In order to facilitate enterprises to register the environmental management of new chemical substances and solve common problems, the Solid Waste and Chemical Management Technology Center of the Ministry of Ecology and Environment issued a FAQ (III) for the environmental management of new chemical substances.

1. Q: Can the sub-account of the new chemical substance environmental management online registration system query the process progress and history of the main account?

Answer: No. The main account of the new chemical substance environmental management online registration system can query the process progress and historical records of the sub-account, otherwise it is not allowed.

2. Q: How long is the validity period of the third-party key involved in the new online registration system for environmental management of chemical substances?

A: Third-party keys are valid for 15 days. The third party needs to log in to the online registration system within the validity period and click "Start Assistance" with the key to complete the filling of the third party as soon as possible.

3. Q: Did the SN number of the application form fill in by the applicant himself?

A: No. Through the online registration system for environmental management of new chemical substances, the unique identification number displayed in the upper left corner of the PDF generated by clicking "Print" after completing the application form is the SN number.

4. Q: After submitting the filing application form, the system displays "Completed" and no receipt has been received in the system. What is the matter?

Answer: "Completed" is the processing status transmitted by the new chemical substance online registration system to the government service platform of the Ministry of Ecology and Environment. After successfully submitting the filing application through the new chemical substance online registration system, the status will be displayed in the "My Office" on the right side of the platform. The filing receipt is sent to the "message notification" column (the small bell pattern in the upper left corner of the page) in the "filing" item of the new chemical substance online registration system. please enter the system when filling in the filing application form, and click "filing" and "message notification" (small bell) in turn to view the filing receipt.

5. Q: The filing of new chemical substances shows that it has been completed. Does this mean that the filing has been successful?

A: According to the "Guidelines for Registration of Environmental Management of New Chemical Substances" (Announcement No. 51 of 2020 of the Ministry of Ecology and Environment, hereinafter referred to as the "Guidelines"), after the applicant submits complete and complete filing materials for environmental management of new chemical substances, the online registration system will automatically send the filing receipt, and the government service platform of the Ministry of Ecology and Environment will display the "completed" status.

It should be noted that the "completed" displayed by the government service platform does not indicate that the filing application fully meets the filing requirements, and the applicant shall be responsible for whether the filing application materials meet the filing requirements. The competent department of ecological environment under the State Council will organize its subordinate technical institutions for environmental management of chemical substances to conduct random spot checks on the compliance of all application materials received in the system. If it is found that the materials for filing do not meet the requirements for filing and should apply for a regular or simple registration certificate, the competent department of ecological environment under the State Council will cancel the filing. 6. Q: How to check whether the application for registration or filing of new chemical substances has been uploaded successfully?

Answer: Click "History" in the application items of the new chemical substance online registration system to check the registration or filing status through the corresponding SN number.

7. Q: For the registration or filing of environmental management of new chemical substances, do you need to fill in a new one in the system after receiving the supplementary one-time notice?

Answer: No need. Please modify and submit the original application form according to the requirements of the supplement and correction. There is no need to fill in the form again. The specific operations are as follows: click on the application items to which the form belongs in the new chemical substance online registration system, click "History" above to find the SN number corresponding to the form after entering, and click "supplement and correction" to edit and submit.

8. Q: If the environmental management registration or filing of a new chemical substance has been completed, does it need to apply for the substance repeatedly every year?

Answer: No need. However, when the matters stated in the new chemical substance environmental management registration certificate or the relevant information for the record changes, the applicant shall make changes in a timely manner.

9. Question: Our company has a chemical product that is not in the "List of Existing Chemical Substances in China" (hereinafter referred to as the "List"). If this product is added to the "List" after applying for filing?

A: No. Article 44 of the "Measures for the Registration of Environmental Management of New Chemicals" (Order No. 12 of the Ministry of Ecology and Environment) stipulates that new chemical substances that are simply registered and filed shall not be included in the "List."

10. Q: What types of registered new chemical substances are required to submit annual reports after the implementation of Order 12? What is the time and scope of submission of annual reports?

Answer: According to the requirements of the Measures for the Registration of Environmental Management of New Chemical Substances (Decree No. 12 of the Ministry of Ecology and Environment) (hereinafter referred to as Decree No. 12) and the Announcement on Matters Related to the Registration of Environmental Management of New Chemical Substances (Announcement No. 46 of the Ministry of Ecology and Environment 2020), it belongs to the key environmental management hazardous new chemical substances stipulated in Article 3 of the Measures for the Environmental Management of New Chemical Substances (Order No. 7 of Environmental Protection of Environmental Protection), and new chemical substances for which an annual report is required under the environmental management requirements specified in the regular registration certificate approved under Order 12.

The annual report is submitted from January 1 to April 30 of each year from the year following the year in which registration is granted. The scope of the report covers the actual production or import, discharge to the environment, and the implementation of environmental risk control measures and environmental management requirements in the previous year of the year in which the annual report is submitted.
