Since the beginning of this year, the safety production situation of hazardous chemicals has been severe and complex. Extreme weather such as high temperature, heavy rain, strong wind, and thunder and lightning has increased, and safety risks have been intertwined and superimposed, bringing a series of new situations and new problems. Personal injuries and property losses caused by concealed, misreported, and underreported dangerous goods are endless. In view of the prevention and control of security risks, the China Emergency Management Center said that the following aspects should be strictly investigated:
Strictly investigate the "three super one robbery" behavior:
Whether the enterprise has the production and operation of hazardous chemicals beyond the permitted scope; whether the chemical enterprise has the behavior of exceeding the design production capacity and the load capacity of equipment and facilities for production; whether the new, modified and expanded hazardous chemical production projects have blindly rushed the construction period and rushed the schedule.
Conduct of conducting trial production due to lack of start-up conditions:
Whether the new, modified and expanded hazardous chemical production projects have carried out trial production in order to seize the market when the equipment and facilities have not been installed, the personnel have not been trained and qualified, and the trial production plan has not been formulated and reviewed.
Strictly check the operation behavior of delayed maintenance with disease:
Whether there is any delay in the maintenance of the device and equipment, extension of the maintenance cycle without evaluation, etc. Whether there is operation with disease and forced production.
Strict investigation of violations of excessive storage behavior:
Whether there are illegal over-quantity storage and over-variety storage of hazardous chemicals in storage tanks and warehouses. Whether there is a situation of mixed storage of hazardous chemicals that are contraindicated by chemical properties.

Whether the main responsibility of the enterprise is not implemented; whether there is insufficient fire prevention spacing; whether there is insufficient fire water source and fire extinguishing agent reserve; whether there is failure or lack of fire fighting facilities and equipment; whether there is obstruction or occupation of fire truck passage; whether there is any situation that fire fighting and emergency plan do not conform to the actual situation; whether there is insufficient emergency handling capacity of the "two teams" of the full-time fire brigade and process disposal team of the enterprise.
The "Regulations on the Safety Management of Hazardous Chemicals" stipulate that hazardous chemicals refer to highly toxic chemicals and other chemicals that are toxic, corrosive, explosive, burning, and combustion-supporting, and are harmful to the human body, facilities, and the environment.
The safety management of the production, storage, use, operation and transportation of hazardous chemicals must comply with the provisions of the Regulations on the Safety Management of Hazardous Chemicals. Dangerous chemicals, whether or not included in the "Legal Inspection Catalogue", must be reported to the customs for inspection and inspection in accordance with the law. Among them, if the export of dangerous chemicals is dangerous goods, it should also apply to the customs of the place of origin for the identification of the packaging and use of the export of dangerous goods.
Summer is hot and the temperature is high. In the chemical production area, there are more flammable, explosive and volatile raw materials. For example: ethanol, dichloroethane and other low boiling point, are volatile substances. Volatilization is faster in the hot summer, and it is easy to reach its ignition point and explosion limit in places with higher concentration.
Summer thunderstorms, hot and dry, when the air is dry, the more you should pay attention to the importance of fire prevention. In view of the characteristics of summer chemical production and the nature of the raw materials used, we must first pay attention to fire prevention.
