New Chemical Substance 2022 Activity Report Begins Submission!

In accordance with the relevant requirements of the Measures for the Registration of Environmental Management of New Chemical Substances (Decree No. 12 of the Ministry of Ecology and Environment, hereinafter referred to as Decree No. 12) and the Announcement on Matters Relating to the Registration of Environmental Management of New Chemical Substances (Announcement No. 46 of the Ministry of Ecology and Environment 2020), the requirements for submitting the 2022 annual activity report of new chemical substances are hereby notified as follows:

Report Scope

(I) has obtained a regular registration certificate in accordance with the Environmental Management Measures for New Chemical Substances (Order No. 7 of the former Ministry of Environmental Protection, hereinafter referred to as Order No. 7), and the registered new chemical substance belongs to the key environmental management hazard category specified in Article 3 of Order No. 7.
The (II) obtains a regular registration certificate under Decree No. 12, which provides for the submission of an annual report.

Report Submission Time

From January 1, 2023 to April 30, 2023.

Report Contents

Approved to register the actual production or import of new chemical substances in 2022, the discharge into the environment, and the implementation of environmental risk control measures and environmental management requirements.

Submission Method

The holder of the registration certificate or his designated agent shall fill in and submit the Annual Report Form of New Chemical Substances online through the online registration system of new chemical substances. The login path is: the People's Republic of China the website of the Government Affairs Service Hall of the Ministry of Ecology and Environment (Internet address: http://zwfw.mee.gov.cn), select "New Chemical Substances" and click "Declaration of Matters" in the column of "13002 Approval Matters for Issuing New Chemical Substances Environmental Management Registration Certificate", after entering the home page of the new chemical substance online registration system, select "regular registration" and click "annual report" to fill in.

Submission requirements

After the annual report electronic form is completed and confirmed to be correct, click "Print" to generate a PDF file with SN code, print it into a paper file and sign and seal it, scan it in color to generate a PDF file and upload it, and click "Submit" to complete the annual report.

The registration certificate holder, the name of the agent and the registration certificate number in the annual report shall be strictly consistent with the registration certificate.
