For new cosmetic raw materials registered or filed with the State Drug Administration and successfully included in the catalogue of used Cosmetic raw materials (2021 Edition), a maximum subsidy of 300000 yuan will be given to each item after approval; for enterprises engaged in cosmetic research and development and production, special cosmetic product registration certificates (excluding cosmetics such as hair dye and perm) will be obtained through the registration procedure, and a maximum reward of 100000 yuan will be given to each variety. The maximum amount of annual subsidy (reward) for a single enterprise shall not exceed 1 million yuan.
For the biological raw materials and biological pharmaceutical excipients registered in the Center for Drug Evaluation (CDE) of the State Drug Administration, the registration number status is changed from "I" (inactive) to "A" (active), the highest subsidy is 100000 yuan. For biological raw materials and bio-based materials certified by the US Food and Drug Administration (FDA), the highest subsidy is 300000 yuan per product, the maximum amount of annual subsidy for a single enterprise shall not exceed 2 million yuan. For enterprises producing biological raw materials, biological pharmaceutical excipients and bio-based materials, their revenue exceeded 0.1 billion yuan, 0.2 billion yuan and 0.5 billion yuan for the first time in that year, and they were given a one-time reward of up to 100000 yuan, 200000 yuan and 500000 yuan respectively (the difference between the rewards for entering the file).

In order to accelerate the improvement of the R & D and innovation level in the field of synthetic biology in our city, build a new economic development model of synthetic biology "scientific and technological research and development-achievement transformation-industrial agglomeration", improve the ecological system of synthetic biology industry, create an innovation highland of industrial clusters in the field of synthetic biology, and seize the development opportunity of synthetic biology industry, this measure is specially formulated.
1. applicable institutions and priority areas of support
This measure is applicable to enterprises, institutions, social organizations, and industry organizations that have been registered in accordance with the law and are engaged in production and operation activities such as research and development, production, and services in synthetic biology-related fields.
This measure focuses on supporting genome synthesis and assembly, chassis cell construction, strain calculation design, high-throughput gene synthesis and screening, artificial synthesis and enabling, biological component library design and construction, DNA data storage, catalytic soft matter, cell-free synthetic biological system construction, protein design, enzyme engineering, metabolic engineering, low-carbon biological manufacturing, biological breeding, biological information analysis, personalized diagnosis and treatment, new dosage forms and high-end preparations R & D and services of synthetic biotechnology; high-end biological raw materials developed by synthetic biotechnology, biological pharmaceutical excipients, new vaccines, gene therapy drugs, cell therapy drugs, new structural protein and polypeptide drugs, plant drugs, active ingredients of traditional Chinese medicine, rare disease drugs, bio-based materials (including high-end fine chemicals, industrial enzyme preparations, etc.), biochips, biological medical beauty raw materials and products, new raw materials for cosmetics, biological food nutrition raw materials, and formula food for special medical purposes genetically modified crops and other products; it is used in the production and manufacture of key equipment such as biological fermentation, separation and purification.
2. Enhance Innovative R & D Capability of Synthetic Biology
(I) encourage the undertaking of national and provincial key science and technology projects. For units that have obtained national and provincial key special projects or projects such as "synthetic biology", "green biological manufacturing", "biological macromolecules and microbiome", "biosafety technology", "key scientific and technological research projects" and "subversive technology", 25% of the actual funds received by the state and province will be subsidized, with the maximum amount of subsidy not exceeding 5 million yuan. For the identified synthetic biological enterprises, if the R & D investment in that year exceeds 10 million yuan, 10% of the R & D investment will be subsidized after evaluation, and the maximum amount of annual subsidy for a single enterprise shall not exceed 5 million yuan. Encourage the development of synthetic biotechnology, technology transfer, technology licensing, technical consulting, technical services and other technology trading activities. The synthetic biotechnology trading activities realized by domestic universities, scientific research institutions, and new R & D institutions using technology trading platforms will be rewarded at a rate of no more than 5% of their annual output technology contract transaction volume, and the maximum reward amount shall not exceed 2 million yuan. Encourage synthetic biological enterprises to export and absorb technological achievements through the application of technology trading platforms, and reward 10000 yuan for each additional 5 million yuan of technology contract transactions registered according to the annual cumulative identification, with the maximum annual reward amount not exceeding 2 million yuan (a single enterprise can only be declared as one party to a technology contract in a year). Support the rational layout of synthetic biotechnology industry in key development areas of synthetic biology such as Qiantang (New) District, Xiaoshan District and Xihu District, and strive to create a provincial-level future industrial pilot area for synthetic biology; promote the construction of platforms such as Hangzhou International Science and Technology Center of Zhejiang University, Synthetic Biology and Biointelligence Center of West Lake University, Medical Synthetic Biology Center of Institute of Chinese Academy of Sciences, and Key Laboratory of Bio-organic Synthesis of Zhejiang University of Technology; focus on the development of biomedicine, biomaterials, medical beauty, cosmetics and other future tracks, to guide the development of synthetic biological industry cluster. For those who have obtained the national medical equipment registration certificate and carried out industrialization, each variety of medical beauty drugs will be given a maximum reward of 5 million yuan, each variety of three types of medical beauty devices will be given a maximum reward of 1 million yuan, and each variety of two types of medical beauty devices will be given a maximum reward of 500000 yuan. The maximum amount of reward for a single enterprise per year shall not exceed 3 million yuan. Fully combined with the spatial planning of synthetic biological industry, focus on the development of synthetic biological characteristic parks in Qiantang (new) area, Xiaoshan District and Xihu District. A variety of investment entities are encouraged to carry out the construction of synthetic biological standard workshops. If the recognized municipal characteristic parks build standard workshops of more than 20000 square meters, the municipal finance will provide subsidies of no more than 20% of the total investment to the districts and counties (cities) where they are located, and the investment entities will be given corresponding rewards by all localities. Vigorously introduce biomedicine, biomaterials, medical beauty, cosmetics and other fields of head synthetic biological headquarters enterprises. Support qualified enterprises to apply for Hangzhou headquarters enterprises, and for identified headquarters enterprises, enjoy preferential policies such as land transfer "with project conditions" and scientific and technological research and development subsidies in accordance with relevant regulations. For the public service platform of gene sequencing and synthesis, biological components design platform, synthetic biological design and automation platform, important bacteria and cell strain preservation and development platform, drug discovery platform, pilot test service platform, pilot test amplification base, concept verification center, China National Accreditation Service Committee for Conformity Assessment (CNAS) accreditation laboratory and other recognized public service platforms of key synthetic biotechnology industry in the city, according to its approved new research and development equipment, software and other investment of 30% to be funded, the maximum amount of funding does not exceed 20 million yuan. The identified public service platform that provides services to enterprises and institutions related to synthetic biology (both parties of the service must have no investment relationship) will be given an innovation voucher subsidy of not more than 10% of the amount of the technology contract according to the technology contract and service performance, and the maximum annual subsidy amount for a single platform shall not exceed 2 million yuan. (15) Improve the talent guarantee mechanism. Establish and improve a multi-level talent training system for the synthetic biology industry, support enterprises to recruit high-end talents in synthetic biology-related fields by applying for national, provincial and municipal talent plans, and regularly organize special recruitment activities. Encourage enterprises and colleges and universities to jointly train high-end talents with industrial-level R & D capabilities, select leading talents in engineering technology in the synthetic biology industry, and authorize qualified enterprises to carry out independent evaluation of talents, build a team of excellent engineers for the industry. For identified synthetic biological characteristic parks, accelerate the promotion of planning EIA and project EIA linkage, and simplify the EIA process in accordance with the law.
