Dangerous chemicals are flammable and explosive with strong corrosive goods collectively, the transport of dangerous chemicals there is a huge risk, a little careless may cause material losses or casualties. The following Xinanrun Consulting summarizes the identification process of hazardous chemicals and the required documents for everyone. Any questions are welcome to ask.
Hazardous chemical identification usually includes the following steps:
1. Preparation of information:
· Sample:Samples are prepared according to the form and quantity of the specific item. For example, if it is a liquid and the package is a non-retail package, the sample needs 200ml per package exceeding 1L. If it is retail packaging, each package is less than 50ml, 3-4 packages can be provided. If solid, typically 100-150g is provided.
· Information:Provide Chinese MSDS (Material Safety Data Sheet), which needs to show the corresponding chemical composition, content and corresponding CAS number; Chinese label, the name, composition content and model on the label need to be consistent with customs declaration and Chinese MSDS; Composition declaration; Identification application form, etc.
2. Submission of information and samples:Submit the prepared materials and samples to the identification center approved by China Customs for sample identification.
3. Accept inspection application:After receiving the data and samples, the identification center will begin to accept the inspection application.
4. Preliminary examination of information:A preliminary review of the information submitted to ensure that the information is complete and meets the requirements.
5. Detection and evaluation:Testing and assessment of hazardous chemicals based on the submitted data and samples. This includes testing of physical and chemical properties, identification of hazards, and evaluation of other properties such as toxicity and corrosion.
6. Issuance of hazard characteristic classification identification report:According to the test results and assessment conclusions, issue the hazard characteristics classification identification report. The report will detail the hazard category of the chemical, the results of the hazard assessment, and the recommendations for safe operation.
It should be noted that it takes about 10-20 working days for the appraisal center to issue the appraisal report. The documents issued include: appraisal report, Chinese MSDS stamped version and Chinese label stamped version. During the qualification process, the qualification center may send an email to provide an editable Chinese MSDS and a Chinese label.
in addition,The identification of hazardous chemicals should follow relevant standards and norms, such as the United Nations Recommendations on the Transport of Dangerous Goods, the Globally Harmonized System of Classification and Labelling of Chemicals (GHS), the Classification and Numbering of Dangerous Goods (GB6944-86), Classification and Marking of Commonly Used Hazardous Chemicals (GB13690-92), etc.. These standards and norms provide the basis and guidance for the identification of hazardous chemicals.
In addition, the identification of hazardous chemicals usually requires the following documents:
1. Dangerous goods identification application form:Fill in the relevant information of dangerous goods in detail, such as name, quantity, packaging, mode of transportation, etc.
2. Ingredient Statement:Specify the component name, CAS number (if any) and percentage of the hazardous chemical. This information should be consistent with the information in the Safety Data Sheet (SDS).
3. Safety Data Sheet (MSDS):Provide detailed safety data sheets of hazardous chemicals, including the physical and chemical properties of chemicals, hazards, safe operation recommendations, first aid measures, etc. The safety data sheet shall be provided in Chinese, and if it is a foreign language sample, the corresponding Chinese translation shall be provided.
4. Hazard publicity label:Provide hazard publicity label samples of hazardous chemicals, which shall include the name, hazard classification, hazard information, preventive measures and other information of the chemicals. Similarly, if it is a foreign language sample, the corresponding Chinese translation should be provided.
5. Packing instructions:If hazardous chemicals require special packaging, packaging instructions should be provided, including packaging materials, packaging methods, packaging dimensions and other information.
6. Declaration of conformity of export hazardous chemicals production enterprises:If export is involved, it is necessary to provide a declaration of conformity of the export hazardous chemical production enterprise to prove that the enterprise has the ability to produce, store and transport hazardous chemicals, and meets the requirements of relevant regulations and standards.
7. Other relevant documents:Depending on the situation, other relevant documents may be required, such as hazard characteristic classification identification report, compatibility test report, stability test report, etc.
Please note that the specific documents required may vary from country to country, and it is recommended to consult the relevant local authorities or agencies for accurate information before conducting hazardous chemical identification.
