Recently, the Ministry of Emergency Management and the Ministry of Ecology and Environment have successively issued two notices. One is the notice of the Ministry of Emergency Management on publicly soliciting opinions from the public on the the People's Republic of China Hazardous Chemicals Safety Law (Draft for Solicitation of Comments), and the other is about the Ministry of Ecology and Environment. The full text of the two notices is as follows:

Notice of the Ministry of Emergency Management on Publicly Soliciting Comments on the Law of the the People's Republic of China on the Safety of Hazardous Chemicals (Draft for Comment)

In order to strengthen the safety management of hazardous chemicals and prevent and reduce hazardous chemical accidents, our Ministry has organized and drafted the "the People's Republic of China Hazardous Chemical Safety Law (Draft for Comment)", which is now open to the public for comments. The public can provide feedback through the following channels and methods:

Log in to the Chinese Government Legal Information Network of the Ministry of the People's Republic of China Justice (www.moj.gov.cn, www.chinalaw.gov.cn) and enter the "Legislative Opinions Collection" column of the main menu on the home page to put forward opinions.

The deadline for feedback is November 1, 2020.

Notice on Public Solicitation of Opinions on Three Technical Guidelines including the Technical Guidelines for Environmental and Health Hazard Assessment of Chemical Substances (Trial) (Draft for Solicitation of Comments)

The Measures for the Registration of Environmental Management of New Chemical Substances (Order No. 12 of the Ministry of Ecology and Environment) will come into force on January 1, 2021. In order to guide relevant enterprises to carry out environmental risk assessment of new chemical substances, clarify technical requirements, and support the environmental risk assessment of existing chemical substances, our ministry organized and compiled Technical Guidelines for Environmental and Health Hazard Assessment of Chemical Substances (Trial) (draft for comments, see Annex 1), Technical Guidelines for Environmental and Health Exposure Assessment of Chemical Substances (Trial) (draft for comments, see Annex 2), Technical Guidelines for Environmental and Health Risk Characterization of Chemical Substances (Trial) (for a draft, see Annex 3) and preparation instructions (see Annex 4), which are now open for comments.

All government organizations, enterprises, institutions and individuals can put forward written opinions and suggestions in accordance with the format of feedback and suggestions (see Annex 5). The deadline for comments is October 26, 2020, and overdue feedback is considered no opinion.
