Announcement on Publishing the List of New Chemical Substance Registration Testing Institutions

In order to ensure the scientific nature of the environmental management registration of new chemical substances, standardize the operation behavior of testing institutions, improve the accuracy and reliability of the test data of new chemical substances, and promote the mutual recognition and application of international common test methods, test data and management system, according to the Ministry's "Notice on Carrying out the Inspection of New Chemical Substances Registration and Testing Institutions" (Huan Ban Han [2008] No. 22), in accordance with the Guidelines for Qualified Laboratories for Chemical Testing (HJ/T155-2004), referring to the technical principles of the internationally accepted Standards for Qualified Laboratories (GLP), and in combination with the level and actual situation of chemical ecotoxicology testing in China, our Ministry organized experts to conduct on-site inspection and blind sample testing assessment on the testing institutions that applied for the registration of new chemical substances to provide ecotoxicology data. The relevant matters are hereby announced as follows:

List of Testing Institutions for Registration of New Chemical Substances that 1. Passed Inspection (hereinafter referred to as "the List")

1. Biological and Safety Testing Laboratory, Shanghai Testing Center

2. State Environmental Protection Key Laboratory of Pesticide Environmental Assessment and Pollution Control, Nanjing Institute of Environmental Sciences, Ministry of Environmental Protection

3. Safety Evaluation Center of Shenyang Research Institute of Chemical Industry (Quality Supervision and Inspection Center for Pesticide Safety Evaluation in Chemical Industry)

4. Environmental Testing Laboratory, Shanghai Academy of Environmental Sciences

5. State Environmental Protection Key Laboratory of Ecological Effects and Risk Assessment of Chemicals, Chinese Research Academy of Environmental Sciences

6. Institute of Pesticide and Environmental Toxicology, Zhejiang University

7. Guangdong Center for Microbiological Analysis

The ecotoxicological data provided by the above-mentioned testing agencies can be used as the basis for the registration assessment of new chemical substances.

The 2. list is managed dynamically. The testing institutions that have been listed shall submit annual reports to the Ministry in December of each year for regular inspection, random inspection and cause inspection. Regular inspections are carried out every three years. If it does not meet the relevant requirements during the inspection, it will be canceled from the list; the institutions applying for inclusion in the list can enter the list after passing the inspection and test of our department.
