On June 2, the Ministry of Emergency Management, the Ministry of Industry and Information Technology, the Ministry of Public Security and the Ministry of Transport issued the Catalogue of Hazardous Chemicals under Special Control (First Edition) (Catalogue of Hazardous Chemicals under Special Control (No. 1 of 2020)).

Special control of hazardous chemicals refers to the high inherent risk, the safety risk of accidents, serious consequences of accidents, large circulation, need special control of hazardous chemicals.
There are four categories of hazardous chemicals listed in the catalogue of specially controlled hazardous chemicals (first edition):
One is explosive chemicals, such as ammonium nitrate [(except for passivated) modified ammonium nitrate], nitrocellulose (including nitrocellulose, which is a flammable solid), potassium chlorate, and sodium chlorate.
The second is toxic chemicals (including toxic gases, volatile toxic liquids and solid highly toxic chemicals), such as chlorine, ammonia, methyl isocyanate, dimethyl sulfate, sodium cyanide, and potassium cyanide.
Third, flammable gases, such as liquefied petroleum gas, liquefied natural gas, ethylene oxide, vinyl chloride, dimethyl ether.

The control measures for hazardous chemicals listed in the catalogue of specially controlled hazardous chemicals (first edition) include: building an information platform and implementing retrospective control of whole life cycle information; implementing unified and standardized packaging management; strict access to safe production, strict examination and approval of construction projects with special control of hazardous chemicals, and strict access of employees; strengthening transportation management; and implementing storage and fixed location management.
It is worth mentioning that in the draft of the catalogue of special control of hazardous chemicals, there is still some controversy over the inclusion of methanol and ethanol in special control. But now two chemicals have been included in the scope of special control.
What does this mean? It means that the control of hazardous chemicals will be strictly managed!
Prior to this, on May 26, the General Office of the State Administration for Market Supervision issued a notice on carrying out the investigation of hidden dangers in the quality and safety of hazardous chemicals and their packaging and on-board tanks, and decided to carry out the investigation of hidden dangers in the quality and safety of hazardous chemicals, focusing on three types of products, such as packaging of hazardous chemicals and on-board tanks of hazardous chemicals.
(I) key products. Flammable, toxic and corrosive products, including crude benzene, coking benzene, coking toluene, industrial carbon disulfide and other organic products; dissolved acetylene and other industrial gas products; liquefied petroleum gas (commercial propyl butane mixture), vehicle gasoline and other petroleum products; industrial sodium hydroxide, industrial liquid chlorine, sodium hypochlorite and other chlor-alkali products.
(II) key enterprises. Carry out product quality and safety hazards investigation for all hazardous chemical certified companies, focusing on the unqualified certified companies that have been subject to national and local supervision and spot checks in the past five years, and have had quality violations, consumer complaints and reports, safety production accidents, and media exposure The certified enterprise.
(III) key areas. Hebei, Shandong, Shanxi, Jiangsu, Henan and other regions focus on organic products; Jiangsu, Hebei, Inner Mongolia, Shandong, Guangdong and other regions focus on industrial gas products; Chongqing, Jiangsu, Liaoning, Hebei, Shandong, Henan and other regions focus on petroleum products; Jiangsu, Hebei, Henan, Shandong, Zhejiang and other regions focus on chlor-alkali products.
(IV) key indicators. Distillation range and density of crude benzene; Benzene content and color of coking benzene (platinum cobalt); Benzene content and distillation range of coking toluene; Distillation rate of industrial carbon disulfide; Acetone content of dissolved acetylene; Components and total sulfur content of liquefied petroleum gas (commercial mixture of propyl and butane); Sulfur content, benzene content, research octane number of motor gasoline; Sodium hydroxide and sodium chloride of industrial sodium hydroxide; the volume fraction of chlorine, water and nitrogen trichloride of industrial liquid chlorine; the effective chlorine and free alkali of sodium hypochlorite and other key indicators.
What does this mean? It means that the control of dangerous chemicals will become more and more strict!
The current situation of safety production of hazardous chemicals is very severe, and the all-round systemic risk is very large. This year, the government has comprehensively strengthened the work of safe production of hazardous chemicals. This year's safe production month, all parts of the country are also strengthening the safety inspection of hazardous chemicals and other related work.
Those who fail to meet the requirements of the standard must stop production and reduce production. The business owners and management teams of hazardous chemicals must be educated on the safety and legal system one by one. They must be on duty, stick to it, and strictly implement the main responsibility of the enterprise.
From the perspective of relevant policies in various places, production safety forces hazardous chemical companies that do not meet the conditions for safe production to withdraw. For example, in Hebei Province, by June 30, all seven kinds of dangerous enterprises, such as failing to move into the park on time and failing to complete the transformation and upgrading on time, will be asked to be shut down and banned by the government.
