Recently, the Food and Drug Administration released the frequently asked questions on the use of the cosmetics registration and filing information service platform, including the access to the account number of the new system, the matters needing attention in using the new system, and the online service hall for enterprises, matters needing attention when authorized to bind into the system, matters needing attention in the operation of enterprise information management module, matters needing attention in the operation of ordinary cosmetics filing management module, and matters needing attention in other problems have answered in detail the problems that enterprises may encounter in operation.
1. New System Account Acquisition Path
According to the requirements of the national Internet government service, enterprises need to bind the new system to handle business after registering their account number in the online service hall (https://zwfw.nmpa.gov.cn/) of the State Food and Drug Administration. Considerations 2. using the new system
By learning the operation manual can quickly grasp the system operation. On the login page of the new system and the welcome page after login, you can browse and download the system operation manual online. The operation manual introduces the use method, operation process and precautions of each function of the system in detail.
Matters needing attention of responsible persons in the territory of (I) opening
When an enterprise opens a domestic responsible person, the overseas registrant filing person who has not prepared complete enterprise information shall not open the authority together with the domestic responsible person for the time being. After the overseas registrant filing enterprise information is fully prepared, the "Enterprise Information Maintenance" module shall be used to open and add the authority of the overseas registrant filing person, so as to prevent the temporary storage status of the overseas registrant filing person from affecting the authority opening of the domestic responsible person.
Matters needing attention in filling in (II) filing information
The filing application form of each product must be edited and submitted by the same account. If multiple manager accounts participate in editing, an error will be prompted when submitting.
(III) fill in the product implementation of the standard considerations
When an enterprise edits an application form, click "Next" on the product formula page and select "Yes". The standard page of product execution is the initialization page and needs to be filled in again by the enterprise. If No is selected, the standard page of product execution displays the currently stored data.
Precautions for Obtaining (IV) Inspection Report
1. The enterprise shall ensure that the inspection unit is consistent with the social unified credit code of the reporting unit;
2. The enterprise needs to confirm that the inspection report has been registered in the inspection system;
3. From June 28 onwards, if the submitting unit is different from the reporting unit, the inspection report can be submitted through the upload function.
Precautions for Associated Product Information after (V) New System and Old System Account Binding
Enterprises need to ensure that the unified social credit code used in the new system is exactly the same as the unified social credit code used in the old system.
Precautions for changing old products in (VI) new system
For old products migrated to the new system, the enterprise can change the product only after completing the information supplementary recording operation (at this stage, only the information of the production enterprise is required for supplementary recording, and the enterprise decides whether to submit other information in the supplementary recording stage).

(I) Certification Considerations
Enterprises need to ensure that the basic information such as the unified social credit code in the old and new systems is correct. For example, when using the old system account to bind, the original account authentication error is prompted. After excluding the wrong password input, if the old system password has been modified after April 1, 2021, the password before modification can be used for binding.
(II) account binding considerations
The old system account can only be bound once and cannot be bound repeatedly. If the legal person or one of the manager accounts has been bound to the old system account, other accounts should choose to create a new account, through the unified social credit code for association.

4. enterprise information management module operation matters needing attention
(I) enterprise region selection considerations
If the region of the enterprise is Beijing, Shanghai and other municipalities directly under the central government, you need to select the "municipal district" option in the second-level region, otherwise the information of the third-level region will not be selected.
Matters needing attention in filling (II) address information
When the application is submitted by the enterprise information management module, the "address of residence" in the "basic information" shall be filled in with complete information containing regional information such as provinces and cities, so as to avoid incomplete enterprise address information when applying for products.
Precautions for Submitting Information of Responsible Persons in (III)
For example, after the domestic person-in-charge information is submitted, the status bar in the inquiry page displays "under review" and the result bar displays "approved". You need to contact the local bureau's audit teacher to complete the review of the "overseas registrant/filer" item table in the domestic person-in-charge information table and complete the process operations such as "receipt of paper materials.

(I) ordinary cosmetics record management module access matters needing attention
Enterprises need to submit information in the enterprise information management module and pass the examination and approval by the regulatory authorities before they can access the general cosmetics filing management module.
Matters needing attention in (II) filing application operation
1. When submitting an ICP Filing, enterprises should pay attention to uploading the "Filing Information Table" generated by the system and sealed by the enterprise in the "Attachment Upload" menu on the "Product Safety Evaluation" page. Otherwise, the system will prompt "Not Uploaded Filing Information Table".
2. If the product does not use new raw materials, there is no need to fill in any contents, such as "/", in the options of "use registered new raw materials" and "use filed new raw materials", otherwise the system will prompt "there are new raw materials that have not been sent authorization application information".
6. other issues to note
If the enterprise encounters other problems during operation, please refer to the system operation manual to check whether the standard operation is carried out in accordance with the instructions of the operation manual and whether there are any missing steps.
