Recently, Circular G/TBT/N/EU/757 issued by the European Union proposes to amend the appendix to the Cosmetics Regulation (EC)No 1223/2009 of the European Parliament and the Council to prohibit and restrict the use of substances classified as carcinogenic, mutagenic or reproductive toxic (CMR) in the European Commission Authorized Regulation (EU)2020/217 as cosmetic ingredients.
The standard regulations are planned to be implemented from October 1, 2021. The new regulations may have an impact on cosmetics-related production or sales enterprises exported to the EU.
The contents involved in the revision of the regulations mainly include the following three parts:

(EC)1223/2009 Appendix III "List of Restricted Substances in Cosmetics" Item 98 "Salicylic Acid" has changed its restriction requirements. In the column of "Restriction Requirements", the maximum concentration requirements for salicylic acid in products such as "body lotion, eye shadow, mascara, eyeliner, lipstick and ball deodorant" have been added. After the revision, the maximum concentration requirements of salicylic acid in various types of cosmetics are as follows:
