On March 25, 2022, Guangzhou Municipal Market Supervision and Administration Bureau issued a question and answer on the record of ordinary cosmetics (22):

1. Q: Which raw materials belong to the "Cosmetic Safety Technical Specification" with quality specifications?

Answer: according to the requirements of the announcement of the state food and drug administration on matters related to the implementation of the regulations on the management of cosmetics registration and filing materials (no 35, 2021), starting from may 1, 2021, when the registrant applies for registration or filing, it shall fill in the source and trade name information of the product formula raw materials, including the raw materials required by the quality specifications in the cosmetics safety technical specification, proof of quality specifications or safety-related information for raw materials should also be submitted.

The raw materials required by the "Safety Technical Specification for Cosmetics" include but are not limited to: polyacrylamide, trialkylamine, trialkanolamine and their salts, dichloromethane, fatty acid two-chain alkamide and fatty acid two-chain alkanolamide, single-chain alkylamine, single-chain alkanolamine and their salts, etc, for the specific specifications and requirements of the above raw materials, please refer to "Other Restrictions and Requirements" in Table 3 "Restricted Components of Cosmetics" in "Technical Specifications for Safety of Cosmetics".

2. Compared with the Catalogue of Used Cosmetic Raw Materials (2015 Edition), which raw materials in the Catalogue of Used Cosmetic Raw Materials (2021 Edition) have updated their Chinese names?

Answer: There are multiple Chinese names for the same raw material in the Catalog of Used Cosmetic Raw Materials (2015 Edition). The Catalog of Used Cosmetic Raw Materials (2021 Edition) standardizes and unifies the names of the same raw materials. The specific list is shown in the table below. Starting from May 1, 2021, the archivist shall use the name of the raw materials specified in the Catalogue of Used Cosmetic Raw Materials (2021 Edition) for cosmetics filing.

3. Which raw materials in the Catalogue of Used Cosmetic Raw Materials (2021 Edition) are newly included in the management of prohibited substances?

A: According to the Announcement of the State Food and Drug Administration on Updating the Catalogue of Prohibited Raw Materials for Cosmetics (No. 74 of 2021), 17 raw materials in the Catalogue of Used Raw Materials for Cosmetics (2021 Edition) will be newly included in the management of prohibited components from May 28, 2021: formaldehyde, boric acid, borax, 2-chloro-p-phenylenediamine, 2-chloro-phenylenediamine sulfate, hemp (CANNABISSATIVA) kernel fruit, hemp (CANNABISSATIVA) seed oil, hemp (CANNABISSATIVA) leaf extract, marigold (TAGETESERECTA) flower extract, vinyl acetate, etc.

Before Announcement No. 74 of 2021, some of the above 17 raw materials belong to restricted components, some belong to permitted components, and some belong to used raw materials. All production enterprises shall strictly follow the announcement requirements and shall not re-produce or import cosmetics that use the above prohibited raw materials in product formulations.

4. What are the precautions for filling in the raw material submission code?

Answer: At present, it is found that the cosmetics filing management system prompts that the raw material submission code filled in by some cosmetics filing is inconsistent with the data of the raw material safety information registration platform. The filer shall verify with the raw material manufacturer (supplier):

(1) Whether the raw material submission code corresponds to the target raw material;

(2) Whether the specific raw materials in the cosmetic formula, such as the composition and ratio of the compound raw materials, are consistent with the information filled in by the raw material safety information registration platform.

5. Can multiple raw material submission codes be submitted?

A: According to the "Announcement on Upgrade of Ordinary Cosmetics Filing Management System" issued by the ordinary cosmetics filing management system on March 14, 2022, the ordinary cosmetics filing management system supports one raw material to fill in multiple raw material submission codes.
