Chemical industry concerned about the "13th Five-Year" ecological environment protection plan

Signed and approved by Premier Li Keqiang, the State Council recently issued the "13th Five-Year Plan for Ecological Environmental Protection" (hereinafter referred to as the "Plan"). The "Plan" is a major measure to implement the overall layout of the "five in one" and the coordinated promotion of the "four comprehensive" strategic layout. It is a strategy to guide the ecological and environmental protection field with the five development concepts of "innovation, coordination, green, openness, and sharing" Arrangements are an effective way to realize the reform in the field of ecological civilization and make up for the shortcomings of a comprehensive well-off environment.

In the 13th five year plan for ecological environment protection, the State Council further proposed to consolidate the foundation of chemical risk prevention and control and strengthen the management of chemicals. The key contents of chemical management in the plan are extracted from the frontier of chemical laws and regulations, as follows:

 

Assess the environmental and health risks of existing chemicals. Conduct a number of preliminary screening and risk assessments of existing chemical hazards to assess the accumulation and risk of chemicals in the environment. By the end of 2017, the list of priority controlled chemicals will be published, the production, use and import of high-risk chemicals will be strictly restricted, and the substitution will be gradually eliminated. Strengthen capacity building for environmental and health risk assessment of toxic and hazardous chemicals.

Reduced chemicals under the phase-out convention. By 2020, a number of chemicals controlled by the Stockholm Convention on Persistent Organic Pollutants, such as lindane, perfluorooctyl sulfonic acid and its salts, and perfluorooctyl sulfonyl fluoride and endosulfan, will be basically phased out. Strengthen the research and development of alternatives to POPs to be restricted or prohibited, best available technologies and related monitoring and testing equipment.

Strictly control environmental hormone chemical pollution. Before the end of 2017, complete the investigation on the production and use of environmental hormone chemicals, monitor and assess the risks of water sources, agricultural product planting areas and aquatic product concentrated breeding areas, and implement measures such as elimination, restriction and substitution of environmental hormone chemicals.

 

Involving enterprises such as the chemical industry, the contents involved in strengthening supervision are as follows:

 

Establish an enterprise emission permit system covering all stationary pollution sources. Fully implement the pollutant discharge permit, with the goal of improving environmental quality and preventing environmental risks, including the type, concentration, total amount, and discharge destination of pollutants into the scope of permit management, and enterprises produce and discharge pollutants in accordance with the provisions of the pollutant discharge permit. We will improve the responsibility system for pollution control, and environmental protection departments will supervise and enforce the law on the pollution discharge behavior of enterprises in accordance with the requirements of pollution discharge permits. By the end of 2017, the issuance of enterprise licenses for key industries and industries with overcapacity will be completed, and a national pollution permit management information platform will be built. By 2020, the country will have basically completed the issuance of permits for enterprises in the industries specified in the sewage permit management list.

Encourage and restrain enterprises to take the initiative to implement environmental responsibility. The establishment of enterprise environmental credit evaluation and illegal sewage blacklist system, enterprise environmental violation information will be recorded in the social integrity file, to the public. Establish a mandatory disclosure mechanism for environmental protection information of listed companies, and punish listed companies that fail to meet their disclosure obligations in accordance with the law. We will implement the "leader" system of energy efficiency and environmental protection, and adopt measures such as fiscal and tax concessions and honor recognition to encourage enterprises to achieve higher standards of environmental protection goals. By 2020, the enterprise environmental credit evaluation system will be established at different levels, the enterprise environmental credit information will be incorporated into the national credit information sharing platform, and the incentive and punishment mechanism for breach of trust will be established.

Establish and improve the ecological environment damage assessment and compensation system. Promote the standardized management of ecological environmental damage identification and assessment, and improve the technical methods of identification and assessment. By the end of 2017, we will complete the pilot reform of the eco-environmental damage compensation system; since 2018, we will try out the eco-environmental damage compensation system nationwide; by 2020, we will strive to initially establish a nationwide eco-environmental damage compensation system.

Control the emission of volatile organic compounds in key industries in key areas. Comprehensively strengthen the control of volatile organic compounds in key industries such as petrochemical, organic chemical, surface coating, packaging and printing. Provinces with serious fine particulate matter and ozone pollution implement total control of volatile organic pollutants in the industry, and formulate total control targets and implementation plans for volatile organic pollutants. Strengthen the synergistic emission reduction of volatile organic compounds and nitrogen oxides, establish emission inventories of fixed sources, mobile sources, and non-point sources, and implement key emission reductions for volatile organic compounds such as aromatic hydrocarbons, olefins, alkynes, aldehydes, and ketones. Carry out the special action of "leak detection and repair" in the petrochemical industry, and carry out the treatment of unorganized emissions. All localities must clarify the time limit, complete the oil and gas recovery treatment of gas stations, oil storage depots, and oil tankers, increase the oil and gas recovery rate to more than 90%, and accelerate the promotion of oil and gas recovery treatment at crude oil and refined oil terminals. The coating industry implements low volatile organic content paint replacement, coating process and equipment improvement, and builds volatile organic collection and treatment facilities. The printing industry has fully carried out the replacement of raw materials with low volatile organic content and improved the production process. Beijing-Tianjin-Hebei and surrounding areas, the Yangtze River Delta, the Pearl River Delta, as well as Chengdu-Chongqing, Wuhan and its surrounding areas, central Liaoning, Shaanxi Guanzhong, Changsha-Zhuzhou-Xiangtan and other urban agglomerations have comprehensively strengthened the emission control of volatile organic compounds.

Strengthen the comprehensive treatment of volatile organic compounds. Carry out the treatment of volatile organic compounds in petrochemical enterprises, implement the comprehensive treatment of volatile organic compounds in organic chemical parks, pharmaceutical chemical parks and coal chemical bases, and promote the recovery and comprehensive treatment of oil and gas in gas stations, oil tankers, and oil storage depots. Promote the comprehensive treatment of volatile organic compounds in industrial coating and packaging printing industry.
