EU continues to increase information sharing on hazardous chemicals

According to the latest biennial report on the Prior Informed Consent (PIC) Regulation of ECHA (European Chemicals Agency), the EU sent almost 20000 export notifications for hazardous chemicals to 156 non-EU importing countries in the period 2020-2021, an increase of 23% over 2018-2019.

Helsinki, 12 October 2022-Under the terms of the PIC, the EU is required to provide export notifications to the authorities of non-EU importing countries of chemicals before they are exported. They contain information on the location and use of hazardous chemicals listed in the PIC clause, as well as information on their hazardous characteristics, including how they are safely stored, transported, used and disposed.

During 2020-2021, in addition to the export notifications, the EU submitted 19 notifications of new final regulatory actions (FRAs) to the Rotterdam Convention, the Global Convention to Control Trade in Hazardous Chemicals. These notifications inform Parties to the Convention that the EU has banned or severely restricted the use of these chemicals as a first step towards their inclusion in the Convention. During 2018-2019, only nine FRA notifications were filed, as shown in the last updated version of the previous report.

The EU also plans to send 40 explicit consent responses to non-EU importing countries interested in exporting hazardous chemicals to the EU.

Finally, the EU responded to 11 special questions from non-EU authorities or organizations, a slight increase over the 9 questions received in the previous reporting period. Most of the questions are related to the reasons why the EU bans or restricts the use of chemicals intended for export.
