In the previous issue, the concept of "limited quantity" (LQ) for the transport of dangerous goods was briefly expounded. In this issue, Xiao An will introduce another mode of transport of dangerous goods in small packages, "exceptional quantity" (EQ). This mode of transportation is similar to LQ. It is a special form of transportation formulated by the United Nations TDG regulations and the domestic JT/T 617-2018 regulations in positive response to the transportation of small quantities of dangerous goods such as daily consumer goods and scientific research products. This article will focus on the concept of "exceptional quantity" (EQ) transportation, regulatory requirements, actual judgment, transportation quantity, packaging rules and so on.
1. The concept of "exceptional quantity" transport
In essence, the exception quantity and the limited quantity are both a form of exemption to relax some of the regulatory requirements for goods with relatively small volumes and relatively low risks. EQ transportation is to regular a large number of transport of dangerous goods packaged in a small body of the inner packaging, through the combination of packaging to transport.

3. How to judge whether the product can go exception quantity?
For domestic road transport of dangerous goods, you can directly consult the "list of dangerous goods transported by road" (JT/T 617.3-2018)
In this table, look at column 7b. If column 7b writes E0, it means that this kind of goods cannot be excepted in any case, such as UN 1510 in the above figure.
In other words, if the 7b column reads E1, E2, E3, E4, E5, such as UN 1508, UN1509, UN1511 in the above figure, then your goods can be exempted in quantity under certain conditions.
4. How is the "volume of transport" of exceptional quantities specified?

Using the UN 1511 as an example, E1 of the number of exceptions represents:
For such goods as UN 1511, the goods contained in each inner container are required to be ≤ 30 mL/g, and the goods contained in each outer container are required to be ≤ 1000 mL/g.
If the goods with different E codes need to be packed together, the most stringent requirement must be followed. For example, if E1 meets E4, the inner container shall be loaded ≤ 1 mL/g and the outer container ≤ 500 mL/g in strict accordance with the requirements of E5.
5. What are the special requirements for packaging?
Three layers of packaging (inner packaging, middle packaging, outer packaging) must be used, and each type of packaging must undergo corresponding tests (JT/T 617.3 - 2018 8.2, 8.3)
Inner packing
(1) Basic principles: compatibility with dangerous goods, non-reaction, non-influence;
(2) material: only metal, plastic, glass, ceramics and other high-strength materials, can not use plywood, fiberboard, paper, textiles and other materials.
(3) Thickness: If the object to be loaded is liquid and the inner container is plastic, its thickness must be ≥ 0.2mm;
Intermediate packing
One of the differences with LQ packaging, EQ packaging must use intermediate packaging, its purpose is to protect the inner packaging, to prevent damage, perforation and other accidental leakage in the case of transport, so if the goods are liquid, the intermediate packaging must also have enough adsorption material to ensure that all contents can be completely inhaled, and do not have a dangerous reaction.
Outer packing
The outer packaging must be rigid and strong enough to protect the inner and intermediate containers. Complete packages ready for transport must be subjected to at least drop test and stacking test (JT/T 617.3-2018 8.3)
6. What are the special requirements for the marking on the package?
Mark on the picture is the mark that must be pasted on the package. The precautions are as follows:
Shape: square;
Color: The color of the symbol and the border line should be the same, usually red, or black;
Background: It is recommended to be white or a large contrast background color;
Size: minimum 10cm × 10cm, but can be enlarged according to this scale.
7. In addition to the above, there are the following points to note:
The shipper shall declare in writing to the carrier that the dangerous goods meet the packaging requirements of (JT / T 617), and the carrier shall require the driver to carry this written statement with the vehicle.
The shipper shall indicate in the consignment list the exceptional quantity of dangerous goods and the quantity of the package.
Each transport unit shall load ≤ 1000 packages.
Exception quantity can be packed in combination, and dangerous goods/non-dangerous goods can be packed in combination.
Exception quantity can also be mixed with other dangerous goods/non-dangerous goods.
