In accordance with the relevant provisions of the Regulations on the Safety Management of Hazardous Chemicals (Order No. 591 of the State Council), the Emergency Management Department, in conjunction with the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Ecological Environment, the Ministry of Transport, the Ministry of Agriculture and Rural Affairs, the Health Commission, and the General Administration of Market Supervision, Railway Administration, and Civil Aviation Administration decided to adjust the "Hazardous Chemicals Catalog (2015 Edition)" ". The Emergency Management Department will supplement and improve the Classification Information Table of Hazardous Chemicals. This announcement shall come into force on January 1, 2023.

Diesel is a light petroleum product and is a complex mixture of hydrocarbons with a carbon number of about 10 to 22. It is a fuel for compression ignition engines (I. e. diesel engines). Diesel is divided into light diesel (boiling point range of about 180-370 ℃) and heavy diesel (boiling point range of about 350-410 ℃) two categories.
According to the previous "Catalogue of Hazardous Chemicals (2015 Edition)", diesel oil with a closed cup flash point ≤ 60°C is a hazardous chemical. Most of the diesel closed cups previously sold on the market have a flash point of more than 60°C and are not included in the supervision of hazardous chemicals.
On November 7, 2022, ten ministries and commissions issued an official announcement, deciding to adjust the "Hazardous Chemicals Catalog (2015 Edition)" and adjust "1674 diesel [closed cup flash point ≤ 60 ℃]" to "1674 diesel". The Emergency Management Department will supplement and improve the Classification Information Table of Hazardous Chemicals. The announcement shall come into force on January 1, 2023.
That is, from January 1, 2023, diesel oil, regardless of flash point size, all belong to hazardous chemicals, that is, the most common No. 0 diesel oil on the market belongs to hazardous chemicals, and heavy diesel oil also belongs to hazardous chemicals.
After diesel oil is listed in the supervision of hazardous chemicals, enterprises that wholesale, store and operate diesel oil need to apply for a hazardous chemical business license, while warehousing is required for a hazardous chemical license. Units without hazardous chemical certificates and units with only "refined oil wholesale (excluding hazardous chemicals)" in the original business scope are not allowed to engage in refined oil business activities without authorization.
