China's New Chemical Substances Activity Report Begins Submission in 2023

Since the "New Chemical Substance Environmental Management Registration Measures" (Ministry of Ecology and Environment Order No. 12, hereinafter referred to as Order No. 12) was formally implemented, the country's requirements for the management of new chemical substances have become increasingly strict and perfect, and the management of new chemical substances after registration has become one of the important tasks for many enterprises. In accordance with the relevant requirements of Decree No. 12 and the Announcement on Matters Relating to the Registration of Environmental Management of New Chemical Substances (Announcement No. 46 of the Ministry of Ecology and Environment of 2020), the requirements for submitting the report on the activities of new chemical substances in 2023 are hereby notified as follows:

Report Scope

The (I) has obtained the regular registration certificate in accordance with the Environmental Management Measures for New Chemical Substances (Order No. 7 of the former Ministry of Environmental Protection, hereinafter referred to as Order No. 7), and the registered new chemical substances belong to the key environmental management hazard categories specified in Article 3 of Order No. 7.

The (II) obtains a regular registration certificate under Decree No. 12, which provides for the submission of annual reports of new chemical substances.

Report Submission Time

From January 1, 2024 to April 30, 2024.

Report Contents

Approved to register the actual production or import of new chemical substances in 2023, the discharge into the environment, and the implementation of environmental risk control measures and environmental management requirements.

Submission Method

The holder of the registration certificate or his designated agent shall fill in and submit the annual report form of new chemical substances online through the online registration system of new chemical substances, enter the online registration system of new chemical substances, select the "regular registration" items, and click the "annual report" to fill in the form.

Submission requirements

After the annual report electronic form is completed and confirmed to be correct, click "Print" to generate a PDF file with SN code, print it into a paper file and sign and seal it, scan it in color to generate a PDF file and upload it, and click "Submit" to complete the annual report.

The registration certificate holder, the name of the agent and the registration certificate number in the annual report shall be strictly consistent with the registration certificate.
