What is "limited quantity" transportation?

As the name implies, "limited quantity" means that when dangerous goods are transferred for transport, if the quantity is small and the packaging meets certain requirements, some technical requirements for the transport of dangerous goods can be exempted (for example, the qualification requirements of the carrier). In other words, when a certain dangerous goods in the transfer of transport, the quantity is small (for example, 50mL or 30g), and the packaging meets the regulations, the possibility of major hazards is low, you can appropriately reduce the technical requirements for the transport of dangerous goods, exempt some transport provisions.

So far, GB 28644.2-2012 "Requirements for Limited Quantity and Packaging of Dangerous Goods" and JT/T 617-2018 "Rules for Road Transport of Dangerous Goods" both describe the requirements for limited quantity transportation, but the technical requirements are mainly derived from the United Nations TDG regulations.

What requirements are "limited quantity" shipments exempt from?

As mentioned earlier, the United Nations TDG regulations, as the United Nations regulations governing the safety of the transport of dangerous goods, are the technical basis and main source of other transport regulations. Limited quantity transportation According to the requirements of the United Nations TDG regulations, the relevant requirements for the normal transportation of dangerous goods can be exempted to provide convenience for people as much as possible.

The relevant exemptions are as follows:

1. Article 1.4.1.2 of the United Nations TDG Regulation stipulates that the consignor shall only hand over dangerous goods to a properly identified carrier, but when transported in a "limited quantity", the goods may be delivered to an ordinary carrier in addition to a carrier qualified for the carriage of dangerous goods, without qualification.

2. Goods transported in limited quantities are not exempted from the technical requirements of Chapter 2 on the classification of 9 categories and Chapter 3 on the list of dangerous goods, special regulations, etc., that is to say, dangerous goods transported in limited quantities have not changed their inherent dangerous characteristics, and they still need to comply with the classification standards determined by the 9 categories, and at the same time determine the UN number and transportation name against the list of dangerous goods.

3. When using packaging for dangerous goods transported in limited quantities, it is only necessary to comply with the most basic regulations of the United Nations TDG, which mainly include:

1. Hazardous chemicals corresponding to the United Nations UN number can be transported in limited quantities

After the goods have been identified as dangerous goods, if they are identified as dangerous goods, they will be assigned a 4-digit UN number (e. g. 1002)(if the UN number is known through other channels, it can also be directly inquired), if the specific value corresponding to the UN number in the limited quantity column 7a of the Dangerous Goods List (hereinafter referred to as the List) of the United Nations TDG's dangerous goods transport regulations is not 0, it means that the dangerous chemical can be transported in limited quantities. As shown in the figure, the goods with UN number 1992, 1993 with UN number and packaging category II can be transported in limited quantities; if the UN number is 1993, the packing class is I, and the limited quantity is 0, the limited quantity cannot be transported.

2. The quantity of transport shall not exceed the limited quantity limit.

As shown in Figure 1, there are special quantity requirements for limited quantities. For example, for goods with UN number 1993 and packaging category II, the limited quantity is 1L. During transportation, this quantity cannot be exceeded.

3. Product packaging to meet specific requirements

When dangerous goods are transported as limited quantities, their inner and outer packaging shall comply with the relevant requirements of the United Nations TDG, the International Maritime Dangerous Regulations, the International Air Transport Dangerous Regulations or our GB 28644.2-2012.

4. The packaging should be affixed with special marks

In order to quickly identify the packaging of hazardous chemicals transported in limited quantities during transportation, international regulations such as the United Nations TDG and GB 28644.2-2012 require uniform marking on the outer surface of the packaging for limited quantities of transportation, as shown in Figures 2 and 3.

5. Transport documents are subject to special provisions
