In order to deeply learn the lessons of the "March 21" special major explosion accident of Xiangshui Tianjiayi Chemical Co., Ltd., firmly establish the people-centered development idea, adhere to safety first, ecology first,GreenTo accelerate the transformation and upgrading of the chemical industry and high-quality development, the provincial party committee and the provincial government decided to immediately carry out the chemical industry safety and environmental protection improvement actions in the province, and formulated this plan.
1. overall objective
Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and General Secretary Xi Jinping's important instructions for Jiangsu work, firmly establish and consciously practice the new development concept, and further promote supply-side structural reforms, Highlight problem orientation, address both symptoms and root causes, strengthen systematic advancement, precise implementation of policies, comprehensive use of rule of law and marketization, and promote the improvement of the province's chemical industry safety and environmental protection in accordance with laws, construction in line with the law of industrial development, circular development and industrial chain perfect green security, modern high-end chemical industry.

2. Optimize and Improve the Layout of Chemical Industry
1. Promote rectification and upgrading in accordance with the law. According to the "four batches" special actions of chemical enterprises and the safety production standard requirements and environmental management requirements proposed in this plan (see Annexes 1 and 2), all chemical production enterprises (see Annex 3) will be evaluated, and those that do not meet the standards will immediately stop production and make rectification within a time limit. Those that do not meet the rectification conditions and fail to make rectification within the time limit will be closed down. Enterprises with category D comprehensive evaluation of intensive utilization of industrial enterprise resources will be closed down and exit. Strict suspension of production rectification enterprise resumption acceptance procedures.
2. Reduce the number of chemical production enterprises along the Yangtze River. In principle, all chemical production enterprises within 1km on both sides of the main and tributaries of the Yangtze River and outside the chemical park will withdraw or relocate by the end of 2020. For the enterprises that really cannot be relocated, the safety risk and environmental risk assessment shall be carried out one by one, and the "one enterprise, one policy" shall be adopted to speed up the transformation and upgrading. Enterprises in the chemical industry park will be evaluated one by one and their disposal opinions will be put forward. Any enterprise that has no industrial chain connection with the park and has great potential safety and environmental protection risks will be closed and withdrawn according to law before the end of 2020. It is strictly forbidden to build or expand chemical parks and chemical projects within 1km of the main and tributaries of the Yangtze River.
3. Reduce the number of chemical production enterprises in environmentally sensitive areas. Enterprises in the Taihu Lake first-class protected area, within 1km along the Beijing-Hangzhou Grand Canal (east route of the South-to-North Water transfer Project) and the Tongyu River clear water channel, as well as enterprises located in environmentally sensitive areas such as ecological protection red line areas, nature reserves and drinking water source protection areas, will be basically closed or relocated by the end of 2020.
Accelerate the relocation and transformation of hazardous chemical production enterprises in densely populated urban areas. Enterprises that do not meet the safety and health protection distance should be strictly examined and evaluated one by one, and those that do not meet the relevant safety, environmental and health standards should be closed and withdrawn in accordance with the law by the end of 2020. Enterprises that localities believe are really unable to close or relocate must move out all residents within the safety and health protection distance by the end of 2020. For enterprises whose safety and health protection distance meets the standard, it is necessary to strengthen the responsibility of safety and environmental supervision, and actively guide and encourage enterprises to transform and upgrade or relocate in different places.
5. Reduce the number of chemical production enterprises outside the park. Intensify the rectification, reduction, transfer, and transformation of enterprises outside the park, and all enterprises with high safety risks, poor environmental management and low technical levels will be closed and withdrawn before the end of 2020. Promote the relocation of enterprises with high industrial relevance, safety and environmental protection standards into the park, and improve the industrial chain of the chemical park.
6. Reduce the number of chemical production enterprises below the scale. Further investigation of enterprises below the scale, assessment of safety and environmental risks, non-standard enterprises by the end of 2020 all closed exit, the standard enterprises to encourage entry into the chemical park (concentration area) development.
7. High-level layout of high-quality chemical projects. For key backbone enterprises that are safe and environmentally friendly and in line with industrial planning, under the premise of environmental capacity permits and no new planned land, support technological transformation, support the development of green high-end chemical projects that meet the requirements of the industrial chain, support supporting industries, and support the improvement of the industrial chain. For those that meet the safety and environmental protection standards, but the overall capacity of the region is insufficient, overall planning and adjustment should be made, and targeted transformation and upgrading should be promoted. 8. Reduce the number of chemical parks (concentrated areas). The park (concentration area) where the chemical positioning has been canceled is strictly prohibited from building new chemical projects, while significantly reducing the number of existing enterprises. Encourage enterprises that meet safety and environmental protection standards to move into areas with strong environmental carrying capacity; for a small number of chemical enterprises with standardized management, advanced technology, high-grade products, and controllable safety and environmental risks, the municipal governments with districts are listed as key chemical monitoring points. To implement the main responsibility of enterprise pollution prevention and control, each district and municipal government should urge and guide enterprises to strengthen the risk control and remediation of vacated land pollution.
9. Improve the development level of chemical industry park. Clarify the industrial positioning of the park and focus on the development of 1-2 leading industrial chains, relying on leading enterprises to develop enterprises and projects with strong upstream and downstream correlation, high technical level, green, safe and controllable, further supplement, extend and strengthen the chain, and focus on building a number of high-level chemical parks. The park must strictly implement various national and provincial plans, strictly control the scale of land use in the park, and improve the intensive utilization rate of land. In accordance with the requirements of "classified control, hierarchical management, and step-by-step implementation", closed management will be realized by the end of 2019 for the areas where flammable and explosive, toxic and hazardous chemicals, hazardous waste and other materials and personnel enter and exit in the park, and the overall closed management of the park will be basically realized by the end of 2020. Accelerate the introduction and training of a group of high-quality chemical professional management personnel and professional and technical personnel, and effectively improve the comprehensive management capabilities of park planning and construction, safety supervision, pollution prevention, emergency rescue and public services.
10. Strict chemical concentration area management. We will ban enterprises or projects that produce and use chemicals with explosive characteristics listed in the catalogue of hazardous chemicals, and eliminate low-end, backward, high-risk, high-energy-consuming and high-polluting chemical projects. The safe distance between the production and storage facilities in the concentrated area and the densely populated areas and key protection targets shall be reconfirmed. Those that do not meet the requirements shall be rectified immediately, and those that fail to be rectified within the time limit shall be closed and withdrawn. Large chemical enterprises outside the park shall be managed in accordance with the relevant requirements of the chemical park (concentrated area).
4. strict chemical industry access
11. Raise industry access thresholds. From the aspects of safety, environmental protection, technology, investment and land use, we should strictly enforce the entry threshold, develop chemical projects with good market prospects, high level of technology, advanced safety and environmental protection, and strong industrial driving force. In principle, the investment in new chemical projects shall not be less than 1 billion yuan, except for projects listed in the National Catalogue of Key Products and Services for Strategic Emerging Industries (2016) 〕.
12. Strengthen negative list management. Conscientiously implement the negative list guidelines for the development of the Yangtze River Economic Belt, and formulate and issue detailed rules for the implementation of the negative list for the development of the Yangtze River Economic Belt in Jiangsu Province. Strictly implement the national and provincial industrial structure adjustment guidance catalog, in accordance with the requirements of controlling high pollution, high energy consumption and backward technology, further expand the scope of the elimination and prohibition catalog, and strictly treat the products, technologies, processes and equipment that have been included in the elimination and prohibition catalog Be eliminated. It is forbidden to build new (expanded) chemical projects for pesticides, pharmaceuticals and dye intermediates. For areas with prominent chemical safety and environmental protection problems, regional approval restrictions shall be implemented.
13. Strengthen the intrinsic safety requirements of enterprises. Establish a scientific, systematic, active, advanced and comprehensive accident prevention system to ensure that all aspects of technology, technology, equipment, personnel and management are safe and controllable. The technology adopted by the enterprise must be demonstrated for safety and reliability in accordance with the regulations. The general layout of the enterprise must meet the requirements of national standards, and safety risk analysis and evaluation must be carried out if there are major changes. Enterprises must design, set up and operate automatic control systems in accordance with regulations, implement full-process automatic control transformation, and conditionally encourage the creation of intelligent factories (devices). The safety distance between the facilities and equipment involved in major hazard sources and the surrounding important public buildings must meet the requirements of relevant national standards. Resolutely eliminate high-risk chemical equipment and facilities that are in extended service.
5. Standardize the Management of Chemical Production Enterprises
14. Strictly implement the main responsibility of enterprises. Enterprises must strictly fulfill the legal responsibilities of safe production and environmental protection, and implement the full safety production responsibility system. The enterprise must have the actual controller as the legal representative of the enterprise, and the actual controller is the first person responsible for the safety production and environmental protection of the enterprise. Strictly implement the on-site shift system for the person in charge of the enterprise, and timely handle major abnormal production situations and emergencies. Enterprises must strengthen the department's responsibility for production safety, the implementation of a double responsibility. Enterprises must be equipped with full-time safety production management personnel, prepare emergency response plans, regularly conduct safety and environmental protection hidden danger investigation, safety production risk analysis and safety production emergency drills, so as to improve the safety and environmental protection management level of enterprises.
15. Improve the professional quality of practitioners. The legal representative and the largest shareholder of the enterprise, the person in charge of technology, the person in charge of safety, the person in charge of environmental protection and special operations personnel shall participate in the training and assessment of the practice ability of the emergency management department, the ecological environment department and its authorized institutions, and take up the post with certificates, and accept no less than 16 hours of relevant post technical retraining every year. The retraining time for other employees shall not be less than 20 hours per year. When adjusting their jobs in the enterprise or leaving their posts for more than one year, they shall conduct targeted safety training again. Enterprises must sign labor contracts directly with employees and may not recruit through labor intermediaries. Operators of chemical production plants and employees of primary and secondary major hazard storage facilities shall have Senior high school or Secondary specialized school education or above, and undocumented personnel shall not be employed for special operation posts.
16. Standardize the design and construction of enterprises. The design unit of the enterprise shall have the corresponding qualifications, and the design and construction shall strictly implement the regulations on the Safety Management of Hazardous Chemicals, the regulations on Internal Security of Enterprises and institutions in Jiangsu Province, as well as the requirements of fire prevention, explosion prevention, leakage prevention, environmental pollution prevention and health protection of chemical enterprises, and buildings, structures, equipment and facilities shall comply with the relevant regulations on production safety, environmental protection and fire control.
17. Participate in social insurance and commercial insurance in accordance with the law. Supervise and urge enterprises to pay social insurance premiums for all employees in accordance with regulations, implement relevant benefits of work-related injury insurance, and effectively protect the legitimate rights and interests of work-related employees. We will comprehensively implement production safety liability insurance and environmental pollution liability insurance in chemical production enterprises, encourage enterprises to take out commercial insurance such as enterprise property insurance and group accident insurance, and give full play to the role of insurance institutions in risk assessment and accident prevention.
18. Promote the overall quality improvement of chemical production enterprises. We will speed up the construction of enterprise quality certification system, give full play to the role of compulsory certification as the "bottom line", and implement compulsory certification for products related to safety, environmental protection and health in accordance with the law. Promote enterprises to carry out environmental management system certification, earnestly fulfill their social responsibilities, and improve their safety, environmental protection and health management capabilities.
6. Strengthen Supervision of Chemical Industry
19. Strengthen the supervision of the whole process. Improve the park's safety and environmental protection infrastructure and risk prevention and control capabilities, strengthen real-time dynamic monitoring, law enforcement behavior and other full-process supervision, and turn the chemical park into the strictest "special supervision zone". In accordance with the intrinsic safety requirements of internal management and external supervision of products, technologies, processes and equipment, carry out the whole process safety diagnosis of chemical production enterprises, and immediately rectify major safety hazards. The newly built and renovated environmental protection facilities should go through safety demonstration. The equipment rate of automatic control system for new projects will reach 100 percent, and the renovation and upgrading rate of automatic control system for devices in service involving "two priorities and one major" will reach 100 percent by the end of 2020.
20. Improve the regulatory mechanism. From the aspects of development planning, industrial policy, land and resources, ecological environment, production safety, special equipment, occupational health, subject credit and maintenance of stability, we should establish and improve the linkage mechanism of industry supervision, coordinated law enforcement and emergency rescue. Clarify the comprehensive supervision responsibilities of the management agencies of the chemical park (concentrated area). The chemical park should have an independent environmental law enforcement and supervision agency and be included in the vertical management of the ecological environment department. Unblock social supervision channels, implement a reporting reward system, encourage the public to report major risks and hidden dangers and corporate violations, give heavy rewards if the report is true, and protect whistleblowers.
21. Strengthen information supervision. By the end of 2019, chemical production enterprises will have built an information management system that integrates major hazard monitoring information, combustible and toxic gas detection and alarm information, enterprise safety risk zoning information, production personnel on-the-job information and enterprise production process management information. By the end of 2020, all monitoring information on enterprise safety and environmental protection in the chemical park (concentrated area) will be connected to the park information management.Platform, the online monitoring rate of major hazard sources reached 100 percent, realizing "one table clearing, one network control and one prevention" of potential risks; Enterprises outside the park have basically realized monitoring information such as safety and environmental protection and information from local regulatory authorities.Platformof the docking. 22. Strict management of hazardous waste disposal. The enterprise shall accurately and comprehensively evaluate the type, quantity, attribute and generation, storage, utilization or disposal of solid waste in the EIA report. In the safety assessment report, the safety of solid waste storage, utilization and disposal links shall be evaluated, and the facilities and equipment for storage, utilization and disposal of hazardous waste shall be designed, constructed or rebuilt according to the standards and specifications. Production enterprises shall declare and dispose of waste hazardous chemicals in accordance with relevant management requirements. Emergency management, ecological environment, transportation and other departments to study and formulate hazardous waste risk assessment and supervision and disposal measures, the production, collection, storage, transportation and disposal of hazardous waste to implement the whole chain, the whole process of supervision and management, to achieve hazardous waste supervision without blind spots, no dead ends.
23. Strengthen the construction of professional forces for the safety supervision of hazardous chemicals. The governments of districts, cities and counties (cities, districts) shall, in accordance with the requirements of the regulations of Jiangsu Province on production Safety, strengthen the safety law enforcement force of hazardous chemicals. Districts and cities with heavy chemical supervision tasks should set up no less than 20 people, key chemical counties should set up no less than 10 dangerous chemical safety supervision and law enforcement teams, and all kinds of productive parks (concentrated areas) should set up separate safety supervision institutions, the ratio of professional supervisors shall not be less than 75% of the on-the-job personnel. 24. Severely crack down on violations of laws and regulations. The legal representative of a chemical enterprise that secretly discharges or uses seepage wells and seepage pits to discharge sewage shall be investigated for administrative or criminal responsibility in accordance with the law. For enterprises that have suffered major accidents such as production safety and environmental pollution, or have received major administrative penalties for more than three times, they shall suspend production for rectification or close down and withdraw in accordance with the law. Implement a stricter linkage punishment mechanism for untrustworthiness, and prohibit investment entities and managers who have violated laws and regulations on safety production and environmental protection, and serious untrustworthiness from entering the chemical industry.
7. Enhance the Service and Rescue Capability of Chemical Industry
25. Enhance the chemical industry support service capacity. Vigorously develop safety and environmental protection service industries such as testing, risk assessment, and technical consulting. Strictly standardize the behavior of engineering design, safety assessment and environmental impact assessment, strengthen the daily supervision of safety and environmental protection assessment institutions, and investigate the responsibility of fraud, irresponsibility and bad records of evaluation institutions and relevant personnel according to law. Establish a database of chemical industry experts, set up a provincial chemical safety engineering research institute, and cities with large-scale chemical industry should also set up relevant research institutions.
26. Improve chemical fire emergency rescue capabilities. Strengthen the construction of the province's fire rescue team, chemical professional team, heavy chemical formation and other professional teams, and all areas with chemical enterprises must have professional fire emergency rescue capabilities. Promote the upgrading of fire stations in chemical parks (concentrated areas), and equip personnel and vehicles in accordance with the standards of special fire stations not lower than those in the "Urban Fire Station Construction Standards. All the full-time government fire brigades of the chemical industry park (concentrated area) have completed the registration of public welfare public institutions as legal persons. Supervise and urge large enterprises to set up full-time fire brigades and put them on duty in accordance with the requirements of the standards. 27. Improve the emergency response capacity of chemical environment. In accordance with national construction standards, strengthen the construction of environmental emergency management institutions at the provincial, municipal and county levels, and provide full-time environmental emergency management personnel. Improve environmental risk assessment and emergency response plans, strengthen the construction of environmental emergency risk prevention and control infrastructure, improve environmental emergency monitoring and emergency response systems, establish regional environmental emergency training bases and rescue bases, and improve environmental emergency management capabilities and levels.
8. strengthen policy support
28. Increase fiscal and tax policy support. The relocation income and relocation expenditure incurred by an enterprise during the policy relocation period may be temporarily excluded from the current taxable income according to the provisions of the state, and the relocation income and expenditure shall be summarized and liquidated in the year when the relocation is completed, specifically in accordance with the measures for the Administration of Enterprise Policy relocation income tax. Enterprises participating in employer liability insurance, public liability insurance and other liability insurance, in accordance with the provisions of the insurance premiums paid, allowed to be deducted before the enterprise income tax. Within the limit of the environmental capacity of the moved-in area, the relocation and upgrading project will be approved as a technological transformation project without increasing the total energy consumption and emissions, and the original energy consumption and emission targets will be halved with the enterprise moving out. The land vacated after the enterprise closes and exits is evaluated for rational use. The linkage policy of environmental protection water price and electricity price will be extended to the field of safety production, and more market-oriented means will be used to force relevant enterprises to close down and exit.
9. Compaction Work Responsibility
29. Strengthening organizational leadership. The provincial government was established with the deputy governor in charge as the head of the team, provincial Development and Reform Commission, Department of Industry and Information Technology, Department of Public Security, Department of Justice, Department of Finance, Department of Human Resources and Social Security, Department of Natural Resources, Department of Ecological Environment, Department of Housing and Urban-Rural Development, Department of Transportation, Department of Agriculture and Rural Affairs, Department of Commerce, Emergency Management Department, Market Supervision Bureau, Statistics Bureau, Letters and Calls Bureau, Taxation Bureau, Banking and Insurance Supervision Bureau, Fire Corps and other departments as member units of the provincial chemical industry safety and other leading group. All localities should also establish corresponding working mechanisms and organize special work teams.
30. Strengthen the implementation of responsibilities. Strictly implement the "Detailed Rules for the Implementation of the Safety Production Responsibility System for Party and Government Leading Cadres in Jiangsu Province" (Su Ban [2018] No. 39), insist that the party and government have the same responsibility, "one post with two responsibilities", joint management, and dereliction of duty. Strictly implement the responsibility of territorial supervision, and the main responsible comrades of the party committees and governments of all cities, counties (cities, districts) are the first responsible persons. All localities should further find out the situation of chemical parks and enterprises within their jurisdiction, thoroughly investigate hidden risks, and put forward specific disposal opinions on "one park, one policy" and "one enterprise, one policy. All departments must insist that the industry must manage safety, business must manage safety, production and operation must manage safety, layer responsibilities, and improve information sharing and linkage supervision mechanisms.
31. Strict supervision and inspection. All localities and departments should regularly inspect, supervise, rectify and improve the work, strengthen information recording and collection, strengthen the identification of serious dishonesty blacklists and early warning attention lists, report the progress of the work before the 5th of each month, and the leading group office will report it regularly. In the safety and environmental protection inspection, those who conceal, omit and enforce discipline are not strict, once verified, they shall be seriously held accountable in accordance with the law. 32. Effectively change the style of work. The (V) chemical park must accelerate the construction and upgrade of a comprehensive information platform, and implement dynamic management and control of enterprises in the zone; realize the closed management of the park or key prevention and control areas, and realize the management and control of personnel, vehicles, equipment and materials entering the chemical park., Implement standardized management of hazardous chemical logistics, and use Internet of Things technology to track hazardous chemical transportation vehicles.
(VI) organize and carry out risk assessment of hazardous chemical production equipment and storage facilities for chemical enterprises that cancel the positioning of chemical parks. According to the intrinsic safety diagnosis of (III) chemical enterprises, all enterprises that have major potential safety hazards, the current situation of the enterprise and the general layout do not meet the design specifications, the automatic control system does not meet the requirements of the specifications and relevant national regulations, the whole process automation control transformation does not meet the standards, and does not have the conditions for rectification and reform. Enterprises that do not have the conditions for safe production are highly toxic, flammable and explosive chemical production enterprises, as well as major hazards and important public buildings safety distance does not meet the relevant national standards of enterprises will be withdrawn.
(IV) chemical enterprises that use and eliminate backward production processes and equipment, the production process has not been demonstrated for safety and reliability, and the fine chemical process has not been assessed for safety risks in accordance with national regulations, all production will be suspended for rectification.
(V) enterprises involved in major changes such as layout, safety risk analysis and assessment must be carried out, and safety precautions must be reliable. If the security risk is uncontrollable, no change shall be implemented.
Requirements for 3. Practitioners
The main person in charge of a (I) chemical enterprise (the person in charge of the actual overall management of production and operation in the enterprise) should have more than 3 years of experience in the chemical industry, with a university Junior College degree or above.
Among the main persons in charge of (II) chemical enterprises and persons in charge of safety and production, at least one person has a Junior College degree or above in a national education chemical engineering university, or has the technical title of a senior engineer in chemical engineering. The appointment (change) of the main person in charge, technical person in charge and safety person in charge of the chemical enterprise shall be subject to the professional ability review of the local emergency management department.
The main person in charge, technical person in charge, safety person in charge and special operation personnel of (III) chemical enterprises shall be subject to the training and assessment of professional ability.
Special operation personnel of (IV) chemical enterprises engaged in safe operation of 16 kinds of hazardous chemicals such as phosgene and phosgenation process operation (see attached table) shall be trained and assessed for their professional ability and obtain special operation operation certificate before they can take up their posts with certificates. Special operation personnel must have Senior high school education or above. Personnel engaged in special equipment operations must obtain the corresponding qualifications of special equipment operators before taking up their posts.

Environmental Management Requirements for 1. Chemical Industry Park
On the basis of 35 requirements in the "Implementation Opinions on Environmental Treatment Project of Jiangsu Chemical Industry Park (Concentrated Area)" (Su Zhengban Fa [2019] No. 15), the following 13 requirements are added, and a total of 48 requirements (5 of which are "one-vote veto") are added to implement environmental performance evaluation on the chemical industry park:
The layout of the (I) park must meet various national and provincial planning requirements; The park must meet the national and provincial negative list control requirements for the development of the Yangtze River Economic Belt; The actual development scope of the park must be within the scope of the planning approval; The park with a planning EIA for 5 years must carry out follow-up evaluation or re-prepare the planning EIA in a timely manner.
The (II) park must implement closed management, and implement the whole process supervision on the entry and exit of materials and personnel such as flammable, explosive, toxic and hazardous chemicals and hazardous wastes listed in the "Hazardous Chemicals Catalog.
(III) parks must regularly investigate and evaluate environmental risks, establish a sound environmental risk prevention and control system, timely revision of emergency plans, and targeted emergency drills.
Environmental emergency facilities such as environmental accident emergency pool shall be built in the (IV) park. The park must establish an environmental emergency response team, be equipped with sufficient emergency materials, and update the park's rain and sewage pipe network and emergency gate dam distribution map in time to improve emergency response capabilities.
The (V) park must build an emergency monitoring network and a monitoring and early warning and emergency command platform, and network with the local ecological environment department to implement all-weather monitoring of environmental risks in the park, timely early warning and rapid response.
The (VI) park must have a leak detection and repair (LDAR) management platform, formulate relevant management systems, and regularly schedule the implementation of enterprise LDAR to ensure the effectiveness of the platform.
(VII) parks must formulate air pollutant emission monitoring plans, regularly evaluate corporate governance, and strengthen random inspections for companies that adopt single governance measures such as activated carbon adsorption, spraying, photocatalysis, and absorption.
The (VIII) park must be equipped with a professional chemical wastewater treatment plant. The discharge concentration of the main pollutants COD, ammonia nitrogen, total nitrogen, and total phosphorus from the sewage treatment plant shall not be higher than the "Urban Sewage Treatment Plant Pollutant Discharge Standard" (GB18918-2002) Class A standard.
The (IX) park must regularly monitor the water bodies in and around the area. If the water quality exceeds the standard, it shall promptly report to the local ecological environment department and actively participate in the remediation work.
(X) parks must build centralized hazardous waste incineration and disposal facilities and hazardous waste safe landfills in accordance with national standards and regulations, and implement professional operation and management.
(11) The park should actively promote the source reduction and recycling of solid waste. For the available hazardous waste, the utilization rate in the park must reach more than 50%.
(12) The park must scientifically arrange sites at the boundary to carry out soil and groundwater environmental quality monitoring and early warning. If the environmental quality is found to be significantly reduced, it shall promptly report to the local ecological environment department and actively carry out emergency response.
(13) The park shall strengthen the supervision of the demolition activities of closed and relocated chemical enterprises, and urge enterprises to clean up and dispose of abandoned hazardous chemicals and residual pollutants in accordance with the requirements of the regulations, and carry out pollution investigation, risk assessment and risk management of the sites left over from the relocation in accordance with the law.
Environmental Management Requirements for 2. Chemical Enterprises
(I), on the basis of the 10 environmental protection shutdown requirements of chemical enterprises in the "Notice of the General Office of the Provincial Government on Carrying out the" Four Batches "Special Actions of Chemical Enterprises in the Province" (Su Zhengban Fa [2017] No. 6), the following 6 new requirements are added:
(1) does not meet the "Jiangsu Province National Ecological Protection Red Line Planning" control requirements.
2. Can not be completed on schedule low VOCs content, low reactivity of raw materials and products to replace.
3. The sewage within 1 kilometer on both sides of the main stream of the Yangtze River cannot be discharged stably up to the standard.
4. Discharge water pollutants by means of seepage wells, seepage pits, fissures, karst caves, private concealed pipes, tampering with or falsifying monitoring data, or abnormal operation of water pollution prevention and control facilities to evade supervision and the circumstances are serious.
5. Discharging pollutants without obtaining a discharge permit in accordance with the law within the prescribed time limit and the circumstances are serious.
6. The environmental protection credit evaluation has been seriously dishonest for two consecutive years and the circumstances are bad.
(II) chemical enterprises that do not meet the following five requirements, if they still do not meet the requirements after rectification within a time limit, they shall be closed or relocated:

Fully complete the ultra-low emission transformation, and meet the "Chemical Industry Volatile Organic Compounds Emission Standard" (DB32/3151-2016) and "Petrochemical Industry Pollutant Emission Standard" (GB31571-2015), "Inorganic Chemical Industry Pollutant Emission Standard" (GB31573-2015) special emission limit requirements. Waste gas treatment facilities should be incorporated into the production system for management, scientific and reasonable equipped with operating condition monitoring and recording facilities.
8. For directly discharged chemical enterprises within 1km on both sides of the main stream of the Yangtze River, 10km up from the main tributaries of the Yangtze River and 1km on both sides of the river (excluding the Taihu Lake Basin), 10km up from the sections of 26 major rivers and 1km up from both sides of the river, the discharge of major water pollutants shall be subject to the special discharge limits of relevant industries. The discharge of wastewater from directly discharged chemical enterprises in the Taihu Lake Basin shall be subject to the "Discharge Limits of Major Water Pollutants from Urban Sewage Treatment Plants and Key Industries in Taihu Lake Area".
9 hazardous waste storage facilities planning, environmental impact assessment, safety assessment, fire control and other procedures must be legal and complete; If the annual output of hazardous waste is more than 100 tons, safe and legal disposal shall be implemented, and the cumulative storage shall not exceed 500 tons. If more than 3 tons of hazardous waste are generated, timely declaration shall be required, and no concealment or omission shall be allowed. Hazardous waste with flammable and explosive characteristics shall be subject to regulations, after stabilization pretreatment, the hazardous waste shall be stored in the hazardous waste warehouse; the hazardous waste shall be removed and disposed in time, and the maximum allowable storage time shall not exceed 90 days.
10. In accordance with the requirements of the Guidelines for the Investigation and Management of Environmental Hazards in Enterprises, the investigation and rectification of environmental safety hazards shall be carried out on a regular basis. Timely complete the risk assessment of environmental emergencies and the revision and filing of emergency plans.
11. Chemical enterprises with large or above environmental risk levels have completed the on-site verification of "eight inspections and eight changes" by experts. Environmental emergency prevention facilities such as emergency pools and diversion tanks meet the requirements of the specifications, emergency materials are fully equipped, and emergency drills for environmental emergencies are carried out regularly. At least one full-time environmental emergency management personnel shall be equipped to organize at least one environmental emergency management training every year.
