Relying on the comprehensive service system of hazardous chemicals registration of the Emergency Management Department, unified coding of hazardous chemicals traceability codes will be implemented in this city from 2024 to realize independent coding of each batch of hazardous chemicals. The specific requirements include:

1. Hazardous chemicals listed in the "Hazardous Chemicals Classification Information Table" attached to the "Hazardous Chemicals Catalog (2015 Edition) Implementation Guidelines (Trial)" shall be assigned traceability codes. Hazardous chemicals that conform to the principles of hazardous chemicals determination but do not specify names are not mandatory.

2. Hazardous chemicals produced, filled, sub-packed and replaced with chemical labels within the scope of this city shall be assigned traceability codes, and no codes shall be assigned for packaging specifications less than 100 g/ml. 3. Imported hazardous chemicals that pass through customs at the Shanghai port and circulate within the city shall be assigned a traceability code after entering the warehouse of the licensed enterprise for the operation of hazardous chemicals (with storage facilities and warehousing) in this city (except for the raw materials used by the operating enterprise for its own use). Dangerous chemicals directly transported to other provinces and cities after customs clearance at Shanghai port, or directly transported to enterprises in this city as raw materials for their own use do not need to be assigned codes.

4. The source code assignment enterprise shall generate the hazardous chemical traceability code according to the data rules of the "Shanghai Hazardous Chemicals Warehouse Information Management and Traceability Code Construction Guide", and upload the relevant information of the generated hazardous chemical traceability code to the Shanghai Hazardous Chemicals Whole Process Supervision Information System in real time.

5. Enterprises need to standardize the printing and pasting of hazardous chemicals traceability codes on the smallest outer packaging of each circulation link of hazardous chemicals. Hazardous chemicals transported by tanker can be used with virtual traceability codes, or hazardous chemical traceability codes can be printed on the bill of lading/order.

6. Encourage import enterprises to implement overseas coding of imported hazardous chemicals. For enterprises that realize overseas coding, priority shall be given to recommend as "white list" enterprises for customs clearance and inspection of hazardous chemicals in Shanghai Customs, and enjoy preferential policies for customs clearance and inspection.

(II) comprehensively promote the dynamic management of hazardous chemicals in and out of the warehouse information of licensed enterprises

Enterprises that have obtained the license for the production and use of hazardous chemicals or the license for operation (with storage facilities and storage) shall, in accordance with the Shanghai Municipal Guidance on the Construction of Information Management and Traceability Codes for the Entry and Exit of Hazardous Chemicals, construct or improve the dynamic management system for the entry and exit of hazardous chemicals, accurately enter the basic information of hazardous chemicals and the data of entry and exit of storage and inventory, and interface with the whole process supervision information system of hazardous chemicals in Shanghai.

(III) further implement the management of dangerous goods filling inspection
