1. the need to develop the measures
First, China joined the Convention on the safe use of chemicals in workplaces (Convention No. 170 of the International Labor Organization in June 1990) in October 1994. The Convention requires member States to evaluate and classify all chemicals according to their inherent safety and health hazard characteristics. The second is to identify and classify the components of chemicals produced or imported in my country with reference to the European Union's Regulations on Registration, Evaluation, Licensing and Restriction of Chemicals (REACH) and other regulations, in order to protect human health and environmental safety, and improve my country The competitiveness of the chemical industry, as well as the innovative ability to develop non-toxic and harmless compounds, increase the transparency of the use of chemicals, and achieve sustainable social development. Third, according to the "Regulations", my country implements a catalog management system for the management of hazardous chemicals, but a large number of chemicals that are not included in the catalog management have not kept up due to lack of understanding of their hazards and corresponding measures, resulting in frequent accidents. For example, on January 6, 2011, a three-phosgene leakage accident occurred in the experimental workshop of Wanbei Pharmaceutical Co., Ltd., Suzhou City, Anhui Province, causing 75 employees to be hospitalized for treatment and observation. Among them, 17 critically ill patients (including 5 critically ill patients and 1 critically ill patient) were treated with ventilators, and 1 died. Therefore, according to Article 100 of the Regulations, it is necessary to formulate relevant management measures for newly emerging and encountered chemicals that are not included in the Catalogue of Hazardous Chemicals, conduct hazard identification and classification, and formulate corresponding protection Measures to reduce and eliminate hidden dangers of accidents.
2. the formulation process of the Measures
On the basis of extensive and in-depth investigations in the early stage, the State Administration of Work Safety drafted and completed the "Measures (Draft for Comment)" in December 2012, and solicited opinions from the public through the Legislative Affairs Office of the State Council and the website of the State Administration of Work Safety. In March 2013, a "Measures (Draft)" consultation meeting was organized in Qingdao to listen to the opinions of some local safety supervision bureaus, appraisal agencies, related associations, and enterprises. According to the collected amendments, the "Measures (Draft)" shall be further revised and improved, and submitted to the Office of the Director of the State Administration of Work Safety for deliberation. On June 24, 2013, the Office of the Director of the State Administration of Safety Supervision deliberated and adopted these Measures.
3. the main contents of the Measures
There are 4 chapters and 23 articles in the Measures, including general provisions, physical hazard identification and classification, legal liability and supplementary provisions. The Measures clarify the scope of application, the definition of identification and classification, the responsibilities of relevant units such as safety supervision departments, as well as the content, procedures and requirements of chemical physical hazard identification, classification and arbitration, and provide for joint identification and series identification. The content is stipulated.
(I) scope of application
This method is applicable to the physical hazard identification and classification of chemicals whose hazardous characteristics have not been determined and the supervision and management of related work.
According to the provisions of the Measures, the General Administration of Work Safety will announce the list of chemicals that are exempted from physical hazard identification and classification. The chemicals listed in the catalog can be exempted from physical hazard identification and classification because their hazards have been mastered by humans. In addition, for the purpose of scientific research or product development, the annual output or use of less than 1 ton of chemicals are also exempt from physical hazard identification and classification.

The content of chemical physical hazard identification includes two aspects, one is the parameters or indicators that need to be tested for the identification of 16 types of physical hazards; the other is the physical and chemical characteristics, chemical stability and reactivity related to the physical hazard classification. Classification of physical hazards of (III) chemicals
The classification of chemicals is the basic requirement of the GHS system (Globally Harmonized System for the Classification and Labelling of Chemicals), and it is also the basis for the management of hazardous chemicals by governments and enterprises. Therefore, it is the basic responsibility of the chemical unit to classify the chemicals produced or imported by the unit.
Due to the complexity of GHS classification, different chemical units will have different classifications of chemicals. In order to ensure the accuracy and consistency of classification results, the Measures stipulate that chemical units shall prepare physical hazard classification reports based on identification reports and other physical hazard data. The registration center shall conduct a comprehensive assessment of the classification report and issue audit opinions to the chemical unit within 30 working days.
Technical Support Organization for (IV) Identification and Classification
Drawing on the "Regulations on the Administration of Work Safety Testing and Inspection Institutions" (General Administration Order No. 12) and the Ministry of Health's "Toxicity Identification Specification" to establish an expert database, and taking into account the physical hazard identification of chemicals in experimental methods, experimental conditions, equipment, etc. The "Measures" stipulate three types of technical support institutions:
First, the General Administration has set up a technical committee for the identification and classification of physical hazards of chemicals, which is responsible for arbitrating the results of the identification or classification of objections and publishing the identification of the physical hazards of chemicals.
The second is the chemical physical hazard identification agency. Such bodies are identified by the General Directorate and are primarily responsible for physical hazard identification of chemicals and the issuance of identification reports.
The third is the Chemical Registration Center of the State Administration of Safety Supervision. To be responsible for the assessment and review of the physical hazard classification results of chemicals, to establish the national physical hazard identification and classification information management system of chemicals, and to undertake the daily work of the technical committee.

In view of the fact that there are many kinds of chemicals such as coatings, but there is no obvious difference in similar uses, close components and physical risks, in order to avoid unnecessary repeated identification, the Measures stipulate that for chemicals that meet the three conditions of similar uses, close components and no significant difference in physical risks, chemical units may apply to the identification agency for a series of chemicals identification.
In order to reduce the burden on enterprises, multiple chemical units can jointly apply for physical hazard identification of the same variety of chemicals they produce or import. Considering that in some cases, the appearance state of substances, especially the appearance state of solid substances, will have an impact on their hazards, the appearance state of the jointly identified chemicals should be consistent with or not affect their physical hazard classification in addition to the same composition.
Multiple chemical units jointly identified shall designate one as the lead applicant for identification.

In view of the wide variety of chemicals whose hazard characteristics have not yet been determined, the identification and classification work is highly technical and heavy workload, according to the production or import volume of chemicals, hazard characteristics, accident conditions and other factors, the identification and classification of physical hazards of chemicals will be focused and implemented step by step.
