The Ministry of South Korea Environment issued an administrative plan for the revision of the Designation of Restricted and Prohibited Substances.

On November 14, 2022, the Ministry of Environment of the South Korea issued a Ministry of Environment announcement to amend the Annex to the Designation of Restricted Substances and Prohibited Substances (2021-295). In order to collect public opinions and inform the public in advance of the purpose and main contents of the plan, the announcement reads as follows:

Reason for revision
According to Article 27 of the Law on Registration and Evaluation of Chemical Substances, chemical substances with high hazards for specific use are designated as restricted substances. Cadmium (6 +) compounds and their mixtures containing more than 0.1% shall not be used for anti-dust coating and painting of water tanks.
In order to give color steel plates for building materials the time required to comply with the treatment restrictions for industries concerned, such as outdoor exposure tests for alternative substances, the applicable time is extended by 2 years.

Main contents
Restricted objects: "Cadmium (6 +) compounds and their mixtures with a content of more than 0.1%" are limited to "lithium chromate".
Limit object start time: January 1, 2025
Manufacturing, import restrictions: January 1, 2023 → January 1, 2025
Sales, storage, storage, transportation, use restrictions: July 1, 2023 to January 1, 2025.

Submission of comments
Organs, organizations or individuals who have opinions on the revision of the "Designation of Restricted Substances and Prohibited Substances" may enter the website of the Ministry of Environment of South Korea before December 4, 2022 (http://www.me.go.cn), through the "Decree Policy-Environmental Decree-Legislation-Administrative Notice", to express opinions (for or against and relevant reasons) on the announcement, which can be submitted to the South Korea Environment Department (Chemical Substances Policy Section) by mail.
