On March 15, 2024, the European Commission issued Regulation (EU)2024/858, announcing amendments to the EU Cosmetics Regulation (EC)No 1223/2009 List of Prohibited Substances in Cosmetics (Annex II) and List of Restricted Substances (Annex III).

Added Prohibited Substances
The following substances are added to the list of prohibited substances in cosmetics (Appendix II):

As of 1 January 2025, cosmetic products containing these substances may not be placed on the EU market. As of 1 November 2025, cosmetic products containing these substances may not be sold on the EU market.

Added Restricted Substances
Add the following to the List of Restricted Substances for Cosmetics (Appendix III):

As of 1 January 2025, cosmetic products containing the substance but which do not meet the restrictions may not be placed on the EU market. As of 1 January 2025, cosmetic products containing the substance may not be sold on the EU market.
