring working group (hereinafter referred to as "monitoring institutions") are responsible for carrying out risk monitoring, sampling and inspection work in accordance with the national cosmetics safety risk monitoring plan and task division, actively collecting, analyzing and judging cosmetics safety risk information, filling in sampling, inspection and other information in the information system as required, and submitting relevant analysis and judgment reports.
4. organization of work
General (I) requirements
Cosmetic safety risk monitoring work plan for the second half of 2021 to collect about 1100 batches of samples, including facial mask, foot bath, children's cosmetics, claiming to relieve, claiming to relieve itching, claiming to resist wrinkles and acne, claiming to promote hair growth, moisturizing, eye skin care, bodybuilding, spray, nail polish, makeup, washing, "net red" skin care, hair care, freckle whitening, children's tooth cream cosmetics, etc.
The sampling and inspection of risk monitoring are undertaken by six monitoring institutions, namely, China Institute of food and drug control, Shanghai Institute of food and drug inspection, Hunan Institute of drug inspection, Guangdong Institute of drug inspection, Sichuan Institute of food and drug inspection and testing, and Shenzhen Institute of drug inspection. The above-mentioned monitoring institutions shall complete the sampling, inspection and inspection results submission before October 10, 2021, and draft the relevant cosmetics safety risk analysis and judgment report by category before October 31 and submit it to the Secretariat of the Cosmetics Safety Risk Monitoring Working Group.
The Secretariat of the Working Group on Safety Risk Monitoring of Cosmetics shall draft an annual report on safety risk monitoring of cosmetics before November 31, 2021 and submit it to the State Food and Drug Administration. The annual report shall analyze and judge the current overall situation of cosmetics safety and make regulatory recommendations.
(II) sampling channel
This risk monitoring is sampled in the cosmetics business. The sampling channel covers major cosmetics operators both online and offline. Focus on cosmetics stores, centralized trading markets, beauty salons and e-commerce platforms operating cosmetics, etc., to improve the targeting of risk discovery.
(III) Inspection Basis
The "Cosmetic Safety Technical Specification" (2015 edition) and the supplementary inspection methods and items for cosmetics issued by the State Food and Drug Administration are used as the inspection basis for risk monitoring. In addition, in order to improve the ability of monitoring work to detect risks, monitoring agencies are encouraged to use proven laboratory self-built methods for testing for illegally added substances that may endanger human health in cosmetics.
(IV) investigation and handling
After receiving the safety risk monitoring information of cosmetics, the drug administrations of all provinces (autonomous regions and municipalities) shall organize the investigation and handling according to law within 2 months, and fill in the investigation and handling results in the information system as required; if the investigation and handling cannot be completed on time for special reasons, it shall report to the State Food and Drug Administration in writing in advance. The Secretariat of the Cosmetics Safety Risk Monitoring Working Group shall promptly track and urge the relevant provincial (regional, municipal) drug administration to submit the investigation and handling results.
Funds for (V) work
The total funding for cosmetics safety risk monitoring in 2021 is 3.6 million yuan (including planned monitoring and special monitoring). The cost of buying samples and testing for each monitoring agency is $600000. The above work funds shall be borne by the special work funds of China Food and Drug Control Institute.
