1. After the new chemical substance environmental management online registration system fills in the application, does the document printed out in the "preview" mode have no SN number? How to print out correctly?
A: Files printed out in Preview mode do not have SN numbers, so do not print in Preview mode. The correct printing steps are as follows: after filling in the relevant application form completely, click "print" to generate a PDF file with a unique identification number (SN number) before submitting the printer to output paper printouts.
2. Can the online registration system for environmental management of new chemical substances check the progress of the registration application for new chemical substances? How to check?
A: The online registration system can check the progress of new chemical substance registration applications. The query steps are: log in to the government service platform of the Ministry of Ecology and Environment.

5. When handling polymer regular registration or simple registration, what are the requirements for GPC isogram testing institutions?
Answer: The Guidelines for Environmental Management and Registration of New Chemical Substances have corresponding requirements for domestic and foreign testing institutions of physical and chemical properties. The testing institutions of GPC and other spectrograms have the same requirements as the testing institutions of physical and chemical properties.
6. What matters should be paid attention to when applying for the supplement of chemical substances to be included in the List of Existing Chemical Substances in China?
Answer: The chemical substance identification information that the applicant should provide includes Chinese name, English name, CAS number, molecular formula, structural formula, etc. The identification information should be accurate and normative information obtained from authoritative organizations, or from published literature reports, authoritative databases, etc. Common names, industry common names, etc. are provided as aliases. The identification information of chemical substances shall be consistent with the relevant information of chemical substances in the certification materials.
7. The application chemical substance supplement is included in the List of Existing Chemical Substances in China. The certification material is an enterprise invoice, but the chemical substance information shown in the invoice is an internal code or abbreviation, which does not correspond to the chemical name of the application substance. How to deal with it?
Answer: The chemical substance information in the certification material should correspond to the standard chemical name of the application substance. If not, other relevant evidence materials shall be provided to fully prove that the chemical substance information is completely consistent with the application substance information.
8. What should be paid attention to when filling in the simple registration application form?
Answer: The relevant contents of the application form should be filled in completely and in a standardized manner according to the instructions for filling in the form, focusing on the following aspects:
1) The contents filled in shall be consistent;
2) If the application is not for export, fill in the actual domestic processing user information;
3) If the application belongs to pesticide intermediates, pharmaceutical intermediates or veterinary drug intermediates, a detailed description shall be provided, indicating the details of the intermediates, downstream processing and use, and final product information;
4) The relevant information of test data shall be consistent with the test report;
5) Data that meet the exemption provisions of the Environmental Management Registration Guidelines for New Chemical Substances shall be explained in the result description of the application form.
9. What should be paid attention to when handling regular registration and simple registration and submitting chemical substance identification information?
A: Submission of chemical substance identification information should focus on the following aspects:
1) Identification information such as Chinese name, English name, CAS number, molecular formula and structural formula shall be consistent;
2) For the application for identification information protection, the class name shall be prepared in accordance with the Guidelines for the Compilation of Class Name for the Application of New Chemical Substances;
3) Pay attention to spaces, hyphens, and subscripts for chemical names, and no punctuation is required at the end of the name;
4) The SMILES code shall be provided if there is a unique molecular structure;
5) molecular formula pay attention to subscript and so on.
10. What supporting materials should be provided when the agent to be replaced applies for the change of registration certificate?
A: The supporting materials may be the tripartite agreement on the agency relationship signed between the applicant and the former agent and the new agent, or the termination of the agency contract or agreement signed between the applicant and the former agent, the agency contract or agreement signed with the new agent, and the business license of the new agent. Among them, the tripartite agreement of the agency relationship or the termination of the agency contract or agreement, the agency contract or agreement need to specify the relevant responsibilities and obligations of the replacement of the agent and the time of convergence.
11. What else should be paid attention to after the application for filing of new chemicals is submitted?
A: After submitting an application for the filing of new chemical substances, attention should be paid to the correction requirements for filing spot checks. After the system sends the material correction notice for filing, it will automatically send a short message reminder to the contact person bound to the account. The filing person should check the correction notice in time and make correction within the specified time limit as required.
12. Do annual activity reports on new chemicals need to be submitted every year?
A: For registered substances that require an annual activity report, an annual activity report should be submitted as required every year until the chemical substance is listed in the "List of Existing Chemical Substances in China".
13. For new chemical substances that have obtained regular declaration or simple declaration registration certificate under Decree No. 7 and re-registered under Decree No. 12, how to deal with the registration certificate under the original Decree No. 7? Is it necessary to cancel the registration certificate?
Answer: The regular declaration or simple declaration registration certificate obtained under the original Order No. 7 should be returned for a new registration certificate, and there is no need to cancel the registration certificate.
14. For a chiral chemical substance, are its levorotatory, dextrorotatory and mixotatory bodies the same chemical substance?
Answer: The chemical name, CAS number, structural formula and other identification information of the chemical substance shall be combined to determine whether it is the same chemical substance.
