Updated EU Substances of Very High Concern (SVHC) List to 224

Recently, the official website of the European Chemicals Agency (ECHA) announced that a new substance of high concern (SVHC) has been added. So far, the SVHC list contains 224 chemical substances that may harm people or the environment. Manufacturers and importers of these substances are responsible for managing possible risks and must also provide their customers and consumers with sufficient information to achieve safe use.
Added SVHC substance information as follows:
Substance name: N-(hydroxymethyl)acrylamide (N-(hydroxymethyl)acrylamide)
EC number: 213-103-2
CAS No.: 924-42-5
Reason for inclusion: Carcinogenicity; Teratogenicity
Common use: as a polymerized monomer; used in paint and coating products.
According to the requirements, if the product contains N-(hydroxymethyl) acrylamide, the manufacturer or importer of the article is obliged to complete the notification to the ECHA (European Chemicals Agency) within 6 months after June 10, 2022.
In accordance with relevant EU REACH regulations:
If the content of SVHC in all products exceeds 0.1%, the situation must be explained downstream:
1. If the SVHC content in substances and preparations exceeds 0.1%, SDS in accordance with EU REACH regulations must be delivered downstream;
If the content of SVHC in an article exceeds 0.1 per cent, instructions for safe use must be passed downstream, including at least the name of the SVHC. Consumers can make similar requests, and suppliers should provide relevant information free of charge within 45 days.
When the SVHC content in the article exceeds 0.1% and the export exceeds 1 ton/year, the EU manufacturer, importer or sole representative must also submit an SVHC notification to ECHA (European Chemicals Agency). In the case of a new SVHC substance, the notification obligation shall be completed within 6 months after the substance is added to the SVHC list.
In addition, from January 5, 2021, products exported to Europe containing more than 0.1 per cent of SVHC substances will need to complete SCIP notification before they can be put on the market.
Therefore, before Chinese companies export products to the EU, they must conduct the latest SVHC confirmation of these products to ensure that all products fulfill the compliance obligations of the EU REACH regulations.
