Recently, the Ministry of Commerce, the Ministry of industry and information technology, the Ministry of ecological environment, the Ministry of agriculture and rural areas, the people's Bank of China, the State Administration of market supervision and administration, the China Banking and Insurance Regulatory Commission and the China Federation of logistics and purchasing jointly issued the notice on carrying out supply chain innovation and application pilot projects nationwide.
The Party Central Committee and the State Council attach great importance to the innovation and development of modern supply chain. The 19th National Congress of the Communist Party of China proposed to cultivate new growth points and form new kinetic energy in modern supply chain and other fields. The General Office of the State Council issued the "Guiding Opinions on Actively Promoting the Innovation and Application of Supply Chains" (No. 84 [2017] of the State Council) in October last year to make comprehensive arrangements for the innovation and development of my country's supply chains. This pilot is an important measure to implement the spirit of the 19th National Congress of the Communist Party of China and the Opinions of the State Council. It is also an important measure to improve the industrial supply chain system, stimulate the vitality of the real economy, cultivate new growth points in the field of modern supply chains, form new kinetic energy, and promote high-quality economic development. Important exploration.
The pilot includes urban pilot and enterprise pilot. There are six major tasks in the urban pilot project, which are to promote the improvement of the supply chain system of key industries, standardize the development of supply chain financial services to the real economy, integrate into the global supply chain to create an upgraded version of the "going out" strategy, develop a green supply chain system in the whole process, build a high-quality and efficient supply chain quality promotion system, and explore new models of government public services and governance in the supply chain. The enterprise pilot has five major tasks, namely, improving supply chain management and coordination, strengthening supply chain technology and model innovation, building and improving various supply chain platforms, standardizing the development of supply chain financial business, and actively advocating the greening of the supply chain.
The pilot implementation period is 2 years. Strive to create "five batches" and strengthen "three major roles" through pilot projects ". "Five lots" means
Innovate a number of supply chain technologies and models suitable for China's national conditions;
Build a number of supply chain platforms with strong integration ability and high synergy efficiency;
Cultivate a number of leading supply chain enterprises with strong industry driving ability;
forming a batch of industrial clusters with a complete supply chain system and strong international competitiveness;
Summarize a number of replicable supply chain innovation development and government governance experience model.
The "three roles" are
Through the pilot, the modern supply chain has become an important area to cultivate new growth points and form new kinetic energy;
Become an important grasp of supply-side structural reform;
It has become an important carrier for the construction of "the belt and road initiative" and the formation of a new pattern of all-round opening up.
The pilot includes two types of subjects: cities and enterprises. Pilot cities should build a green supply chain from four aspects: first, deepen government green procurement, give priority to the procurement and use of energy-saving, water-saving, material-saving and other environmentally friendly products, equipment and facilities, and establish a corresponding assessment system; second, establish a green supply chain system, study and formulate guidelines for the construction of green supply chains for key industrial enterprises, and establish and improve environmental credit evaluation and mandatory information disclosure systems, disclosure of information on environmental violations in all aspects of the supply chain in accordance with the law. The third is to promote the development of the environmental protection industry, and support the development of environmental protection industries such as environmental protection technology and equipment, comprehensive utilization of resources, and environmental services; the fourth is to promote green consumption, increase the promotion of green products and green packaging, and encourage the development of "express delivery" "" Recycling industry "targeted cooperation, guide the consumption concept of advocating nature and pursuing health, and cultivate a green consumer market.
Pilot enterprises should be guided by the green development of the whole process, the whole chain, and the whole link, and give priority to the procurement and use of energy-saving, water-saving, material-saving and other environmentally friendly products, equipment and facilities, and promote the formation of high technology content, low resource consumption, and environmental pollution. Less industrial supply chain.
The relevant person in charge said that in the next step, the Ministry of Ecology and Environment will actively guide local environmental protection departments, cooperate with commercial departments to promote pilot projects, continuously summarize and refine the work experience of local governments and enterprises in the green supply chain, formulate relevant standards and regulations, and guide more parties and enterprises to accelerate Build a green supply chain, and will improve the policy and regulatory system of the green supply chain.
