On February 16, 2022, the new version of the National Emergency Management Department (MEM) hazardous chemicals registration system was officially launched. Enterprises that were initiating the hazardous chemicals registration application process at the end of last year can now re-initiate the process for reporting. Enterprises that have completed the registration of hazardous chemicals also need to log in to the new system in time to verify and modify their passwords and check the basic situation of the enterprises.

The login interface of the new hazardous chemicals registration system is the same as that of the Guangdong pilot system. Compared with the old version of the registration system, the general situation of the enterprise's registration items is at a glance, and laws and regulations and warning information are added.

The new system has added some new fields, which need to be supplemented by each production and import enterprise, such as enterprise legal person ID number (passport number), operator ID number, classification of dangerous goods of chemicals, storage location of chemicals, chemicals involved in major hazardous sources, chemicals involved in hazardous processes, etc. If the enterprise has missing registration of raw materials, intermediate products, imported chemicals, the need to submit changes (or review applications) as soon as possible. If the nature of the enterprise was not "related to import" before but the imported chemicals were to be replenished, the enterprise also contacted the registration office in time to modify the nature.

What kind of chemicals can generate QR codes?

(1) Two-dimensional codes can be generated for the products of production enterprises and imported chemicals involving imported enterprises (imported production enterprises, operating enterprises, licensing enterprises, chemical enterprises, pharmaceutical enterprises, and other enterprises). Other enterprises whose final products are hazardous chemicals may apply for safety information codes according to actual needs, and the specific requirements shall be determined by the provincial emergency management department.

(2) Hazardous chemicals sub-packaging enterprises can refer to the import enterprises, fill in the registration number of hazardous chemicals and other information of the actual production enterprises or import enterprises through the system, apply for the safety information code with the enterprise logo for the hazardous chemicals sub-packaging of the enterprise, and generate the safety information code and serial number after being examined and approved by the provincial chemical registration department.

(3) Production enterprises do not generate two-dimensional codes for raw materials and intermediate products. The two-dimensional code of the raw material is obtained from the upstream production enterprise.

How to ensure the accuracy of the two-dimensional code scanning content?

In order to ensure the accuracy of the information found by scanning the two-dimensional code, the enterprise shall carefully examine the chemical name, CAS number, registration number, enterprise name, some label elements (warning words, hazard pictograms, hazard statements), first aid measures, leakage emergency measures, fire fighting methods, "one book, one sign" and other information when filling in the form, at the same time, relevant attachments such as safety evaluation report, major hazard source assessment report, license certificate, etc. shall be uploaded.

What are the requirements for the production of registered chemicals?

Hazardous chemicals registered by production enterprises shall include products, raw materials and intermediate products. "Product" refers to the hazardous chemicals produced by the production enterprise and used for sale; "raw materials" refers to the hazardous chemicals purchased by the production enterprise as raw materials; "intermediate products" refer to the production enterprise for the production of a certain product. Hazardous chemicals that are produced during the production process and are known according to current technology, stable and not sold. If imports are involved, the nature needs to be modified to produce and import before adding imported chemicals.

How to fill in the intermediate products?

For intermediate products that need to be registered, enterprises still need to write "one book, one sign" for intermediate products, but because intermediate products are not sold to the outside world, the "one book, one sign" for intermediate products is only used within the enterprise.
