In order to effectively strengthen the management of road transportation of dangerous goods (dangerous chemicals) in this city, maintain the safe and orderly operation of the city, and ensure the safety of people's lives and property, according to the the People's Republic of China Safety Production Law, the Regulations on the Safety Management of Hazardous Chemicals, the Road Transport of Dangerous Goods Safety Management Measures, the Road Transport of Dangerous Goods Management Regulations, the Road Transport Vehicle Dynamic Supervision and Management Measures and the Shanghai Hazardous Chemical Safety Management Measures and other relevant laws and regulations, the relevant work notice on the management of the storage and transportation of dangerous goods (dangerous chemicals) in this Municipality is as follows:

1. The shippers, carriers, and consignors of dangerous goods (dangerous chemicals) in this city must strictly perform the inspection obligations of production, storage, use, operation, transportation qualifications and related transportation information in strict accordance with relevant laws and regulations, and retain relevant documents. And make a ledger for verification, and immediately report problems to the local transportation, emergency, public security and other relevant management departments.

2. This Municipality implements the digital supervision of road transportation of dangerous goods (dangerous chemicals), and establishes the management system of the whole process of road transportation of dangerous goods (dangerous chemicals) (hereinafter referred to as the "dangerous goods transportation management system", website: https://www.coolzsr.com/) for daily supervision. Dangerous goods (dangerous chemicals) transport vehicles in and out of the city, the traffic department's crossing inspection work is replaced by the inspection of the relevant data of the dangerous goods transportation management system.

The shipper of 3. dangerous goods (dangerous chemicals) recommend use the "Shanghai Road Transport Contract for Dangerous Goods" (model text, which can be downloaded free of charge from the dangerous goods transportation management system) when signing a transport contract (including the place of origin and destination in Shanghai). The shipper shall provide the carrier with a consignment list in electronic or paper form, which shall contain the shipper, carrier, consignee, loader, place of origin, destination, category, item, name, serial number, packaging and specifications, quantity, emergency contact number and other information of the dangerous goods, as well as the dangerous characteristics of dangerous goods, transportation precautions, first aid measures, fire control measures, leakage emergency disposal, secondary environmental pollution disposal measures and other information. The shipper shall check the carrier's dangerous goods road transport business license or record certificate, copy it and keep it with the contract of carriage, and check and confirm the carrier's "safety assessment" and "safe operation evaluation" level in the dangerous goods transportation management system to avoid safety risks.

When signing a transport contract, the carrier of 4. dangerous goods (dangerous chemicals) shall require the shipper to provide legal qualification materials such as the production or operation license of dangerous chemicals and the industrial and commercial business license, which shall be copied and retained together with the transport contract, and shall check and confirm whether the consignor has the production and operation qualification of dangerous chemicals through the dangerous goods transportation management system.

The 5. carrier shall submit the "electronic waybill" in accordance with the provisions before transporting dangerous goods (dangerous chemicals), and shall fill in the name of dangerous goods (dangerous chemicals), UN number, CAS number of dangerous chemicals and the full name of the consignee and consignor. The electronic waybill produced by the carrier shall be handed over to the driver to carry with him and shall be properly kept.

6. carriers of other provinces and cities engaged in the transportation of dangerous goods (dangerous chemicals) in this city, if they have been operating in this city for more than three months (the places of receipt and delivery are within the administrative area of this city), they shall apply to the Municipal Road Transport Bureau for the record; if the party of origin and destination is within the administrative area of this city, it shall accept the inspection of the relevant data of the dangerous goods transportation management system and no longer use the website of the Municipal Road Transport Bureau.

The 7. dangerous goods transportation management system collects and summarizes the electronic waybill information of dangerous goods transportation vehicles registered in this city and operating in this city through the electronic waybill interactive system of the Ministry of Transport. The system automatically compares and verifies the relevant qualification information and transportation information of dangerous goods transport vehicles, and the electronic waybill and related data that meet the requirements of laws and regulations are pushed by the system to the corresponding dangerous goods (dangerous chemicals) receiving and delivery unit. The system will not push electronic waybills and related data that do not meet the requirements and fill in non-standard electronic waybills and related data. The relevant carriers will supplement and improve them in accordance with the requirements of laws and regulations before pushing them.

Enterprises that 8. the production, storage, transportation, use and operation of filling or loading of dangerous goods (dangerous chemicals) shall establish, improve and strictly implement the inspection and record system for filling or loading. Before filling or loading dangerous goods (dangerous chemicals), the loader shall log in the dangerous goods transportation management system according to regulations to carry out "five must check" on the information such as vehicles, personnel, tanks, waybills and so on, and only after completing the inspection process in the system can the carrier be allowed to enter the operation area to fill or load dangerous goods (dangerous chemicals) for it; carriers that do not have inspection information in the system or fail to pass the inspection process shall not enter the operation area, and the loader shall not fill or load dangerous goods (dangerous chemicals) for them, and mark the inspection items and reasons that fail in the system. The carrier shall actively cooperate with the loading "five must check".

All relevant units of the 9. must strictly implement the relevant requirements of this notice. If there are violations of the above regulations or other violations of laws and regulations, the relevant competent authorities will investigate and deal with them in accordance with the law. The people's governments of all districts must implement territorial supervision responsibilities and effectively strengthen law enforcement supervision within their jurisdictions.
