Hazardous chemical identification usually includes the following steps:
1. Preparation of information:
• Samples: Prepare samples according to the form and quantity of specific items. For example, if it is a liquid and the package is a non-retail package, the sample needs 200ml per package exceeding 1L. If it is retail packaging, each package is less than 50ml, 3-4 packages can be provided. If solid, typically 100-150g is provided.
Data: Provide Chinese MSDS (Material Safety Data Sheet), which needs to show the corresponding chemical composition, content and corresponding CAS number; Chinese label, the name, composition content and model on the label shall be consistent with customs declaration and Chinese MSDS; Composition declaration; Identification application form, etc.
2. Submit materials and samples: submit the prepared materials and samples to the identification center approved by China Customs for sample identification.
3. Acceptance of inspection application: After receiving the data and samples, the appraisal center will begin to accept the inspection application.
4. Preliminary examination of data: conduct preliminary examination of the submitted data to ensure that the data are complete and meet the requirements.
5. Detection and evaluation: according to the submitted data and samples, the detection and evaluation of hazardous chemicals. This includes testing of physical and chemical properties, identification of hazards, and evaluation of other properties such as toxicity and corrosion.
6. Issuance of hazard characteristic classification identification report: According to the test results and assessment conclusions, the hazard characteristic classification identification report is issued. The report will detail the hazard category of the chemical, the results of the hazard assessment, and the recommendations for safe operation.
It should be noted that it takes about 10-20 working days for the appraisal center to issue the appraisal report. The documents issued include: appraisal report, Chinese MSDS stamped version and Chinese label stamped version. During the qualification process, the qualification center may send an email to provide an editable Chinese MSDS and a Chinese label.
In addition, the identification of hazardous chemicals should follow relevant standards and norms, such as the United Nations Recommendations on the Transport of Dangerous Goods, the Globally Harmonized System of Classification and Labelling of Chemicals (GHS), the Classification and Numbering of Dangerous Goods (GB6944-86), Classification and Labeling of Commonly Used Hazardous Chemicals (GB13690-92), etc. These standards and norms provide the basis and guidance for the identification of hazardous chemicals.
In addition, the identification of hazardous chemicals usually requires the following documents:
1. Application form for identification of dangerous goods: fill in the relevant information of dangerous goods in detail, such as name, quantity, packaging, mode of transport, etc.
2. Ingredient declaration: clearly list the ingredient name, CAS number (if any) and percentage of hazardous chemicals. This information should be consistent with the information in the Safety Data Sheet (SDS).
3. Safety Data Sheet (MSDS): Provide detailed safety data sheets of hazardous chemicals, including physical and chemical properties of chemicals, hazards, safety operation recommendations, first aid measures and other information. The safety data sheet shall be provided in Chinese, and if it is a foreign language sample, the corresponding Chinese translation shall be provided.
4. Dangerous publicity label: Provide dangerous publicity label samples of dangerous chemicals, and the label should contain the name of the chemical, hazard classification, hazard information, preventive measures and other information. Similarly, if it is a foreign language sample, the corresponding Chinese translation should be provided.
5. Packaging instructions: If hazardous chemicals require special packaging, packaging instructions should be provided, including packaging materials, packaging methods, packaging size and other information.
6. Declaration of conformity of export hazardous chemical production enterprises: If export is involved, it is necessary to provide a declaration of conformity of export hazardous chemical production enterprises to prove that the enterprises have the ability to produce, store and transport hazardous chemicals, and meet the requirements of relevant regulations and standards.
