Notice on carrying out the work of supplementing the List of Existing Chemical Substances in China

In order to control the environmental risks of new chemical substances and protect human health, the Ministry of Ecology and Environment revised the Environmental Management Measures for New Chemical Substances (Order No. 7 of the Ministry of Environmental Protection, hereinafter referred to as the Measures) (see Annex 1 for download links). The Measures clearly stipulate that all chemical substances that are not included in the "List of Existing Chemical Substances in China" (hereinafter referred to as the "List") are managed as new chemical substances, and apply for registration, for enterprises that have not registered, the Ministry of Ecology and Environment will take relevant penalties.
In order to further improve the "List", the Ministry of Ecology and Environment is organizing the work of supplementing the "List". The scope of supplementation is chemical substances that have been legally produced or imported in the People's Republic of China before October 15, 2003 and are not included in the "List". Except for the categories of exempted substances (see Annex 2 for the download link of the online version of the "List").
In order to ensure the universality of the supplement, the Ministry of Ecology and Environment requires me to assist in the supplement of the List of Existing Chemical Substances in China (see Annex 3 for details). Please carefully sort out the relevant chemical substances and fill in the application form according to the requirements of Annex 3, submit the paper and electronic version to the following address and E-mail before September 30, and send the electronic version to me.
