ECHA launches public consultation on SVHC review substances

On September 1, 2020, the European Chemicals Agency (ECHA) announced a public consultation on the 24th batch of substances of very high concern (SVHC). The public consultation will end on 16 October 2020, during which all stakeholders will be able to submit their feedback to ECHA. ECHA will comment on the feedback submitted by the public. If the following 2 comments are adopted, the SVHC will reach 211.

Identification of substances of high concern

Substances that may have serious and often irreversible effects on human health and the environment may be identified as substances of very high concern (SVHC). If a substance is identified as an SVHC, it will be added to the candidate list and eventually included in the authorization list.

Participation in consultation

Member States or the European Chemicals Agency (ECHA) may, at the request of the European Commission, propose substances identified as SVHCs by preparing dossiers in accordance with the requirements of Annex XV of REACH. The Annex XV report can be found by selecting the "Details" button in the form listing the proposed substance. All interested parties are invited to submit comments on these reports during the consultations.

In general, a Member State or ECHA may, at the request of the European Commission, prepare dossiers for the development of substances under review in accordance with Annex XV of REACH, which are considered substances of very high concern (SVHC) with the potential to cause serious and often irreversible effects on human health and the environment. If a substance is identified as SVHC, it will be added to the candidate list, and the relevant enterprise must meet REACH SVHC and other relevant requirements before it can be exported and sold normally.

According to REACH regulations, if the product contains SVHC and the content is more than 0.1 percent, and the annual export volume is less than 1 ton, it must be notified to the downstream importer and relevant information must be transmitted. If the product contains SVHC and the content is more than 0.1 percent, and the annual export volume is more than 1 ton, it must be notified to ECHA.
