Industrial and trade enterprises involved in hazardous chemicals related safety management background
In the past 30 years, while the industry using hazardous chemicals in China has developed, it has gradually realized the synchronization with the international standard system, the laws and regulations have been improved day by day, and the safety situation of the use of hazardous chemicals has been fundamentally improved. From the perspective of safety production, there are currently a large number of companies using hazardous chemicals in China, and the types of hazardous chemicals involved are diverse and complex; business entities, regulatory units, research scholars, etc. generally focus on the production, storage, and storage of hazardous chemicals. Management and transportation links, but only limited to the "appearance" of laws and regulations and safety systems, it is often difficult to effectively implement the supervision and technical rectification of hazardous chemicals.
On April 2, 2020, the Ministry of Emergency Management's public information on the Opinions on Comprehensively Strengthening the Work Safety of Hazardous Chemicals showed that in recent years, the number of chemical accidents and deaths in China has decreased year by year, but major accidents are at a historical high. In 2019, there were 164 hazardous chemical accidents in China, with 274 deaths. Accidents in the use of hazardous chemicals have a serious impact on the healthy development of industrial enterprises. It is not only related to the safe production of hazardous chemicals industry, but also has an important impact on the safety of many industrial and trade enterprises that use hazardous chemicals. With the continuous improvement of the safe production level of hazardous chemicals in China, more attention should be paid to the safe use of hazardous chemicals, and the safety of the production, storage, use, operation and transportation of hazardous chemicals can be realized in the whole chain, all-round and all-round.
The guidelines for the safety management of the use of hazardous chemicals in industrial and trade enterprises in Shanghai (for Trial Implementation) (Draft for comments) are mainly formulated in accordance with relevant laws, regulations, standards and norms such as the the People's Republic of China production safety law, the regulations on the safety management of hazardous chemicals, and the catalogue of hazardous chemicals (2015 Edition). The various national standards and industry standards cited in the Guide refer to the current version. It is applicable to the safety management of enterprises in metallurgy, nonferrous metals, building materials, machinery, light industry, textile, tobacco, commerce and trade and other industrial and trade industries in Shanghai, involving the use of hazardous chemicals in the production, processing and supporting auxiliary systems of products. The enterprises mentioned in the Guide are all enterprises involved in the use of hazardous chemicals in the industry and trade industry.
Overview of the use of hazardous chemicals in industrial and trade enterprises
1) The eight major industries involving many industries and many enterprises include metallurgy, non-ferrous metals, building materials, machinery, light industry, textiles, tobacco, commerce, etc. Hazardous chemicals are widely used as raw materials, fuels, additives, and auxiliary supplies. And become a necessity for the normal production of industrial and trade enterprises. There is a certain positive correlation between the use of hazardous chemicals and the main body of the industry, and at the same time there is a direct relationship with the attributes of the enterprise. For example, although the number of metallurgical, non-ferrous, and tobacco companies is small, they all use hazardous chemicals. The number of chemical companies accounts for a large share of the industry.
2) There are many kinds of hazardous chemicals. There are thousands of kinds of chemicals. From raw materials, intermediate products, finished products and other production links, chemicals with different compositions, attributes and types can be produced. Among them, hazardous chemicals are widely used, which leads to the phenomenon of industrial and trade enterprises using a wide variety of hazardous chemicals, complex components and unclear attributes. From the perspective of production safety, chemicals can be divided into 16 categories according to physical hazards:
(1) explosives (2) flammable gases (3) aerosols (4) oxidizing gases (5) pressurized gases (6) flammable liquids (7) flammable solids (8) self-reactive substances and mixtures (9) self-igniting liquids (10) self-igniting solids (11) self-heating substances and mixtures (12) substances and mixtures that emit flammable gases when exposed to water (13) oxidizing liquids (14) oxidizing solids (15) Organic Peroxides (16) Metal Corruptors
The hazardous chemicals involved in the use of industrial and trade enterprises cover most of these 16 categories.
Plants, sites and hazardous chemical storage facilities involving the use of hazardous chemicals
The layout of workshops, places and hazardous chemical storage facilities involved in the use of hazardous chemicals shall comply with relevant standards such as the Code for Fire Protection Design of Buildings (GB 50016) and the Code for General Layout Design of Industrial Enterprises (GB 50187). The fire hazard classification, fire resistance rating, number of floors, area and equipment layout, fire prevention, explosion prevention and safe evacuation of workshops and warehouses shall comply with the relevant provisions of the Code for Fire Protection Design of Buildings (GB 50016).
Factory buildings, places and hazardous chemicals storage facilities shall be equipped with external lightning protection devices to prevent direct lightning strikes, and measures shall be taken to prevent lightning surge intrusion. All kinds of lightning protection buildings in the process of use may be subjected to lightning strike of production equipment, should take appropriate protective measures, so that the charge generated by lightning is safe, quickly into the earth.
Electrical equipment in the area shall be set up in strict accordance with the overall explosion-proof requirements. Places that may emit combustible gas and toxic gas shall be provided with corresponding gas leakage alarm devices. In the production may suddenly escape a large number of harmful substances or easy to cause acute poisoning or flammable and explosive chemicals indoor workplaces, should be set up accident ventilation device, and the accident exhaust system linked to the leakage alarm device.
All objects belonging to electrostatic conductors must be grounded. When using small portable containers to fill flammable insulating liquids, avoid using electrostatic non-conductive containers; metal containers and metal funnels should be bridged and grounded. The exhaust system that excludes combustion or explosion hazardous gases, vapors and dust should be equipped with grounding devices to guide and eliminate static electricity. Production units with the risk of static accumulation should adopt measures such as controlling the flow rate and eliminating static electricity, and flanges greater than 0.03 ohms should be bridged. The exposed articles (including shoes and clothing) of the staff shall have anti-static or conductive functions.
Hazardous chemicals shall be stored in special warehouses, special sites or special storage rooms, and shall be managed by special personnel. Special warehouses for storing highly toxic chemicals and explosive hazardous chemicals shall also set up corresponding technical prevention facilities in accordance with relevant national regulations.
Enterprises engaged in production using hazardous chemicals
If the designed annual usage of hazardous chemicals reaches or exceeds 20% of the minimum annual usage required for the enterprise to obtain a safety license, or the designed maximum storage reaches or exceeds 20% of the critical quantity determined to constitute a major hazard source of hazardous chemicals in the Identification of Major Hazard Sources of Hazardous Chemicals (GB18218), the enterprise shall entrust an organization with corresponding qualifications to conduct safety evaluation on relevant safety production conditions at least every 3 years, the implementation of the safety evaluation report and rectification plan shall be reported to the emergency management bureau of the district for future reference. Other enterprises shall regularly carry out safety risk assessments or third-party inspections, and improve safety production conditions based on the results of the assessments or inspections.
Enterprises using directly imported hazardous chemicals
Enterprises shall handle the registration of hazardous chemicals in accordance with the relevant provisions of the Measures for the Registration and Administration of Hazardous Chemicals. Enterprises using dangerous chemicals imported through trade-oriented import enterprises shall, in accordance with the relevant provisions of the the People's Republic of China production Safety Law, regularly inspect the registration of dangerous chemicals and emergency advisory services of trade-oriented import enterprises, and promptly supervise and urge the elimination of hidden dangers of accidents.
